INTRODUCTION
The Public Works Committee is requested to consider Municipal State Aid Street (MSAS)
designations for 2009 and beyond.
0 DISCUSSION
As new local City streets are constructed, 20% of the total new mileage can be designated as
Municipal State Aid Streets. Currently the improved mileage total as of December 31, 2008
is 206.55 miles. This mileage includes currently designated MSAS's, County Road
Turnbacks, County Roads (CR) and local City streets. Currently we have 42.36 miles of
roadway designated as MSAS and designated County Road turnbacks.
As mentioned to past Public Works Committee Members, MnDOT is pushing to turn back
some trunk highways to the counties in Minnesota. Anoka County has in turn expressed
interest both formally and informally to staff to turn back several CR's to the City in the not to
distant future. This will ultimately increase the lane mileage of roadways owned and
maintained by the City, which requires additional funds for upkeep and maintenance.
Last year the City designated and revoked a number of Municipal State Aid Streets.
As the City keeps growing and adding additional mileage, it is crucial to identify areas for
potential MSAS designations. As our existing MSAS system continues growing, it becomes
more difficult to identify segments for MSAS designation that both make sense and also
meet the requirements of the State for a MSAS designation. Based upon our current MSAS
system and the 20% limitation, there is 0.71 miles available for designation at this time.
Proposed designations need to be communicated to MnDOT by March 1, 2009. Upon
approval of the designations from MnDOT, formal resolutions from the Council need to be
0 submitted by May 1, 2009.
The following segments identified in the table are potential routes that should be considered
for designation. At the meeting, staff will discuss the segments and provide justification for
this location. Staff feels the highest recommended segment listed is the most viable and will
most easily be approved by MnDOT State Aid staff.

INTRODUCTION
This item is an update as to the status of analyzing the unwarranted 3 way or 4 way
stop signs locations.
0 DISCUSSION
As you know, the Public Works Sign Department is currently doing traffic signing in
Zone 1, 2 & 4 of the City to ensure the signs are the proper type and are in the proper
location and that signs meet reflectivity standards as required under the accordance of
the Minnesota Manual on Uniform Traffic Control (MMUTCD). Within both of these
zones there are a few 3 way or 4 way stop sign locations that do exist. Most if not all
locations have been analyzed during the past year by doing traffic counts and gathering
information from the Anoka County Sheriff's Department as far as the number of
accidents at each of the intersections to determine if the signing should be modified to
meet the MMUTCD. As a reminder, there are a number of locations throughout the City
where the City Council authorized installation of stop signs over the years that do not or
may not meet stop sign guidelines.
Attached is a page from the MMUTCD in regards to stop sign applications for your
review.
ACTION REQUIRED
This is for discussion. No action is necessary as this is an update as to the status of
analyzing the 3 way or 4 way stop sign locations.

Intersection

INTRODUCTION
Staff continues to pursue a City Council initiative to improve the intersection of
Crosstown Boulevard and Crosstown Drive.
0 DISCUSSION
Attached is a concept drawing for discussion. Staff has met with the Anoka County
Highway Department (ACHD) to discuss the minimum improvements they would require
based on the concept. The concept plan was submitted to the ACHD by em ail on
January 20, 2009. No response has been received as of February 2nd. Once
comments are received a detailed cost estimate can be completed. This information
will be shared with the City Council at the February Workshop.
The County has stated that they do not have money at this time to contribute to this
project so if the improvements are to move forward the City would have to fund the
entire project.

SUBJECT: 5. Trail Grant Update

INTRODUCTION
The City Council has approved two trail grant applications to expand the City's current
trail system. The first application is a Safe Routes to School (SRTS) grant through the
Minnesota Department of Transportation (MnDot) for a trail section along the east side
0 of Hanson Boulevard from 148th Lane to 150th Lane. The second grant is the
Department of Natural Resources (DNR) for Local Trail Connections Grant for a trail
segment that would connect the Kennington 7th Addition development to Andover
Station North, which would complete a missing segment that would link Crosstown
Boulevard and Hanson Boulevard.
DISCUSSION
The SRTS grant was submitted to MnDot in November of 2008. Attached for your
information is a copy of the grant submittal. This is the second time this grant has been
applied for. Staff feels that this has an excellent chance to be awarded this time
around. If the funding is approved staff will prepare the plans and specifications late
summer into early fall and construct the improvements in the spring of 2010.
The submittal date for the DNR Trail grant is February 27, 2009. Staff is currently
working on the application. If this funding is received, the timing for improvements
would follow the same schedule as the SRTS project. Attached is the trail layout
showing the connection between Crosstown Boulevard and Hanson Boulevard.

