(612) 755-5100 PARK AND RECREATION COMMISSION MEETING MINUTES MARCH 21, 1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 7:33 p.m. by Acting Chairperson DeLarco on Thursday, March 21, 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Acting Chairperson Darrell DeLarco, Tom Anderson, Jim Lindahl, Mike Auger, David Woods Commissioners Absent: Chairperson Jeff Kieffer, Roger Paulson o Others Present: Todd Haas, Kevin Starr RESIDENTS FORUM Ross Rosendahl, 17550 Madison St. NE, Ham Lake requested use of a softball field Tuesday nights from May 7 through August 6 of 1991 for an adult softball league. Mr. Haas gave him an application. Baseball and softball applications are due March 29, 1991. APPROVAL OF MINUTES MOTION by Anderson, seconded by Woods to accept the Park and Recreation minutes of March 07, 1991 as written. Motion carried unanimously. o u "\ V Andover Park and Recreation Commission 03/21/91 Meeting Minutes, page 2 '\ ,) APPROVE 5 YEAR PARKS CAPITAL IMPROVEMENTS PROGRAM The Park and Recreation Commission is requested to review and approve the 5 year Parks Capital Improvements Program. The Commissioners removed the following items: --1992 Replace City Hall sprinkling system --Need more help (full time and summer) --1993 Public Works Building should have lawn sprinkler along with parks --1994 Parks storage building for equipment --1995 City Hall and City Park Complex need new sign out front --1992 Lights for fields '\ The Commissioners added the following items, which are listed randomly: \. -) (Unless indicated, should be done every year. ) --Trees planted --Players benches --Park equipment --Trash barrels --More ag-Iime to build up ball fields --Need to spread black dirt (except 1992) --1994 fencing installed in more playing fields, including Hawkridge --The development of Kelsey should be listed under 1992 as well as 1993, 1994, 1995, 1996 --More bleachers for home fields in 1993 through 1996 --Bike trail system extended from Bunker Hills to city complex and Kelsey Round Lake Park in 1995 --Well installed at Hawk Ridge in 1992 --Lights for fields in 1995 , ) Mr. Starr informed the commission that groups would be needed to plant the 500 seedlings that would be arriving at the city this spring. Discussion about groups seeking volunteer community work ensued. Commissioner Lindahl added that Anoka Football Boosters might also be available. Commissioner Anderson suggested that areas that needed clean-up, too, could be targeted by volunteer groups. Mr. Haas expressed that Kelsey has many areas that needed clean-up. Following this discussion, Acting Chairperson Delarco suggested that projects be prioritized so that groups who wish to do volunteer work can be easily assigned. ADULT SOFTBALL TOURNAMENT ADDED TO AGENDA Mr. Haas requested that an adult softball tournament be added as #5 on the agenda. Blue Line (12-24 teams) requested scheduling of a softball tournament on April 27 and 28, baseball diamonds 1 and 2. The fee is a total of $300 for two fields. After the tournament, Andover Public Works will review " fields for any damage. Blue Line would possibly like the use of another field, if / numbers in the tournament increase. MOTION by Lindahl, seconded by Woods, to approve the application of Blue Line for diamonds 1 and 2 on April 27 and 28. Motion passed unanimously. Mr. Haas informed the commission that recycling was also occurring that weekend at the city hall complex. The police would be alerted to the situation. CHAIRMAN'S REPORT Mr. Starr presented the idea that local businesses or organizations "sponsor" a real tree. Mature trees, six feet tall, could be bought for $50. Advertisements would be placed in the city newsletter, community school news and community newspaper. A sign could designate the sponsor; perhaps donations would be published in the paper. Mr. Starr would like to contact Melanie Deluca and work toward this goal.
