MEETING MINUTES
JANUARY 10,19941
A special scheduled meeting of the Andover Park and Recreation Commission
was called to order at 6:35 p.m. by Chairman Jeff Kieffer on Thursday, January
10, 1990 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN.
Commissioners Present: Chairman Kieffer, Tom Anderson, Darrell DeLarco,
David Woods, Marc McMullen

INTERVIEW CONSULTANT
William D. Sanders, ASLA, of Sanders Wacker Wehrman Bergly, Inc.,
Landscape Architects and Planners, introduced his firm as specializing in Park
and Recreation planning. Examples of plans were given from Elk River
(comprehensive and master plans completed), Little Canada, and Cottage
Grove. He affirmed that his group has had experience in trail and park
development under power lines, writing of grant proposals, and working with
the historical society and its archaeologist. Sanders has had his own business
for 11 years and worked in Park and Recreation development for 25 years.

Sanders submitted a written proposal for park planning services for Kelsey-
Round Lake Park. Included were data collection and base mapping, site
analysis and inventory, preliminary master plan, final master plan and grant
application. Cost estimates were itemized for each item and totaled $6,840.00.
He estimated a four month process.
When Commissioner McMullen questioned Sanders on using volunteer labor
(Eagle Scouts, Lions, etc.), he expressed that activity such as reforestation
was feasible, but it was more difficult to work with volunteers in construction
demanding skill.
SELECT CONSULTANT

Todd Haas and the commission concurred to inform council on Tuesday,
January 15, 1991, that four candidates have been interviewed, narrowing the
selection down to two (BRW and William Sanders). The commission would like
the option of selecting the final candidate without going to council for
affirmation at a later date. The commission also intends to ask BRW for a
detailed scope of services, including a total estimated fee.
CHAIRMAN'S REPORT
Commissioner McMullen drew attention to the last page (Page 5) of the
January 03, 1991 minutes. In the paragraph labeled Discussion, the last
sentence should read "Chairperson Kieffer will/ook further into the program."
The minutes will be approved at the next meeting, January 24, 1991.

Chairperson Kieffer, Todd Haas, and Frank Stone met with Wayne Bachman to
explore the acquisition of access on County Road 20 to Kelsey-Round Lake
Park. A portion of Bachman's land has been sold to Jerry Winchell for
development. The commission would like to know if the preliminary plat of
Bachman's land is void or accepted now that it has been sold. The
commission felt that the situation would have to be addressed by the city
attorney, as well as the council. The commissioners brainstormed ways to
purchase access, i.e. through a grant or "mining" land (selling dirt). The
commission would like to ideally gain access in an area that has less
residential housing, so as not to disturb the community. The commission feels

this resolution of access must be determined before the consultant draws up
his plans. Chairperson Kieffer will appear before council on Tuesday, January
15,1991, to address the issue.
Chairperson Kieffer asked for input from the commiSSion in determining
standards for Eagle Scout projects. Matt Hoeffner, Scout, was to complete a
cross country trail system at Kelsey-Round Lake Park. Chairperson Kieffer felt
it was not completed along Hoeffner's original presentation and plan.
Commissioner DeLarco said he would speak with Hoeffner. Mr. Haas
suggested speaking with the Scoutmaster.
Chairperson Kieffer requested that Todd Haas speak with the city attorney
before the January 15 council meeting concerning access to Kelsey-Round
Lake Park and, if possible, project a cost for a road into the park.

MOTION by DeLarco, seconded by Anderson to adjourn at 8:15 p.m. Motion
passed unanimously.
