(612) 755-5100 PARK AND RECREATION COMMISSION MEETING MINUTES APRIL 04, 1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:30 p.m. by Chairperson Kieffer on Thursday, April 04, 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Darrell DeLarco, Tom Anderson, Jim Lindahl, Mike Auger, Roger Paulson, Chairperson Jeff Kieffer Commissioners Absent: David Woods Others Present: Todd Haas, Kevin Starr, Frank Stone RESIDENTS FORUM None. APPROVAL OF MINUTES March 21, 1991, Page 2, under the sub-title The Commissioners added the following items: Spread black dirt, omit (except 1991). MOTION by Anderson, seconded by Paulson to accept the Park and Recreation minutes of March 21, 1991 as corrected. Motion carried unanimously. ) '-...J '0 Andover Park and Recreation Commission 04/04/91 Meeting Minutes, page 2 , I ANOKA FOOTBALL BOOSTERS CLUB Greg Schuster, Anoka Football Boosters Club representative, introduced their annual community clean-up project. He asked the commission to identify volunteer projects and number of kids required. May 18, 1991 is their "Community Clean-Up Day". Each boy participating in this project will work five hours from 8 a.m. to 1 p.m. A "team leader" will be designated for groups outside the city of Anoka, but adequate supervision is requested. The commissioners asked that 10-15 boys be available for clean-up of garbage at Kelsey-Round Lake Park. Chairperson Kieffer suggested that commissioners volunteer for supervision of the project. Public Works will provide a dumpster or some other means to retain trash. . I Mr. Schuster requested transportation arrangements and refreshments (pop, candy) for the boys. He will contact Chairperson Kieffer at a later date to confirm the project. Commissioner Lindahl recommended that boys wear appropriate work clothing, i.e. gloves and long pants. Mr. Schuster said that the boys will be given instruction to wear appropriate clothing (including rain gear) before the work day. This item will be on the next meeting's agenda. The commissioners may consider contracting for other projects at that time. 1991 CAPITAL PLAN After a brief discussion about these parks, the commissioners decided to implement the following plans: FOX MEADOWS Durascape, shelter and grills are to be installed. / OAK BLUFF Small Durascape planned; seeding is needed. Chairperson Kieffer proposed using up to $1100 (transferring dollar amount designated for a Timber Trails backstop) for seeding/grading. The commission would like to complete this park according to plan as it falls within the capital budget. TIMBER TRAILS "Game Time" offers free advise in designing park areas. Mr. Stone would like to take advantage of this offer at Timber Trails. Mr. Haas will provide rough plans. Commissioner Lindahl suggested incorporating a small soccer field and hockey rink at this park. A backstop is already available for Timber Trails; thus, no purchase is necessary. (See above, Oak Bluff.) TERRACE PARK A parking lot is approved. STROOTMAN PARK Enlargement of parking lot is approved. A work project to deepen the pond is cancelled. '. CITY PARK COMPLEX Fences are approved. , ) APPROVE SOCCER DISCUSSION SCHEDULE/AM FIELD USAGE Chairperson Kieffer informed the commISSioners that the Andover Athletic Association and North Metro will meet and present their soccer schedule on April 18, 1991. Mr, Haas added, that the same procedure would be followed with the softball schedule. Mr. Stone would like the Andover Athletic Association to know that the Park and Recreation Commission controls the fields. AM has asked for another ball field at Hidden Creek, but there are no funds available and furthermore, the field wouldn't fit because of existing park design. Mr. Haas said that AM had contacted a councilmember about a $100 fee charged at their softball tournament last year. Public Works feels this fee was justified because overtime labor etc. was required. , ./ u . \ . ) '--j Andover Park and Recreation Commission 04/04/91 Meeting Minutes, page 4 , J KELSEY-ROUND LAKE PARK MASTER PLAN Bill Sanders presented a detailed larger scaled drawing and detailed cost estimate. A draft of the Master Plan Document (which will contain text and descriptions, alternatives, implementation and appendix) was made available to the commission along with a detailed drawing of the park. Projected future total cost estimate is $1,126,000. Mr. Sanders stated that Phase I is the grant process itself. Year 1, including clearing and grading, and agg base of the parking area and main trail through the park, is $41,700. Year 2 consists of paving the main trail, at $66,800. Year 3, the paving of the parking area, is projected at $38,000. Chairperson Kieffer said there is a strong possibility of having to pave the parking area the first year; this aspect of paving is under council discussion at this time. Mr. Sanders indicated it would be possible to do so, exchanging one year's plans with another. , I Input was received from Mr. Haas and the commission. Mr. Haas' research from the DNR shows that ponds should be 6-8 feet deep. Chairperson Kieffer suggested a secondary path along the lake (near the corn field). He also said that two mixtures of pine and wild plum were available for planting in Kelsey. Mr. Sanders would recommend using the pine for the planned windbreak and the plum plantings at edge of the oak knolls. Mr. Sanders said that the seedlings do establish themselves well, and recommended that five or six rows of pines be planted as a wind break, plantings to be eight feet apart each way. In regard to the parking lot/outdOor classroom, Commissioner DeLarco questioned if it was visible from the main entry, as he thought it would be easier for the sheriff to spot check the area. Mr. Sander's assistant gave an update on the grant, stating application can be done any time for the first phase of grant, as it is a simple check sheet. The commission will be notified of "things to do". Grant filing is due in September, but they would like to have it completed at least a month ahead of time. The Indian burial mound research shows documentation from the late 1800's and suggests that farmers used the mounds as storage. More information will be forth-comi ng. \ Mr. Sanders said that all phases of the project, except grant work and modification of the draft of the master plan, are finished. The commission is pleased with the work of Mr. Sanders as a consultant. Chairperson Kieffer asked Mr. Haas to see what it would cost to plant corn in Kelsey-Round Lake Park's corn field. Mr. Haas informed him that in the past, the cost was $400 for planting and seed. Chairperson Kieffer prefers to have the money to be taken out of capitol funds to be used to plant corn. PROJECT DISCUSSION/VARIOUS GROUPS Commissioner DeLarco had suggested a list of projects be drawn up and made available to volunteer groups such as Eagle Scouts, church groups, etc. so that assignment could be made immediately. The commissioners thought Mr. Starr should have an active role in determining the projects. Commissioner DeLarco thought two separate lists would be helpful. The commissioners and Mr. Starr will try to have a list readied by the next meeting, April 18, 1991. , / CHAIRMAN'S REPORT Chairperson Kieffer reported that two groups of close to 50 people would be planting seedlings, probably on April 20, 1991. Supervision from the commissioners would be desirable. Public Works will provide wood chips and a truck for watering. Depending on the weather, city trucks or loader could also be available. Chairperson Kieffer and the commission will explore where to get funding for refreshments for these groups and the Anoka Football Boosters, who will be volunteering for a community project, namely, cleaning of Kelsey-Round Lake Park, May 18, 1991. Commissioner Lindahl suggested contacting Schwartzman for hauling/buying scrape metal from the trash taken from the parks. A possible solution for refreshments is to approach McDonald's. Mr. Haas asked the commission to consider dates in May for a work session with the city council. Wednesday, May 8, 15, or 22, will be considered a possible meeting date.
