Commissioners present: Maynard Apel, Bonnie Dehn, Bev Jovanovich, Marc McMulien, Becky Pease Steve Jonak Urbanalysis Representative, Bob Wuornos City Planner, David Carlberg Comprehensive Plan Task Force Members, Councilmember Marge Perry and Gretchen Sabel Others Commissioners absent: Also present: APPROVAL OF MINUTES October 8, 1991: Correct as written. MOTION by Apel, Seconded by Jovanovich, to approve the Minutes as written. Motion carried on a 5-Yes, I-Present (McMullen), I-Absent (Jonak) vote. PUBLIC HEARING - DRAFT OF ANDOVER'S COMPREHENSIVE PLAN 7:31 p.m. Chairperson Peek explained the Comprehensive Plan Update Task Force has been meeting for almost two years to update the Comprehensive Plan. Mr. Wuornos pointed out four changes that wII I be made to the draft plan: Page 11-13, 5. AgrIcultural Preserve, first paragraph: Change 1600 acres currently dedIcated as agrIcultural preserve to 1637 acres. Change 870 acres are located In the Central area to 907 aCres. Page 11-14, 7. Zoning, first paragraph: Change approximately 22,272 acres to approximately 22,493 acres. Page 11-14, Table II-F: from 18,328 to 18,549. Change total acres for Rural (R-l and R-2) Change TOTAL from 22,272 acres to 22,493. Page IV-7, Table IV-C Sanitary Sewer Flows - Andover: The line for the Coon Rapids Interceptor should read: Year 1990: 179. Year 2000: 273. Year 2010: 322. The TOTAL line should read: Year 1990: 179. Year 2000: 382. Year 2010: 455.5. ~-) . , ~~ ., Planning and Zoning Commission ) Minutes - October 22, 1991 Page 2 (Public Hearing - Draft of Andover's Comprehensive Plan, Continued) Chairperson Peek then opened the hearing for public testimony, receiving public comments on a chapter-by-chapter basis. There were no comments on the first four chapters of the Plan, though there was discussion on Chapter IV, Utility Plan, later in the meeting. Chapter V. Housing and Residential Land Use. ,) Jerry Wlndschitl. 3640 156th Lane - objected to the inclusion of part of his property in the Open Space designation east of Hanson Boulevard, north of City Hall. There is no such zone in Andover, and it was his understanding from previous Comprehensive Plan Task Force meetings that this was being set aside for a municipal golf course. Given the bUdget constraints of the City, county, state and federal governments, he felt it is inconceivable that this would be set aside for that specialized use. Only 20 percent of the population takes part in golfing, not understanding how city funds could be used for a minority group of people. To go through with the proposal, Mr. Windschitl stated the City will have to condemn his property, which the City cannot afford to do. He also didn't think the City should be involved in private endeavors. The golfing community seems to be satisfied with the existing facilities in the area. He objected to the Open Space designation. The matter was discussed again later in the meeting. Gretchen Sabel. Comprehensive Plan Update Task Force Member - stated the Task Force had discussed the density in the rural area of the City, wondering if those calculations are Included in the Plan. The Planning Commission thought the consensus was not to Include them in the document. Chapters VI and VII - No public comment. Chapter VIII Parks, Recreation, and Open Spaces Jerry Windschitl - questIoned the traIl system on Figire VIII-E, stating the previous proposal was different in the vIcinity of Round Lake. After some discussion, the Commission felt the Figure before them was inaccurate and made the following changes: Use the draft figure dated 8/15/91 which indicates the accurately proposed traIl system In and around Kelsey-Round Lake Park plus the north/south trail up Tulip Street from CoRd 20 to the northern City border. Also include a proposed north/south trail along University Avenue from Andover , Boulevard to Constance Boulevard. Plus contInue the Crooked Lake ) Boulevard trail southward from Bunker Lake Boulevard to the southern City limits along the old Crooked Lake Boulevard west of Coon Creek. C) \~ \ Planning and Zoning Commission ) Minutes - October 22, 1991 Page 3 (Public Hearing - Draft of Andover's Comprehensive Plan, Continued) Chapter IX Transportation Plan Mr. Wuornos stated Figure IX-E will be corrected to conform with Figure VIII-E, Trails Plan. There were no comments on Chapters X and XI. General Comments: Mr. Carlberg stated the minor changes to the draft will be made and distributed to the Commissioners and Council and incorporated into the public copies. Councilmember Marae Perry. 17337 Roanoke - reminded residents there are two copIes of the Plan at the City Hall and three copies at the pUblic library that are available to the public. Also, members of the Task Force have volunteered to loan their copies to individuals who wish to study it. \ '. ) Commissioner Dehn expressed her objection to designating all floodways as Open Space. Now those areas are primarily agricultural land, but it will encumber the City and can place a burden on those existing property owners. The Commission recognized the October 8, 1991, letter from Rosella Sonsteby, 4151 141st Avenue NW, Andover, requesting the inclusion of some of her property in the Coon Rapids Interceptor. That property is located south of the area recently added to that Interceptor by an amendment, east of the existing sewer line. Mr. Carlberg