Students of Andover Elementary and Oak View Middle Schools who live in the vicinity of
148th Lane and 150th Lane in Andover are currently bicycling or walking to school along a
section of Hanson Boulevard NW (CSAH 78) that does not include a paved trail on the

According to the "2003-2006 Crash Data" from the Minnesota Department of
Transportation (Appendix D, Figure 3), there have been numerous accidents along Hanson
Boulevard NW in the vicinity of the proposed trail. These occurrences included injuries
and damage to property. In light of these facts, the City of Andover would like to ensure
the safety of the children walking along this route by providing a safe trail for them to travel.
The City of Andover is extremely committed to creating a trail system in the community to

I would like to write a letter of concurrence to support the City of Andover applying for funding through the

for the construction of a trail to be located along the east side of Hanson Boulevard NW between 14Sth Lane and
150th Lane. This will help to provide a safe route for students walking or bicycling to or from Andover Elementary
School and Oak View Middle School. The proposed trail will connect to an existing segment of trail allowing
students the ability to travel to a controlled signal intersection at Crosstown Boulevard and Hanson Boulevard as
they walk north toward the schools or south on their return trip home.
. Currently, Andover has over 26 miles of trails. This project will be a great asset for the City of Andover and will
help continue our goal of creating a vast trail system for our community and more importantly a vital addition to
serve schools. At the November 5th City Council Meeting, the members of the Council passed a resolution in
0 support of the Safe Routes to School Grant Program application. The City Council also pledged their financial
support authorizing the funding of in-kind services and any funding necessary to complete the project.
Through the construction of this trail and the educational components surrounding it, the Andover children and
residents will benefit greatly. Our goal is to educate and encourage healthy lifestyles for our community,
especially our children and continue to expand our trail system to accommodate this promotion. Through

This letter is being submitted by the.Anoka County Highway Department in support of the City of Andover's
application for the Safe Routes to School grant. The Highway Department recognizes the importance of
getting children to and from their homes and their schools in a safe manner. The construction of a trail along
the east side of CSAH 78 (Hanson Blvd) between 148th Lane and 150th Lane will provide a safe route for
o students walking or bicycling to and from residential areas and Andover Elementary School and Oak View
Middle School. The proposed improvement fills part of a,gap in the existing trail network along CSAH 78
and provides an opportunity for students to cross a busy roadway at a signalized intersection.
The Highway Department will work with the city to implement the trail improvements. The city has asked
for input from the county on the potential trail connection as part of developing its grant application, Ifthe
proposed project is successful, the county will work with the city to develop trail plans.
We believe that the proposed improvemynts serving Andover Elementary and Oak View Middle Schools
will provide a safer environment for students to get to and from school. The proposed improvements also
support a healthier lifestyle that encourages children to get exercise and to be outdoors.

0 I was observing the Driver Feedback sign for Andover Elementary on September 15, 2008. At approximately
7:30 am I observed several students crossing CSAH 78 (Hanson Blvd) from east to west at 148th Lane.
There is a vertical curve on CSAH 78 north of this location making it difficult for southbound vehicles to see
pedestrians. There is no marked crosswalk at 148th Lane, as mid-block pedestrian crossings are not
consistent with safety standards.
I was wondering if we should possibly recommend to the City of Andover and Andover Elementary
SchooljAnoka-Hennepin that they consider building apprOXimately 1000 linear feet of bituminous path on the
east side of Hanson from 148th Lane to 150th Lane to address this issue. This would create a continuous bit
path from 148th Lane to the signal at CSAH 18 (Crosstown Blvd) on the east side of CSAH 78 where the
children can safely cross CSAH 78 at a signal with a crossing guard and full pedestrian features.
We could remind them that there is funding available from The Safe Routes to School program. They are

and do not fully mature until at least the age of 10. With the increase of business development
around the area in which the schools are located, our office has seen an increase of traffic
related concerns.

