PARK AND RECREATION COMMISSION
MEETING MINUTES
JANUARY 24,1991
The regularly scheduled meeting of the Andover Park and Recreation
Commission was called to order at 7:35 p.m. by Chairman Jeff Kieffer on
Thursday, January 24, 1991 at the Andover City Hall Offices, 1685 Crosstown
Blvd., Andover, MN.
Commissioners Present: Chairperson Kieffer, Tom Anderson, Jim Lindahl,
Darrell Delarco, David Woods, Marc McMullen

MOTION by McMullen, seconded by Anderson to accept the Park and
Recreation minutes of January 10, 1991 as recorded. Motion carried
unanimously.

USE OF FIELDS/ ANOKA HENNEPIN SCHOOL DISTRICT #11,
DISCUSSION
The Parks and Recreation Commission discussed the use of City Hall softball
fields for an adult softball league to be used by Anoka-Hennepin Independent
School District No. 22 with Carl Saari on, Recreation/Athletics Supervisor for
Anoka-Hennepin.
David O'Toole, President of the Andover Youth Athletic Association had
indicated that Tuesday and Thursday evenings were the busiest nights for
youth baseball and softball in Andover, and suggested that two of the city hall
fields should be available on Monday and Wednesday evenings this coming
summer. Mr. Haas added, that Hills of Bunker was now available for youth
games, but that Timber Trails wouldn't be suitable. Mr. O'Toole voiced
concern about field maintenance, although recognizing that public works was
understaffed and had used its resources to the fullest. Commissioner
McMullen suggested that AM address city council with the problem of field
,.. '\ maintenance. Frank Stone said that fields are marked daily before 3:30 p.m.
'-J and would like to check with other cities to see how maintenance is covered
for evening adult leagues.
Chairperson Kieffer questioned Mr. O'Toole about NYSCA involvement.
O'Toole said that the main advantage of the organization was that it bought
liability insurance for the coaches and offered them a brief intensive training
program. He indicated that Blaine, Champlin and the Coon Rapids travelling
team coaches belong to NYSCA and thought it would be a good idea for the
city.
MOTION by McMullen, seconded by Lindahl, to approve the adult softball
league program as proposed in the December 13, 1990 letter to the city of
Andover by Carl Saarion, supervisor of Recreation/Athletics in Anoka-
Hennepin Community Education. Motion passed unanimously.
Discussion: Commissioner Anderson questioned item #3 in the letter
regarding "first priority to entering the league to Andover teams". Mr. Saari on
said their policy was to serve the taxpayers first and then give second priority
to non-Andover players.

Mr. Saarion intends to begin with sixteen teams. Melanie Deluca suggested
writing up the proposed adult softball teams in the city newsletter.
Mr. Frank Stone, Public Works, requested that any coaches' potential problems
be addressed first with Mr. Saarion and then discussed with him, so that on-
site conflicts would be avoided. He stressed that rowdiness, reckless driving
or alcohol consumption would not be tolerated in the city parks. Police would
be notified of games scheduled. He also thought it would be helpful to
emphasize to adult teams that youth would be in the same vicinity. Mr. Stone
thought that fields #2 and #4 would be available at the city hall complex.
COMMUNITY SCHOOL, MELANIE DELUCA

Ms. Deluca suggested that a teen component should be added to the
community school program for children completing the sixth grade. She has
found that this particular age group, although included in grade four through
six activities, just didn't assimilate well with younger kids. Deluca introduced
four aspects in that program: 1) a teen center concept, a supervised center
with board games, a "hang-out" room; 2) a volunteer group of sixth, seventh
and eighth graders designated for work projects; 3) teen sports (grades six and
seven or grades six through eight); and 4) more outings for this age group,
without younger children involved. The teen center would be furnished with
donated equipment. Golf, tennis, archery and softball were suggested for teen
sports.
The commission was receptive to ideas presented for this age group.
SELECT CONSULTANT KELSEY-ROUND LAKE PARK

Chairperson Kieffer reported that he had met with city council and found them
to be in full support of establishing Kelsey-Round lake Park and gaining
access via County Road 22, as well as suggesting other entrances be blocked
off to traffic but left open for trail access. He further added that the plat was
void and that the area in question was to be re-platted. Chairperson Kieffer will
attend the city council meeting when these issues are addressed.

Commissioner McMullen asked for staff opinion on c,?nsultants. Also, a
decision was made to have the city administrator, Jim Schrantz, contact Ham
Lake in regard to their obtaining a grant for ball field lights.
Motion by DeLarco, seconded by Woods to recommend to the city
council, the selection of Sanders, Wacker, Wehrman, Bergly, Inc. as the
consultants for Kelsey/Round Lake Park, fee not to exceed $7,000.
Motion passed unanimously.
REVIEW DRAFT - METROPOLITAN COUNCIL RECREATION
OPEN SPACE
This issue was postponed until the February 7, 1991 Park and Recreation
meeting.

CHAIRMAN'S REPORT
Mr. Stone addressed the board regarding abusive behavior on the part of some
coaches at the hockey rinks. He requests that any coaches' problems be
brought to the attention of the director, who will directly contact him for a
resolution. Signs have been posted in the warming houses regarding
procedure. He hopes to isolate warming house attendants from abusive
contact. The board supports him in this directive.
MOTION by DeLarco, seconded by Anderson to adjourn at 9:00 p.m.
Motion passed unanimously.