explained much of the land is low; however, there is a pocket of high land. TKDA has told him the area can be served by gravity with the Coon Rapids Interceptor. He recommended the request be honored. The accuracy of the legal description will be checked. Chairperson Peek asked for a motion to close the public hearing. MOTION by Apel, Seconded by Pease, to so move. Motion carried on a 6-Yes, I-Absent (Jonak) vote. The Commission recommended the "A - Area Added" notation on Figure IV-G, Phase of Urban Expansion, to be clarified and include the amended date. MOTION by Apel, Seconded by McMullen, that we recommended to City Staff to include the Rosella SonstebY property as described in her letter. or at least that part of it that is reasonably buildable so \ that sewer can be extended, and it be included in the 2000 - 2005 J designation as part of the Coon Rapids Interceptor for sanitary sewer. DISCUSSION: . '\ \'OJ \.J . , Planning and Zoning Commission Minutes - October 22, 1991 Page 4 , / (Public Hearing - Draft of Andover's Comprehensive Plan, Continued) Rosella Sonstebv asked that the land be serviced as soon as possible by the Coon Rapids Interceptor, feeling it is not feasible to require the CAB Interceptor for this piece of property. Mr. Carlberg stated other property in the area will be developed within the next ten years, suggesting the Commission allow the Staff and Engineers to make a determination on the phasing of that sewer extension. The Commission agreed. Commissioner Apel CHANGED THE Year 2000 - 2010 and refer it more appropriate time period. 6-Yes, l-Absent (Jonak) vote. MOTION to delete the reference to the to the Consulting Engineer as to the Second Stands. Motion carried on a , Discussion returned to the Open Space designation proposed in Chapter VIII to which Mr. Windschitl objected. The Commission explained the reference to a municipal golf course was taken out of the text of the Plan, but the designation was left in. It was felt the area would make an excellent recreational development area or PUD development and the Task Force decided to include that as part of its recommendation to the City Council. At the time Mr. Windschitl wishes to develop that land, the City will have to decide what to do; but from a planning standpoint, the Task Force felt it would be a good recreational area. It was noted that the area south of the ditch is more developable than north of the ditch. J The Commission felt the definition for Open Space should be included in the document, directing Mr. Wuornos to include it in the Parks Chapter, which would indicate that no buildings would be allowed. In Mr. Windschitl's case, a PUD development would allow high density with green spaces. On the Land Use Plan, it was agreed to show the Open Space area east of Hanson Boulevard with an asterisk and note that a PUD development would be allowed in this case. Page VIII-IB, No.4: Mr. Wuornos was asked to expand on the item that PUD development would be allowed to encourage family residential or higher density with recreational and open space areas because there is enough land to do a density trade-off. Mr. Windschitl agreed the area would be ideal for a PUD development using both the wetlands and the developable property and asked to see the revised statement when it is completed. .. / There was some discussion on the classifications of RR and RU used in the Comprehensive Plan versus R-l and R-4 used in the current zoning ordinances. The Commission also talked about rezoning all R-2 and R-3 areas in the rural areas to R-l. " " <) ~-.J r ~ Planning and Zoning Commission j Minutes - October 22, 1991 Page 5 (Public Hearing - Draft of Andover's Comprehensive Plan, Continued) Mr. Windschitl - stated this had been studied in great detail in the past and was not done because of the many problems and difficulties it would create. He pointed out the problems created because of the differences in the house size requirements, uses allowed, etc. Because the Plan is a general concept only, the Commission felt it would still be approprIate to retain the R-l and R-4 references in the ordinances. The map in the Plan is a conceptual land use, not a zoning map; and it is the ordinances that govern. Mr. Carlberg stated that the areas shown as Agricultural on the Land Use map would need to be rezoned by ordinance. At the time the Ag Preserve designation is removed, the classification would become the same as adjacent property. There would be no zone for Open Space. Another idea would be to zone the Open Space areas proposed in the Comprehensive Plan to the General Recreational classification. r ') \. MOTION by Apel, Seconded by McMullen that the Planning and Zoning Commission forward to the City Council the Comprehensive Plan Task Force report as corrected at the meeting of tonight with the recommendation for approval. A public hearing was held and there was some opposition to parts of the plan; namely, 1. Mr. Windschitl was concerned about the 160 acres east of Hanson Boulevard. 2. Commissioner Dehn was concerned about the desIgnation of the ditches and flood plains as Open Space. 3. A variety of revisions of the Park Trail System was made and should be carefully studied. 4. Rosella Sonsteby's proposal was recommended to be added to the Coon Rapids Interceptor designated area. Motion carried on a 6-Yes, I-Absent (Jonak) vote.