living in the neighborhood (154th Ave NW) and the pastor of a church located in the
shopping center across the street from Oakview Middle School.
0 I have witnessed, on an almost daily basis, children crossing Hanson Blvd along the
proposed segment of trail, both within and outside of normal school hours. This seems to
me an extremely dangerous venture given the posted speed limit of 55 mph. The recent
dqubling of lanes from two to four lanes farther south on Hanson i~ a good indication that
this traffic hazard will only grow. As a parent of two teens, I'd hate to see the
development of a trail wait until someone's child was killed while crossing.
Our church is in the process of developing youth programs for children in the
affected area. We are expecting that as these programs grow, we will see an increasing
volume of foot and bicycle traffic to our church from along the proposed trail segment.
I'm confident that developing a trail along this segment would substantially improve
safety for the youth travelling to school as well as to our church.

INTRODUCTION
The City Council has approved two trail grant applications to expand the City's current
trail system. The first application is a Safe Routes to School (SRTS) grant through the
Minnesota Department of Transportation (MnDot) for a trail section along the east side
0 of Hanson Boulevard from 148th Lane to 150th Lane. The second grant is the
Department of Natural Resources (DNR) for Local Trail Connections Grant for a trail
segment that would connect the Kennington 7th Addition development to Andover
Station North, which would complete a missing segment that would link Crosstown
Boulevard and Hanson Boulevard.
DISCUSSION
The SRTS grant was submitted to MnDot in November of 2008. Attached for your
information is a copy of the grant submittal. This is the second time this grant has been
applied for. Staff feels that this has an excellent chance to be awarded this time
around. If the funding is approved staff will prepare the plans and specifications late
summer into early fall and construct the improvements in the spring of 2010.
The submittal date for the DNR Trail grant is February 27, 2009. Staff is currently
working on the application. If this funding is received, the timing for improvements
would follow the same schedule as the SRTS project. Attached is the trail layout
showing the connection between Crosstown Boulevard and Hanson Boulevard.

Students of Andover Elementary and Oak View Middle Schools who live in the vicinity of
148th Lane and 150th Lane in Andover are currently bicycling or walking to school along a
section of Hanson Boulevard NW (CSAH 78) that does not include a paved trail on the
C ~. east side of the roadway. Students who travel this roadway on bicycle or on foot are at
risk of injury since without a paved trail, the students must travel along the right-of-way of
Hanson Boulevard with greater exposure to the traffic. Compounding the danger, some

students traveling along Hanson Boulevard to and from these schools. Since there is a
two-mile walking zone for the schools, a large percentage of the students are affected by
the deficiency of the current trail system.
According to the "2003-2006 Crash Data" from the Minnesota Department of
Transportation (Appendix D, Figure 3), there have been numerous accidents along Hanson
Boulevard NW in the vicinity of the proposed trail. These occurrences included injuries
and damage to property. In light of these facts, the City of Andover would like to ensure
the safety of the children walking along this route by providing a safe trail for them to travel.
The City of Andover is extremely committed to creating a trail system in the community to

Dear Grant Review Committee:
I would like to write a letter of concurrence to support the City of Andover applying for funding through the
Minnesota Department of Transportation Safe Routes to School Grant Program. The City is requesting funding
for the construction of a trail to be located along the east side of Hanson Boulevard NW between 14Sth Lane and
150th Lane. This will help to provide a safe route for students walking or bicycling to or from Andover Elementary
School and Oak View Middle School. The proposed trail will connect to an existing segment of trail allowing
students the ability to travel to a controlled signal intersection at Crosstown Boulevard and Hanson Boulevard as
they walk north toward the schools or south on their return trip home.
. Currently, Andover has over 26 miles of trails. This project will be a great asset for the City of Andover and will
help continue our goal of creating a vast trail system for our community and more importantly a vital addition to
serve schools. At the November 5th City Council Meeting, the members of the Council passed a resolution in
0 support of the Safe Routes to School Grant Program application. The City Council also pledged their financial
support authorizing the funding of in-kind services and any funding necessary to complete the project.
Through the construction of this trail and the educational components surrounding it, the Andover children and
residents will benefit greatly. Our goal is to educate and encourage healthy lifestyles for our community,
especially our children and continue to expand our trail system to accommodate this promotion. Through
partne~ships with the local schools and other agencies, we will continually strive to achieve this.

