HomeMy WebLinkAboutSeptember 4, 2008 C 1 T Y 0 F NDOVE - PARK AND RECREATION COMMISSION MEETING - SEPTEMBER 4,2008 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Vice Chair Lindahl on September 4, 2008, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Jeremy Boyer, Ted Butler, Bill Hupp, Tony Kowalewski, Vice Chair Jim Lindahl, and Peggy Scott (arrived at 7:32 p.m.) Commissioners Absent: Chair Dan Masloski. Also Present: Assistant Public Works Director, Todd Haas. 0 RESIDENT FORUM There were no comments at this time. APPROVAL OF MINUTES Motion by Hupp, seconded by Kowalewski, to approve the August 7, 2008 Park Commission minutes as presented. Motion carried on a 5-ayes, O-nays, 2-absent (Masloski, Scott) vote. DISCUSS IRRIGATION OF PARKS/07-38 Mr. Haas explained that this item is in regard to considering which parks should be irrigated as part of a plan for potentially over the next 5 years or so. Acting Chair Lindahl asked if the costs would include a well building. Mr. Haas did not think the costs included a building or controls. Acting Chair Lindahl thought that was one thing they should start looking into because if they are going to put up buildings they should make then large enough to store equipment needed for maintenance of the fields. Mr. Haas indicated the Rose Park and Hawkridge Park would be two parks that would probably have buildings so they will probably have some storage in the buildings for 0 equipment. Commissioner Butler stated he would be tempted to hold off on installing wells at the parks they plan on reconstructing until they know exactly what they plan on doing with the parks. Commissioner Butler wondered if Mr. Haas has heard anything more from Councilor staff on using some of the savings to help fund these reconstructions. Mr. Haas indicated he has not but would follow up on this for them. Commissioner Butler thought Wild Iris and Andover Lions Park are good options for irrigation and it would be nice to irrigate some of the more popular parks in the City. Mr. Haas stated Wild Iris Park is a relatively newly reconstructed park along with Andover Lions Park. Acting Chair Lindahl stated one of the concerns or issues is right now they have two baseball fields and no soccer fields in the irrigation plan as of now and soccer is one of the groups hurting the most for usage and he did not know if Timber Trails Park would be a good candidate for irrigation. Mr. Haas indicated that was a good park to add. 0 Commissioner Boyer asked if Hidden Creek North Park is on irrigation now. Mr. Haas stated it was on irrigation using City water and could be changed over to well water. Commissioner Kowalewski wondered if these would be open to bid to possible to people who want the contract. Mr. Haas stated if the costs were over $50,000 they would be put out for public bids and would probably get two or three bids. Commissioner Scott wondered what happened to the funds that North Metro Soccer Association gave them for field maintenance. Mr. Haas stated that went into seeding of certain fields. He indicated the association was aware of this. Commissioner Scott stated if they went ahead with irrigating some ofthe fields they could help on some ofthe expense of it. Commissioner Hupp asked what the time frame they were looking at in order to proceed with these plans. Mr. Haas stated that is the challenge they are trying to figure out and he thought they needed to find out their priorities and then try to figure out how they can fund these things so they can get the parks irrigated. Commissioner Butler agreed and thought it would be a good idea to get a soccer field irrigated with this and liked the idea of offering them the opportunity to chip in on the cost of this. 0 Acting Chair Lindahl thought that putting money into overseeding and soils is great if they get rain but is a waste in a year where they do not get rain. Mr. Haas stated he would have to check and see which fields the soccer association asked the money to be used at. Commissioner Kawalewski asked if it would be a good idea if they contact the soccer association to see what their feelings are on possibly some of the soccer fields they feel are in need or what they would like to have. Mr. Haas indicated they could do that. Motion by Scott, seconded by Butler, to add "Consider Installation of Security Light at Oak Bluff Park" to the agenda. Motion carried on a 6-ayes, O-nays, I-absent (Masloski) vote. CONSIDER INSTALLATION OF SECURITY LIGHT AT OAK BLUFF PARK This item is in regard to considering a request from the Parks Maintenance Department to install a security light at Oak Bluff Park. Motion by Scott, seconded by Boyer, to authorize City Staffto contact Connexus Energy regarding purchasing and installing a security light for Oak Bluff Park and not to exceed $5,000 which will come from the 2008 Park Miscellaneous Funds Account. Motion carried on a 6-ayes, O-nayes, I-absent (Masloski) vote. 0 REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items. Issues list as of 9/2/08 COMPLETED PROJECTS - . Oak Bluff Park - The playground equipment and restoration has now been installed. If you get a chance, please stop by the site to take a look for yourself. The parks department crew did a fantastic job. ON-GOING PROJECTS - . Develop Site Plans for all existing parks which indicates the facilities available. (On-Going). . Andover Station North Ball Field Facilitv (propertv south of the old landfill) - There are some items that still need to be done including getting the building sprinkled and the bathrooms which is a must before the public can use the building. Jim Dickinson, City Administrator, has discussed the funding with the 0 City Council last month. Based on that discussion, the City Council has authorized funding to help finish up the bathrooms and concession area. The city staff has been working with the baseball association, as their still may be items Regular Andover Park & Recreation Commission Meeting Minutes - September 4, 2008 Page 4 that could be done by them. Otherwise the public works personal may be doing a lot of the work over the winter months so that the building will be open for spring baseball season. . Update of Park Dedication Improvement Fund Ouarterlv Report - Next quarterly report is due in October. . Update of Ouarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next quarterly report is due in October. . Comprehensive Plan (Park & Qpen Space Chapter) - Nothing new to report. The City Council reviewed the final draft this past February 6th for all the various chapters of the plan including the parks chapter. The Planning Department has sent out the draft plan to the surrounding communities and other governmental agencies for their review and comments. These various agencies will have up to 6 months to review the plan. . Sunshine Park Irri2ation Well- The pump that is necessary to pump water from the well has been sized. The City is waiting for delivery ofthis. Also electrical service still needs to be installed from the building to the well. Skateboard Task Force - Hupp/Kowalewski Commissioners Hupp and Kowalewski updated the Commission on this item. CHAIR'S REPORT Commissioner Hupp thanked the individuals who have watched the skateboard park and caught the people who have been vandalizing the park. He also brought up the Andover High School Hockey Golf Fundraiser on September 20th. Commissioner Butler indicated he did not have anything to report. Commissioner Boyer indicated he did not have anything to report. Commissioner Kowalewski stated the fall sports are in full swing and the boy's soccer team is undefeated at this point. He noted residents can still purchase the Husky cards for both soccer and football at the concession stand. Commissioner Scott stated Oak Bluff Park new playground equipment looks good and thought the Parks Department did a really good job on getting it done.
