(612) 755-5100 PARK AND RECREATION COMMISSION MEETING MINUTES JUNE 2~ 1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:35 p.m. by Chairperson Kieffer on Thursday, June 2t 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Darrell DeLarco, Jim Lindahl, Jeff Kieffer, David Woods, Roger Paulson Commissioners Absent: Mike Auger, Tom Anderson o Others Present: Todd Haas, Kevin Starr RESIDENTS FORUM None. APPROVAL OF MINUTES MOTION by DeLarco, seconded by Paulson to accept the Park and Recreation minutes of June 06, 1991 with the following changes: Page 4, second paragraph, change .Commissioner Lindquist" to .Commissioner Lindahl"; Page 5, last paragraph, change "Commissioner Lindquist- to "Commissioner Lindahl" to second the motion to adjourn. Motion carried unanimously. o ,'-- \ U u Andover Park and Recreation Commission 06/21/91 Meeting Minutes, page 2 ) TOURNAMENT APPLICATION AMENDMENT, cont. The Park and Recreation Commission reviewed and made the following changes to the proposed Adult Softball Tournament Application form. Page 1: Under PARK USAGE AND FEES, add #2. Other locations. [ ] $150.00 per field Page 2: First paragraph, omit "when tournament entry fee is required" and "This is a separate fee from the Park Usage Fee - the Park Usage Fee is NOT returned." Page 2: Fourth paragraph, change "four weeks" to "eight weeks" \ 'J Commissioner DeLarco suggested printing the application on one sheet of paper; that is, the information should be printed back to back. APPROVE TIMBER TRAILS PARK PLAN The Park and Recreation Commission tabled this item until their July 18, 1991 meeting because the staff was not able to design the park due to time constraints. Mr. Starr said he had received an estimate of $100/hour for moving the pine trees and that four trees could be moved in one hour. This will be done after plans are finalized, preferably in the fall. KELSEY jROUND LAKE PARK, continued Chairperson Kieffer reported that the city engineer and Mr. Stone had recommended a new access for a foot trail at 151st, as County Road 7 is a direct route to that street. This is a part of the Windschitl development. Chairperson Kieffer would like to have a special work session on Kelsey at the July 18, 1991 Park Board meeting, and requests Mr. Stone's and Mr. Starr's attendance. The design consultant, Mr. Sanders, would be invited to the August 1, 1991 meeting to discuss changes/improvements. Following, the plan for Kelsey/Round Lake Park will be presented to the city council. Mr. Starr said he had contacted someone from Slim's to plant corn. The commission thought that soy beans would be a good crop for the animals, too. Commissioner Lindahl thought it was a good idea to rotate crops and asked Mr. Starr to check on prices for planting beans vs. corn. Chairperson Kieffer asked the commissioners to visit Springbrook and Baker Parks to get ideas. APPROVE PARK DEDICATION FUNDS EXPENDITURE \ , ./ The Park and Recreation Commission is requested to approve Park Dedication Funds in the amount of $800.00 to be utilized for the completion of Terrace Park. The Capital Budget allowed for the construction of the parking lot at a cost of $3,000.00. The total cost to complete the project is $3,800.00. Mr. Starr reported that the extra topsoil had been moved to Pleasant Oaks Park and 15 loads of fill brought in. In discussion, Chairperson Kieffer advised that $800.00 should be withdrawn from Capital Funds rather than from Park Dedication Funds. The commissioners would like Mr. Haas to ascertain that this amount is available. MOTION by DeLarco, seconded by Woods, to withdraw $800.00 from Capital Funds for Terrace Park. Motion passed unanimously_ MOTION by Lindahl, seconded by Paulson, to have Howard Koolick obtain for the commission, the quarterly up-date for park funding and expenditures. After that time, no packets should be delivered on Thursday meeting dates, but kept at city hall for the commissioners to obtain. Motion passed unanimously.
