PARK AND RECREATION COMMISSION
MEETING MINUTES
JUNE 06, 1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m. by Chairperson Kieffer on
Thursday, June 06, 1991 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.

RESIDENTS FORUM
Mr. Darrell DeLarco, Park and Recreation Commissioner and resident, 14557
Lipan Street, advised the Park and Recreation Commission on behalf of the
Andover Traveling Team and the VFW Team, that they would no longer need
the field at Strootman Park on Tuesday, Thursday or Saturday morning. AAA
has been notified of this change.

1991 CAPITAL BUDGET UPDATE
Chairperson Kieffer inquired about corn planting in Kelsey/Round Lake Park
and suggested that Mr. Stone contact Slims Motor Clinic in regard to finding
someone to do it. Approximately 5 (five) acres is to be planted. Chairperson
Kieffer thought a bluebird house might be in the middle of that acreage and
suggested planting around it, rather than removing it.
The commission proceeded to check with Frank Stone in reviewing the 1991
Capital Budget Expenditures. The following is a summary of the discussion.
FOX MEADOWS - One large shelter is "on order". The final figure
depends on installation, but is near the $13,300 estimation.
OAK BLUFF - Mr. Stone is asked to check the order of the small
Durascape play equipment.

TERRACE PARK - The commiSSion wants to ascertain that cost
doesn't go over $3,000. Grading will be done on June 10, 1991, by a
contractor.
TIMBER TRAILS - Player's benches are ordered; nothing else is done.
A Game Time representative was going to design the park, but Mr. Todd
Haas will do it himself. The backstop doesn't need to be ordered as
there is one available.
STROOTMAN PARK - Deepening the pond is cancelled.
HIDDEN CREEK NORTH - The project is completed.
CITY PARK COMPLEX - Fencing in 4 (four) ball fields should be
completed by June 07, 1991.
HAWKRIDGE - The warming house is cancelled.
Discussion concerning Oak Bluff: Mr. Stone advised the commissioners that
their insurance does not recommend spring-type play equipment because of
. , possible injury due to broken springs. About five broken spring-type
'..J animals/objects have been noted in parks throughout the years, without

injuries being reported. A Game Time representative had acknowledged earlier
problems with springs, but said that occurrences were fewer now.
Chairperson Kieffer suggested putting in other play equipment and not the
spring-type, if there were questions concerning safety at this time. The
commissioners would like to keep the cost under $5,000 for Oak Bluff.
Chairperson Kieffer suggested holding off on the springs until the commission
verifies what the budget looks like. Mr. Stone was asked to ascertain whether
the order of the small Durascape was placed.
The Park and Recreation Commission would like to have asphalt for the
Terrace Park parking lot put on the 1992 budget.
TOURNAMENT APPLICATION AMENDMENT
The Park and Recreation Commission is requested to amend the softball
tournament application to require all applicants to deposit all fees one month
prior to the schedule tournament. The one month period is required as this will
\ / allow other applicants sufficient time to allow the Park and Recreation
Commission to review and approve the application.
In the third paragraph of the application, under RENTAL OF EQUIPMENT FOR
TOURNAMENT, the commissioners would like to change A $300.00 deposit fee
is required one week before the tournament date to . . . four weeks before the
tournament date. Commissioner Lindahl felt that the wording in the paragraph
beginning "Fees for tournaments shall be paid within one week of the
tournament after approval. . ." was not right with the word after included.
Further, in the same paragraph, the commissioners felt it should read, If the
tournament is cancel/ed within four weeks ... rather than six weeks. Mr.
Haas suggested adding a section about a $100 deposit fee by Andover non-
profit organizations to the third paragraph, first page of the document.
The Park and Recreation Commission requested that Mr. Haas re-write the
tournament application incorporating their suggestions and submit it again for
reviewing.

KELSEY/ROUND LAKE PARK, continued
Chairperson Kieffer said that the developer, Wayne Bachman, is working with
the City to allow the lots to be platted without streets being constructed. This
will allow the City to obtain the pond as park dedication. The attorney and Mr.
Bachman are getting together to draw up the papers.
Chairperson Kieffer expressed concern about Mr. Bachman dedicating enough
land around the pond for the trail system. He also reiterated that too much
asphalt is being planned for a trail system in a "nature park". A biking trail, he
expressed, could be competing with hikers and walkers. Chairperson Kieffer
felt that access should be given to bikers, but not on all of the loops.
Commissioner Lindquist reminded the commission that the majority of
residents requested bike trails. Commissioner Anderson thought provision
should be made for bikers, but to incorporate that plan at a later time.

In further discussion concerning Kelsey, Commissioner Paulson expressed that
woodchip trails are hard to maintain, wash away and are hard to walk on. On
the other hand, Chairperson Kieffer said wood chips are free and the Scouts
can do the work for their projects. Chairperson Kieffer thought there might be
a need for scheduling another meeting on just Kelsey/Round Lake Park.
APPROVE SOFTBALL TOURNAMENT APPLICATION
MOT/ON by Anderson, seconded by Woods to approve the softball
tournament application by the Nazerene Church Fun League; sponsor,
Riverdale Church, for all City Hall Park fields all day on Saturday, June 29
and one field June 8, from 9:30 a.m. to 12:30 p.m. Motion passed
unanimously.
The commission requests the following changes/additions to the softball
tournament application:
On the second line of the application, change TOURNAMENT DIRECTOR to
ORGANIZATION. Also included would be a box to check if the requestor is an
Andover resident and if an entry fee is included. The organization must be
'\ from Andover and a non-profit organization to waive the fee.

CHAIRMAN'S REPORT
Mr. Haas read a letter written in replay to Ms. Bev Jovanovich concerning the
proposed parking lot at Terrace Park.
The July 04, 1991 meeting of the Park and Recreation Commission is cancelled
and not re-scheduled.
Chairperson Kieffer requested that the Timber Trails plan (Mr. Haas' proposal
of the park) be placed on the agenda of the commission's meeting on June 20,
1991.
Chairperson Kieffer expressed thanks to Commissioner Lindahl for his
volunteer efforts with the Anoka Football Boosters Club clean-up of
Kelsey/Round Lake Park; and Commissioner DeLarco for transportation as
well. Chairperson Kieffer was also involved with this effort.
