PARK AND RECREATION COMMISSION
MEETING MINUTES
MAY 02, 1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m. by Chairperson Kieffer on
Thursday, May 02, 1991 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.

RESIDENTS FORUM
Bev Jovanovich, 3402 135th Avenue NW, debated location of the proposed
parking lot at Terrace Park, which is budgeted at $3,000. Increased traffic,
non-residential parking on Poppy Street (including driveways), trash littering
the neighborhood and undesirable adult behavior, as well as balls hitting the
Jovanovich house were problems experienced by Jovanovich and others
during scheduled ball games. Two other neighbors, not identified, expressed
desire to discourage increased usage of Terrace Park, to relocate the proposed
parking lot and to hold adult games at the city complex only. The commission
informed them that high demand for ball fields and lack of lighting for night
games hinder scheduling adult leagues exclusively at the city complex.

Chairperson Kieffer summarized the input from Ms. Jovanovich: the parking
lot should not be located off Poppy Street, but next to the pump house; No
Parking signs should be erected on both sides of Poppy Street. Chairperson

Kieffer wondered how far the parking signs should be erected, as he felt
parking could become a problem on 135th Street. The commission decided to
place this item on the May 16, 1991 agenda and to get input from the city
council. In order to formulate a solution, the commissioners would like to work
with residents and AM. Mr. Haas will locate a petition which had been
circulated by Ms. Jovanovich last year and presented to city officials.
Dennis Rheinhardt, 14279 Woodbine Street, and another resident at 14308
Xenia Street, expressed concern about the completion of Pleasant Oaks Park.
Chairperson Kieffer said that survey markers had to be located and then
grading, topsoil and seeding would follow. Ag lime would probably be
scheduled for next year. Chairperson Kieffer thought that over the past three
years vandalism has been controlled at the park, so that improvements can be
made. These residents said they would help locate survey markers and
generally felt Pleasant Oaks Park much improved, as far as vandalism
occurrences.

INDIAN MEADOWS, DISCUSSION, CONTINUED
The commission continued discussion with property owner, Jerry Windschitl,
regarding park dedication for the unplatted portion of Indian Meadows. Mr.
Windschitl included a proposed drawing to develop what is currently park
property. Options will be further explored during the Park and Recreation
Commission's joint meeting with the Andover City Council.
Mr. Haas urged the commission to reach a decision as soon as they can about
park boundaries and beaver pond, in retrospect to the application of the grant
by park consultant, Bill Sanders.

SET AGENDA FOR JOINT PARK COMMISSION/CITY COUNCIL
MEETING
The commissioners would like to entertain these topics at the joint meeting
(not necessarily in order of priority).
1. Kelsey-Round Lake Park
2. Terrace Park
3. Parking in general (specifically use Terrace Park as an example)
4. Funding, capital budget
5. Maintenance of parks
6.
Park dedication
a) Lot splits can be readjusted every year; a possibility for re-
addressing the issue could be slated for 1992.

8. Acquiring the pond (Wayne Bachman)
9. Tennis court status (Andover School)
10. Bike trail system
11. Sponsorship of trees
Chairperson Kieffer would like to discuss Kelsey-Round Lake concept plan
again with consultant, Bill Sanders, before it is presented to the city council.
He hopes to readjust the plan so that Phase I includes the parking lot, main
trail and access/connection to the park. As a nature park, he doesn't feel that
a ten foot wide main trail or bike trails throughout the park are necessary.

A joint meeting of the Andover City Council and Park Board is scheduled for
Wednesday, May 15, 1991, at 7:30 p.m. at City Hall.
TREE PLANTING PROGRAM - BOY SCOUTS
Chairperson Kieffer informed the commission that Boy Scouts will not plant at
Kelsey; they will contact the board when ready to plant.
CHAIRMAN'S REPORT
The commission discussed planting Oak Bluff's seedlings and concluded that
they should be planted from the southeast corner up to the parking lot,
approximately 120 seedlings/row, three rows, planted six feet apart.
Commissioner Paulson volunteered the use of a seeding machine.

Chairperson Kieffer thanked Commissioners Auger and Delarco for helping at
Strootman. Another fifty pine trees will go in the southwest corner.
Chairperson Kieffer received an inquiry from a resident about park
improvements at Fox Meadows. Playtime will be installed, as well as a shelter
and an area for soccer. No funds are available for a tennis court.
On May 18, 1991, the Anoka Football Boosters will be planting seedlings. Mr.
Starr will see that a dumpster is available. Commissioners Delarco and
Lindahl will be available for supervision.
Melanie Deluca reported that the Teen Center would be opening June 17, 1991
at Crooked lake School for fifth grade and up. They would like to borrow a
ping-pong table and a pool table for the summer. Ms. Deluca handed out a
brochure on the 1991 Summer Scene in Andover.
