Adjournment .~) U o o f'. \.J r::/}.>\ l'\ CITY of ANDOVER PARK AND RECREATION COMMISSION MEETING MINUTES January 03, 1991 The regularly scheduled meeting of the Andover Park and Recreation Commission was called to order at 6:30 p.m. by Chairperson Jeff Kieffer on Thursday, January 03, 1991 at the Andover City Hall Offices, 1685 Crosstown Blvd., Andover, MN. Commissioners Present: Chairperson Jeff Kieffer, Marc McMullen, Tom Anderson, Jim Lindahl, Darrell DeLarco Commissioners Absent: David Woods Others Present: Todd Haas, Frank Stone f' \..../' INTERVIEW CONSULTANT The Park and Recreation Commission interviewed three candidates for designing Kelsey-Round Lake Park. Commissioner McMullen clarified that the park board was seeking consultation on park design, help with grants, and little, if any action on construction. The candidates were: Siah St. Clair Rich Gray, TKDA SRW, Inc. Siah St. Clair has designed two parks, one being Springbrook in Fridley. His resume includes nineteen years directing municipal nature centers and director of Springbrook since 1978. He is not a full time consultant and has no staff, but bases his expertise on his experience. According to St. Clair, Springbrook began as a 127 acre undeveloped piece of land; he has worked with "no budget, lean budgets and ample budgets". He stated he has worked with .,--.., volunteers, established a handicapped trail in the park, and has managed the ''--.,/ site to maintain integrity of the resource base. St. Clair said he has contacts o o C) Andover Park and Recreation Commission 01/03/91 Page 2 for writing grants. To develop Kelsey-Round lake Park, he wanted to begin by determining the objectives of the park board. His consulting fee is $40/hour. Rich Gray, TKDA, showed plans of other parks developed. His presentation included a proposed schedule (January to September 1991) of developing Kelsey-Round lake Park. Gray's fee is estimated at $45-$50/hour. Myles Lindberg, BRW Inc., has had experience in developing neighborhood parks, specialized parks, interpretive centers, etc. including Sherburn National Wildlife Refuge. He expressed an openness to working with community or city approaches. Lindberg identified the issues as adding park land acquisition, incorporating existing conditions, developing park programs, park planning and design, and agency approval and funding. The average rate for consultation is $50-$60/hour. o Discussion: Chairperson Kieffer depicted Kelsey-Round lake Park as 128 acres, access to be acquired via County Road 22; with one large pond and smaller ponds located at the southern end. Its history includes possible Indian burial grounds, evidence of a "brick house", and chicken farming. He expressed general ideas of early development as including a nature type trail system for hiking and cross country skiing; no budget for a staff at this time. Maintaining trails would be the city's responsibility. Commissioner McMullen felt that Round lake was virtually unused and therefore thought a swimming area could be incorporated. Chairperson Kieffer expressed concern, however, that nature would dissipate under that condition. Commissioner Lindahl felt that Eagle Scout implementation in park projects would be desirable. Todd Haas suggested involving Melanie Deluca in park design. More discussion about development will continue in future meetings. RESIDENTS FORUM None '\ '-.J " "- u u " o Andover Park and Recreation Commission 01/03/91 Page 3 APPROVAL OF MINUTES Corrections to the December 20, 1990 were requested as follows on page 2: Item 2) changed to read Kelsey/Round Lake Park established; second paragraph, last sentence changed to read . . . DeLuca suggested contacting Councilmember Don Jacobson for inquiry. The commissioners also wanted to stress that the summary of the five year plan is listed in random order, not according to priorities. Motion made by Lindahl, seconded by Anderson, to approve the minutes of the December 20, 1990 Park and Recreation Commission meeting as amended. Passed unanimously. CEDAR HILLS RIVER ESTATES 3RD ADDITION PARK DEDICATION () The Park and Recreation Commission reviewed Park Dedication for Cedar Hills River Estates 3rd Addition Sketch Plan. The board recommended taking cash in lieu of land for park dedication. PARKS AND OPEN SPACE COMP PLAN, DISCUSSION The board opened the discussion by prioritizing the five year plan (listed randomly in the December 20, 1990 minutes): 1) Kelsey-Round Lake Park established 2) Lighting ball fields; 3) Upgrading existing parks to quality parks 4) A system of trails throughout the city 5) Possibility of swimming pool The commissioners felt that city residents had ready access to Lake George, the wave pool (at Bunker Hills), and indoor school pools. Community school programs might elicit a demand for a city pool, but according to a recent poll, the majority of residents did not favor a one at this time. The commissioners o felt that more research was needed on grants that could be available to the u u /' '. '----) Andover Park and Recreation Commission 01/03/91 Page 4 city, for example, in lighting the ball fields and Kelsey-Round Lake Park. Grants obtained by Ham Lake for lighting would be explored. In further discussion with Bob Wournos, the board stressed the importance of developing trails before a development was established. Another thought was to keep the trail system separate from the roadway. More inquiry will be done regarding possible bike trails under power lines. Bob Wournos suggested that Ward Lake could become designated as a potential site for a natural wildlife preserve with a trail system throughout. He also expressed a need for "regional" parks in the northwestern corner of Andover. With the board, Mr. Wournos edited a map depicting an existing trail/park system in Andover for short and long range development. r---. o USE OF FIELDS/ ANOKA HENNIPEN SCHOOL DISTRICT 11, DISCUSSION The board was requested to discuss use of fields by Anoka-Hennepin School District for an Andover Adult Softball League. The commissioners felt, however, that Todd Haas should contact David O'Toole, President of the Andover Youth Athletic Association, to confirm that a discussion about a formation of an Andover Adult Softball League occurred with Carl Saarion, Recreation/Athletic Supervisor at Anoka-Hennepin Community Education. SELECT CONSULTANT KELSEY-ROUND LAKE PARK The board indicated that they wanted to eliminate TKDA, but were impressed by BRW. Siah St. Clair was considered a good possibility for design implementation, but the board felt he might be weak in the area of grant application. The commissioners decided that they would like to interview one more consultant, Sanders and Associates, and would try to schedule a special meeting with them on January 10, 1991 at 6:30 p.m. They will also contact BRW again to obtain specifics on grant information. /-'\ \....J u u r '\ '--'" Andover Park and Recreation Commission 01/03/91 Page 5 NYSCA/MRPA DISCUSSION The Park and Recreation Commission was requested to discuss whether the commission will require that all coaches be certified by the National Youth Sports Coaches Association. Todd Haas attended a clinic last November 5th and felt, in general, that it was a very good program. However, he said that the problem facing the City Staff is that they do not have time to coordinate the program. The board strongly expressed a need for a park board coordinator, at least in a part time capacity, so that programs like this can be incorporated and other areas better served for the residents of Andover. o Discussion: Most of the board continues to feel concern over the coaching program as it is implemented by Andover Athletic Association and would like to see more control over the programs by those using the fields. Commissioner McMullen feels this is a sensitive area because the program is largely staffed by volunteers who mayor may not be interested in attending a certification clinic. The commission decided to hold more discussion of NYSCA/MRPA during their first meeting in February. Chairperson McMullen will look further into the program. Motion by DeLarco, seconded by Anderson to adjourn the meeting at 10:45 p.m. Passed unanimously.
