Adjournment ..../ o C) o CJ u ~ 1/;lO/qJ.j ~ CITY of ANDOVER PARK AND RECREATION COMMISSION - DECEMBER 16, 1993 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jeff Kieffer on December 16, 1993, 7:01 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Commissioners absent: Also present: Ton Anderson, Jim Lindahl, Dave O'Toole, Mike Auger, Darrell DeLarco, Roger Paulson Assistant City Engineer, Todd Haas Public Works Superintendent, Frank Stone HILLS OF COON CREEK SKETCH PLAN The Commission agreed to take land along Coon Creek for a park and trail system as the logical extension to land taken in previous plats. The strip of land would be about 30 feet wide. Mr. Haas noted the sewer line runs along the creek on the north side. He guessed the entire park dedication of about 3.8 acres would be used, but only what is needed for the trail will be taken. Ron Smith, Raintree Realtv - suggested there be a parking lot on one end so people can park, then walk the trails. He supported the hiking trail concept, feeling more walking trails are needed in the City. Posts could be used at the entrances to keep out motorized vehicles. There is a bridge on the south side of the creek which would be nice for people to walk across. He suggested the City look at it, as he has no use for it. He requested that he be abe to build holding ponds near the creek if possible and still leave room for the walking trails. Mr. Haas stated he will work with the developer to be able to provide both the holding ponds and the park land for the trail system. The Commission discussed ways of crossing Hanson Boulevard to extend the trail system to the west. One suggestion was to tunnel under the road, which may be possible to do in the future when Hanson Boulevard is widened to four lanes. No specific direction was given at this time on this item. It was agreed that all park dedication for this plat will be taken in land along Coon Creek. CHAIRMAN'S REPORT There was a brief discussion on the Commission's decision at the December 2 meeting to not take land for park in the Crown pointe East plat and to not provide for horse trails along the railroad tracks. Those present concurred with the decision, as neither are included in the Comprehensive Plan. '- \ .... ....1 Andover Park and Recreation Commission Meeting Minutes - December 16, 1993 , Page 2 (Chairman's Report, Continued) Mr. Haas also noted the sketch plan of Indians Meadows 6th Addition has been presented to the City; however, the Park Commission will not be reviewing it since all park land was dedication previously, that being Kelsey Park. APPROVAL OF MINUTES December 2, 1993: Correct as written. MOTION by Lindahl, Seconded by Anderson, to approve the Minutes as written. Motion carried on a 3-Yes (Anderson, Lindahl, O'Toole), 1- Present (Kieffer), 3-Absent (Auger, DeLarco, Paulson) vote. MOTION by Anderson, Seconded by O'Toole, to adjourn.
