SPECIAL MEETING MINUTES
JULY 25, 1991
A special meeting of the Andover Park and Recreation Commission was called
to order at 7:12 p.m. by Chairperson Kieffer on Thursday, July 25, 1991 at the
Andover City Ha(J Offices, 1685 Crosstown Blvd., Andover, MN.

KELSEY-ROUND LAKE PARK PRESENTATION
Mr. Bill Sanders, consultant, presented an up-dated master drawing of Kelsey-
Round Lake Park. He indicated there was incomplete information available
from the developer at the edge of the main park entrance. His immediate
concern is the east side of the pond where undeveloped lots hinder complete
access around the pond, as well as a wooded lot near the pond that could be
adjusted for the benefit of the park. The commission indicated that a
preliminary plat will be forth-coming from the developer. Future parking lots,
intensity use projected as low, are indicated on 151st Street (Kelsey Estates)
and 149th Avenue on the north side of the cul-de-sac. Mr. Sanders also
designated a future 8 (eight) foot asphalt main trail system that will be
constructed as a 10 (ten) foot crushed stone or ag lime trail. The play/picnic
area will contain the same. Minor trails are designated as 6 (six) foot future

asphalt, constructed as a 7 (seven) foot crushed stone or ag lime trail. The
grant includes the areas on the master drawing; the estimated cost is less than
$120,000 for three years.
Discussion: Chairperson Kieffer suggested that a coating of ag lime be
used on top of a gravel or crushed rock base due to the high cost of ag lime in
the area. Mr. Sanders recommended soliciting for bids to determine any dollar
savings.
Chairperson Kieffer could not recall whether or not the developer indicated he
would rough grade and construct a limestone base on the main road to the
park, but agreed it should be done the first year in order to establish a stable
base.
Chairperson Kieffer also wanted the consultant to explore the feasibility of a
bike trail system under the UPA power lines, as a connection could be made
between Round Lake Boulevard and County Road 7.

The commission was satisfied with the master drawing. Grants are announced
in December and construction would begin in the spring of 1992. Mr. Sanders
will present the master drawing for Kelsey-Round Lake Park to the Andover
City Council and will be notified as to the approximate time of appearance on
Tuesday, August 06, 1991. A public hearing at City Council level and approval
of a resolution to make application for the grant will be entertained at the same
meeting.
Due to the restricted budget allotted to the Park and Recreation Commission,
Chairperson Kieffer suggested strict adherence to budgeted amounts in any
area of park development for any park.
