Public Works Director SUBJECT: 4. onsider 2009 Softball/Baseball Tournament Applications DATE: Jan ary 15, 2009 INTRODUCTION This item is in regard to considering the attached softball/baseball tournament application forms or the upcoming 2009 softball/baseball season as requested by the Andover Athletic ssociation and the Andover Baseball Association. DISCUSSION The earliest the ssociations can submit is December 15th for the following summer. The City has rece ved applications from the Andover Athletic Association and Andover Baseball Associat on for tournaments for the upcoming season. Listed below are the Andover Athletic ssociation and Andover Athletic Association tournaments and the dates of tournam nts that have been requested. The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eig*t weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made I~ss than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application. including the penalty fee. Late applications must be approved by the Park and Recreaijon Commission at least two weeks prior to the date! of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money fot damages, will be returned after inspection by the Public Works Parks Supervisor. * If the tournament organization is r~questing a Non-Intoxicating Liquor License, it will be necessary to request Attachment A. DATE: Janu ry 15, 2009 INTRODUCTION This item as you m y recall was tabled from last meeting of December 18, 2008 to allow city staff to contact the groups and associations and invite them to this meeting to discuss the proposed changes t the Guidelines for Field Usage by Youth Athletic Associations in regards to a damage deposi fee for cleanup of park after use by the associations. Attached is a letter that was sent out y city staff to the various groups and associations inviting them to the meeting. DISCUSSION As may recall from about a year ago, the Park Commission had recommended to the City Council to consider ncluding a section in the Guidelines to requiring a damage deposit escrow of $2500 prior to the use of the Andover facilities to protect the City's investment. As you know, the City has had d mage to fences in the past with balls being hit against them for batting practice and there was a lot of litter being thrown around of which Public Works Parks Department person I does not have time to be cleaning up after the use of the facilities by the associations. The C ty Council did not approve the recommendation but did request the Public Works Parks Depa ment to monitor the situation over the summer months to see if the association police t emselves and help maintain the park from litter/debris. Now that the 2008 spring/summer/fall s ason is over, the Public Works Parks Department has indicated that there were still issues wit~ litter/debris cleanup by the association players, members, and their fans. Kevin Starr of the 4ndover Parks Maintenance Department may be in attendance to address this issue and answer any questions the Commission may have. City of Andover's Parks & Recreation Commission's function is to - provide a rich v . ety of recreational opportunities to residents in the most cost efficient manner possible. To achieve this goal, the City will emphasize a partnership with Andover's volun eer organizations to plan, organize, and implement youth recreational programs both as a means of containing service costs and as a method of ensuring a community-base program. 2. Procedures The City may rec gnize any number of associations based on the availability of resources and deterrninatio of the benefit to the community by the Parks & Recreation Commission. To qualify as are ognized City of Andover youth athletic association, the association must provide: ess specified by sanctioning or governing bodies, youth sports pro (s) must be open to all residents (regardless of their school affili tion). In return, qualifying associations will receive from the City priority use of City- owned facilities. This means that all required information/documentation must be provided by the association to the City of Andover before an application submitted by that association can be accepted for use of the City's facilities. DISCUSSION As you may re all from the last meeting, the Park Commission requested staff to continue discu sing the Andover Athletic Association (AAA) about potentially participating in helping fund the improvement for scoreboards. The Staff has contacted Ste e Gompertz, President of the AAA, as to the status about the request from he high school. The AAA board at their November 25, 2008 meeting did di cuss the possibility of participating in the cost of the scoreboards. At this point th while AAA felt the scoreboards would be a nice addition to the field but AAA felt the funds would be better spent on refurbishing the fields and the ongoing m intenance. The staff did contact AAA fast pitch representative to discuss this fu her about the condition of the field as the Public Works parks maintenance s aff was not aware of any issues with the fields. The Public Works staff did respo d to AAA indicating to them that City is committed to taking of the field issues for this upcoming season so that the fields are of high quality. Since the City. does has an agreement with the school district about the use of the fields for ~aSiCallY 9 months out of the year (September - May), the Public Works staff wi.' be meeting with them to discuss the status of the scoreboards and the maint nance of the fields. Up ate of Grant, Request for FundinglKelsey Round Lake Park Ecological - Re toration/05-46 Date: INTRODUCTION In 2005, the City f Andover received a grant in the amount of $50,000 from the Minnesota Department of Na al Resources (DNR) Division of Ecological Services to improve the ecological, social and aesthetic value of parts of Kelsey Round Lake Park. The City was also awarded $9,964 through the Wildlifi Habitat Incentives Program (WHIP) from the Natural Resources Conservation Service (NRCS) to rther aid in these efforts. This was to be accomplished by restoring native prairie plants in the open ~as and removing buckthorn and introducing native trees in the woodland areas. DISCUSSION The City has been busy coordinating Integrated Pest Management (IPM) activities to aid in the development of the ative plants in the prairie. This is critical in facilitating a self-sustaining prairie. Examples of activi ies performed include spot spraying of non-native, invasive weeds, mowing, weeding and evalu ting. The City has been paying its contractor, Prairie Restorations, to perform these services. In a dition, a large tree planting effort occurred in the woodland area this past spring. Approximately 75 ugar maple and American basswood trees were planted. A bunch of volunteers helped in this effort. With all the activi going on, just only over $1,000 remains in the WHIP account. Thus, staff is in the process of seeki g out other funding opportunities so ongoing maintenance can occur. The focal point for 2009 and 010 is the prairie restoration. There are still a lot of undesirable weed species that need control. A pr scribed burn is planned for this upcoming spring along with more mowing and spraying to help re ore the prairie. These prairie restoration projects take time. It's a given that it takes a good four 0 five years to get them to be self-sustaining, fully-functional native prairies. Persistence and tim ly management techniques are key factors in seeing that the Kelsey Round Lake Park prairie become just that. BUDGET IMPAC Hundreds of hours f staff in-kind time has been spent on the proposed project to date. The City has already devoted ap roximately $10,000 of in-kind time for the original grant and it is anticipated additional in-kind ti e will be necessary as more time is spent on the project.
