MEETING MINUTES
MAY 16,1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m. by Chairperson Kieffer on
Thursday, May 16, 1991 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.

RESIDENTS FORUM
Brad Zimmerman, 15900 Dakotah St. N.w., elaborated upon his complaint
concerning reservation and usage of neighborhood softball fields. Mr.
Zimmerman is a softball coach of junior high girls (ARA: Andover, Ramsey,
Anoka) and had been using Stroot man for practice Tuesdays and Thursdays
since the beginning of the season. During a May 2 practice, an AAA coach told
him to leave the field because a block of time was reserved for AAA. Pat
Chapman called Mr. Zimmerman to confirm that the field was reserved for
boys' baseball from 5 p.m. to dusk, four days a week, to the end of the season.
Observation of the field by ARA coaches, including Mr. Zimmerman, showed
that it generally was not in use. Mr. Zimmerman affirmed the following
information on the dates indicated: 4/29 No usage; 4/30 ARA practice from
6-7:30, no AAA; 5/1 No usage; 5/2 ARA practice from 6-7 p.m. / AAA coach
requested ARA team leave; 5/6 No usage; 5/7 ARA practice from 6-8:30 p.m.,
no AAA; 5/8 AAA scrimmage after 8 p.m.; 5/9 ARA practice from 6 - 7:30 p.m,
o no AAA.; 5/13 No usage; 5/14 AAA team shared field with AAA; 5/15 No

usage at 5 or 6 p.m., no check at 7 or 8 p.m.; 5/16 Rained out. Mr.
Zimmerman strongly stated that a policy for reservation must incorporate
usage.
Chairperson Kieffer said that MA had been initially informed that fields
reserved must be used, but thought that the Park Board might have to set
limitations for reservation if the field is not used for a period of time. He also
informed Mr. Zimmerman that scheduling for fields is done in April.
In closing, Mr. Zimmerman suggested a reservation with a one hour time limit
for field usage for practice. He also thought that a reservation form should be
shown when a team shows up for practice and the field is reserved. Mr.
Zimmerman concluded that boys' baseball should not dominate fields from 5
p.m. to dusk four days a week during the season.
APPROVAL OF MINUTES

MOTION by DeLarco, seconded by Anderson to accept the Park and
Recreation minutes of May 02, 1991 as written. Motion carried
unanimously.
APPROVE SOCCER SCHEDULE
MOTION by Anderson, seconded by DeLarco, to approve the soccer field
schedule for the 1991 season. Motion carried unanimously.
DISCUSSION WITH REPRESENTATIVE
PLAYGROUND, GAME TIME

The Park Board discussed possible park design offered free from a
representative from Game Time. His suggestions at Timber Trails include a
softball field located in the southwest corner, a forty car parking lot, a
regulation soccer field and a playground. Mr. Haas thought an alternative plan
should be drawn up as there is a well problem to be considered. Money is
. I budgeted for Timber Trails improvements. A quotation of $4,238.74, including

delivery (five weeks) but not set-up of playground equipment, was determined
by the representative.
A "c" spring duck and minibike are planned as an addition to Oak Bluff
playground equipment. Fox Meadows' plan calls for a large shelter, two grills
and one picnic table. The park board requested sale prices of equipment; a
brochure will be mailed directly to the city. The commission will check with Mr.
Stone to determine park expenditures and compare figures with the budget
before placing orders. Chairperson Kieffer requests that this item, along with a
modification of the registration form for softball tournaments, be placed on the
June 06, 1991agenda.
TERRACE PARK PARKING, discussion

Chairperson Kieffer said that the issue of Terrace Park parking was addressed
with the city council at their joint meeting with the commission on May 15,
1991. Council recol1)mends proceeding with current plans for location of the
parking lot and feels that it is a logical choice, in proximity to the ball field.
Pump house location, as petitioned by residents, was not deemed feasible
because they felt it would encourage street parking. Residents can appear
before the city council for more discussion. Commissioner Auger recommends
communicating the outcome with Bev Jovanovich and residents near Terrace
Park. Mr. Haas will send a letter of information.
Pleasant Oaks grading will begin as soon as boundary lines are identified. Ag
lime can be obtained from Timber Trails.
ANOKA FOOTBALL BOOSTERS CLUB, discussion
About twelve to fifteen youth will be volunteering to work at Kelsey-Round Lake
Park on May 18, 1991 from 7:45 a.m. to 1 :00 p.m. Commissioners DeLarco
and Auger will help supervise and transport the youth. Commissioner
Anderson will be available for transportation. Commissioner Lindahl will be
contacted for availability. A 20-yard dumpster will be available in the cul-de-
sac, as well as big bags, for trash. A loader and tractor truck with fork lift with

CHAIRMAN'S REPORT
The Boy Scouts will be planting at Kelsey on Monday, May 20, at 6 p.m. Wood
chips will be available.
Chairperson Kieffer reported that the May 15, 1991 joint meeting with the city
council showed that the council supports parks. The trail system will be an on-
going process. The council indicated approval of the Kelsey-Round Lake Park
plan lay-out. Chairperson Kieffer is suggesting a cut back on asphalt trails and
wood chips to control bikers. Mr. Haas will obtain information about clarifying
the preliminary plat approved ten years ago concerning Kelsey-Round Lake
Park land acquisition. The pond issue is still under deliberation.
MOTION by DeLarco, seconded by Paulson to adjourn at 9: 10 p.m.
Motion passed unanimously.
