HomeMy WebLinkAboutSeptember 18, 2008 C 1 T Y o F NDOVE 0 PARKAND RECREATION COMMISSION MEETING - SEPTEMBER 18, 2008 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Masloski on September 18, 2008, 7 :30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Dan Masloski, Jeremy Boyer, Ted Butler, Bill Hupp, Tony Kowalewski, Vice Chair Jim Lindahl, and Peggy Scott. Commissioners Absent: None. Also Present: Assistant Public Works Director, Todd Haas. 0 RESIDENT FORUM There were no comments at this time. Motion by Scott, seconded by Lindahl, to close the resident forum. Motion carried on a 7 -ayes, O-nays, O-absent vote. APPRO V AL OF MINUTES There were no changes. Motion by Butler, seconded by Kowalewski, to approve the September 4, 2008 Park Commission minutes as presented. Motion carried on a 6-ayes, O-nays, I-present (Masloski) O-absent vote. DISCUSS IRRIGATION OF PARKS/07-38, CONT. Mr. Haas explained that there were three parks added to the list and feasibility study should be done on each park. He thought they should review and rank the parks the Commission wants to do and then bring forward to the Council for approval. 0 Chair Masloski asked if the feasibility study will be done in-house or contracted out. Mr. Haas indicated it would be done in-house to save money. Regular Andover Park & Recreation Commission Meeting Minutes - September 18, 2008 0 Page 2 Commissioner Hupp stated he stopped by the parks today and felt only one or two of these would be potentially useful for irrigation. He stated he went to Timber Trails Park and it virtually has one soccer field that looks really nice with lush grass growth. He also looked at Fox Meadows Park and they have a lot of area to put full size soccer fields and is all pretty well graded but very sandy. It is the type of park that would necessitate irrigation more so than Timber River Park. He stated he also looked at Hidden Creek North Park and is another good park he would suggest for irrigation. Commissioner Lindahl indicated Hidden Creek North Park was already irrigated on the city water system. Commissioner Hupp stated he also looked at Andover Lions Park and that has one small baseball field so he was thinking that instead of doing a feasibility study maybe they should run it by the Commission to see if any park would necessitate these kind of improvements. Chair Masloski stated they should see what the feasibility is on the projects before they start eliminating parks. Commissioner Butler stated he felt Wild Iris Park and Fox Meadows Park are good candidates because of the soccer fields. He thought if they were going to do the feasibility study first and then rank them works just as well. 0 Motion by Lindahl, seconded by Butler, to have City Staff initiate the feasibility study. Motion carried on a 7 -ayes, O-nays, O-absent vote. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items. The Commission reviewed the Skate Board Park and complaints that have been made regarding it. The Commission thought the Skate Board Park was a good place for kids to be hanging out at and should remain open to them because there have not been many trouble items. The Commission also thought they should have more garbage cans for trash. . CHAIR'S REPORT Commissioner Kowalewski stated there will be a fundraising event on October 5th. It is a 5k run/walk. He explained what the fundraiser is for. Commissioner Butler stated he is on another Commission, Community Education Council, and this is where he discusses some of the park issues with other municipal park 0 directors in the area and one of the things that came up at the beginning of the school year is that other cities are having the same kind of vandalism problems Andover is having in Regular Andover Park & Recreation Commission Meeting Minutes - September 18, 2008 0 Page 3 the parks. The Community Ed. Department in the School District won a couple of awards this year. He recognized the groups that won the awards. Commissioner Hupp stated Crooked Lake Landing looks really nice with the new pavilion and it lights up very well. He stated he also drove by Prairie Knoll Park and they are getting very good usage of those facilities with the vending area He thought they should take a look at Prairie Knoll Park with the different associations for utilizing the park more. He also noted the high school hockey team is going to be sponsoring a tournament on September 19th. ADJOURNMENT Motion by Scott, seconded by Lindahl, to adjourn the meeting at 7:55 p.m. Motion carried on a 7 -ayes, O-nays, O-absent vote.
