PARK AND RECREATION COMMISSION
MEETING MINUTES
APRIL 18, 1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:30 p.m. by Chairperson Kieffer on
Thursday, April 18, 1991 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.

RESIDENTS FORUM
Eugene Benson, 1292 - 148th lane questioned development of Oak Bluff;
namely, seeding, playground equipment, brush pile and type/location of
seedling planting. The commissioners affirmed that plans had been made for
about three years concerning this park's development and would be carried
out according to available funding.
APPROVAL OF MINUTES
MOTION by Anderson, seconded by DeLarco to accept the Park and
Recreation minutes of April 04, 1991 as written. Motion carried
unanimously.

APPROVE SOCCER SCHEDULE
A North Metro representative presented a tentative schedule of game times,
but was waiting for MYSA to complete information. He indicated that Hidden
Creek and Hawkridge would probably be utilized for practice. Chairperson
Kieffer said that the board would not approve a tentative schedule and to
appear May 16, 1991 for final approval of a completed schedule.
ANDOVER COMMUNITY SCHOOL, MELANIE DELUCA
Ms. Deluca said that Express and a brochure depict about one hundred
sections of community school classes. A few days of in-person registration
are being organized rather than phone or mail-in registration for classes.

Monies were obtained from a grant ($1,000), parent groups, etc. to buy
equipment for a teen program, fifth through eighth graders, at Crooked lake
School in the afternoon. Ms. Deluca would like to obtain the use of a pool
table and couch for the summer for the teens.
After completing eight years at Andover, Ms. Deluca is assuming another
position as of July 01, 1991. She thought there would be a temporary
replacement obtained for the summer and a permanent replacement in the fall.
APPROVE SOFTBALL SCHEDULE
MOTION by DeLarco, seconded by Anderson to approve the 1991
Softball-Baseball Schedule as presented, except for a change from Field
#2 to Field #4 for Constance Free Church. The associations that have
made application for the fields are: Andover Athletic Association,
Andover Traveling Baseball TeamjVFW, Constance Free Church, Ham
Lake Baptist Church and Glen Cary Lutheran Church. The Anoka-
Hennepin Community Education #11 MensjWomens League will not be
using the fields due to lack of interest. Motion passed unanimously.

Clarification was requested concerning Public Works' $100 damage deposit.
AM indicated interest in using two fields for year-end final tournaments. The
commission recommended filing an application.

APPROVE CITY HALL TENNIS COURT USAGE
MOTION by Anderson, seconded by DeLarco, to approve application for
Summer Tennis Court usage, as presented by the Anoka-Hennepin
Community Education, with the addition of Friday morning (9 a.m.-12:30
p.m.) games. Motion passed unanimously.
INDIAN MEADOWS, DISCUSSION
The commission, Jerry Windschitl and Wayne Bachman, met to discuss the
Park Dedication for the unplatted portion of Indian Meadows. Mr. Haas will
consult with the city attorney for clarification. Both owners express the desire
to cooperate with the commission. A sketch plan will be presented on May 02,
1991.

Commissioner Lindahl suggested having a large scale map of the park
development available for reference to proposed changes in the future.
Chairperson Kieffer received the owners' permission to drive vehicles across
their land if necessary, when the Anoka Football Boosters Club volunteers
clean out Kelsey-Round Lake Park on May 04, 1991.
QUOTES FOR KELSEY-ROUND LAKE PARK CORN PLANTING
Mr. Stone said that no bids were taken on corn planting, but estimated the cost
at $300 from a farmer who would plant corn after his own fields were finished.
APPROVE TREE PLANTING PROGRAM

Chairperson Kieffer said it was difficult to schedule tree planting when it hadn't
been determined when the trees would be delivered. Commissioners Lindahl
and Anderson were available for volunteer supervision April 27; Commissioners
Woods and Roger would be contacted. Both Strootman and Kelsey are in
need of supervisors. Public Works said they were utilizing community service
for tree planting. Chairperson Kieffer said that tree farm owners operate a

planter, charging four cents a tree at a minimum of 1,000 trees. Mr. Stone
plans to contact a farmer for availability to "line plow" for tree planting.
SELECT PLAYGROUND EQUIPMENT - OAK BLUFF
Approximately $1500 is needed for seeding Oak Bluff; an additional $1100 will
be necessary to cover the cost of grading. In order to cover costs, the
commissioners agreed to reduce the amount designated for a small Durascape
at Oak Bluff from $7,000 to $5,000, to order when there is a sale and
transferring the $1100 designated for a Timber Trails backstop (which is
already obtained). Plans are completed for Fox Meadows.
CHAIRMAN'S REPORT

A joint meeting of the Andover City Council and Park Board is schedule for
Wednesday, May 15, 1991, at 7:30 p.m. at City Hall.
Chairperson Kieffer thought the park board needed to schedule a special
meeting regarding the master plan of Kelsey-Round lake Park. He felt that
cuts would have to be made regarding the $150,000 proposed paved trail and
main parking lot. He thought the commission should consider crushed rock or
limestone used on the trail, although some paved access would be needed for
wheelchairs.
Mr. Stone said that Public Works could not cut a path from the Andover School
to the City Hall Tennis Courts as requested from Ms. Deluca because there is
no crosswalk. He will inform Ms. Deluca.
MOTION by DeLarco, seconded by Anderson to adjourn at 9:30 p.m.
Motion passed unanimously.