This letter is being submitted by the.Anoka County Highway Department in support of the City of Andover's
application for the Safe Routes to School grant. The' Highway Department recognizes the importance of
getting children to and from their homes and their schools in a safe manner. The construction of a trail along
the east side ofCSAH 78 (Hanson Blvd) between 148th Lane and 150th Lane will provide a safe route for
o students walking or bicycling to and from residential areas and Andover Elementary School and Oak View
Middle School. The proposed improvement fills part of a.gap in the existing trail network along CSAH 78
and provides an opportunity for students to cross a busy roadway at a signalized intersection.
The Highway Department will work with the city to implement the trail improvements. The city has asked
for input from the county on the potential trail connection as part of developing its grant application. Ifthe
proposed project is successful, the county will work with the city to develop trail plans.
We believe that the proposed improvemynts serving Andover Elementary and Oak View Middle Schools
will provide a safer environment for students to get to and from school. The proposed improvements also
support a healthier lifestyle that encourages children to get exercise and to be outdoors.

0 I was observing the Driver Feedback sign for Andover Elementary on September 15, 2008. At approximately
7:30 am I observed several students crossing CSAH 78 (Hanson Blvd) from east to west at 148th Lane.
There is a vertical curve on CSAH 78 north of this location making it difficult for southbound vehicles to see
pedestrians. There is no marked crosswalk at 148th Lane, as mid-block pedestrian crossings are not
consistent with safety standards.
I was wondering if we should possibly recommend to the City of Andover and Andover Elementary
School/Anoka-Hennepin that they consider building approximately 1000 linear feet of bituminous path on the
east side of Hanson from 148th Lane to 150th Lane to address this issue. This would create a continuous bit
path from 148th Lane to the signal at CSAH 18 (Crosstown Blvd) on the east side of CSAH 78 where the
children can safely cross CSAH 78 at a signal with a crossing guard and full pedestrian features.
We could remind them that there is funding available from The Safe Routes to School program. They are

The Anoka County Sheriff's Office would like to voice its support for your application for the
SRTS Grant that will help fund a trail along the east side of Hanson Blvd NW between 148th
Lane and 150th Lane to provide a safe route for students walking or bicycling to and from the
Andover Elementary School and the Oak View Middle School. This trail will allow students the
0 ability to travel to a controlled signal intersection and help reduce traffic-related pedestrian
injuries and deaths.
Children are particularly vulnerable to pedestrian death because they are exposed to traffic
threats that exceed their cognitive, developmental, physical and sensory abilities. This. is
exacerbated by the fact that parents often overestimate their children's pedestrian skills.
Children are impulsive and have difficulty judging speed, spatial relations, and distance.
Auditory and visual acuity, depth perceptions and property scanning ability develop gradually
and do not fully mature until at least the age of 10. With the increase of business development
around the area in which the schools are located, our office has seen an increase of traffic
related concerns.
Our office will support your effort by ensuring that traffic laws are obeyed in the vicinity of the
scnna!s and participate in supporrrng community enforcement and educational programs.
By collaboratively working together, we can help to reduce unintentional injuries to children.

Re: Safe Routes to School Grant
Dear Mr. Berkowitz,
I am writing in support of your proposal to construct a segment of trail along
Hanson Blvd from 148th Lane to 150th Lane in order to provide a safer route for children
to. walk to and from Andover Elementary and Oakview Middle School. I am both a parent
living in the neighborhood (154th Ave NW) and the pastor of a church located in the
shopping center across the street from Oakview Middle School.
0 I have witnessed, on an almost daily basis, children crossing Hanson Blvd along the
proposed segment of trail, both within and outside of normal school hours. This seems to
me an extremely dangerous venture given the posted speed limit of 55 mph. The recent
dqubling of lanes from two to four lanes farther south on Hanson i~ a good indication that
this traffic hazard will only grow. As a parent of two teens, I'd hate to see the
development of a trail wait until someone's child was killed while crossing.
Our church is in the process of developing youth programs for children in the
affected area. We are expecting that as these programs grow, we will see an increasing
volume of foot and bicycle traffic to our church from along the proposed trail segment.
I'm confident that developing a trail along this segment would substantially improve
safety for the youth travelling to school as well as to our church.

can connect to an existing trail to travel north to a controlled
intersection at Crosstown Boulevard NW and Hanson Boulevard NW.
In this photo, there appears to be a worn path in the dirt from
travelers making their way to their destination.
