PARK AND RECREATION COMMISSION - DECEMBER 2, 1993
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation
Commission was called to order by Acting Chairperson Darrell DeLarco on
December 2, 1993, 7:32 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.

REVIEW OF CROWN POINTE EAST SKETCH PLAN
Acting Chairperson DeLarco suggested the item be tabled until the City
Council makes its decision on the rezoning and the issues with the
Environmental Assessment Worksheet.

Pat Shroeder, 720 NW Andover Boulevard - stated the EAW was referred to
the Planning and Zoning Commission because many, many people in the
community didn't feel this is an appropriate rezoning. She wasn't at
the Planning Commission meeting on Tuesday, so she did not know whether
the item was referred back to the City Council with a negative or
positive recommendation. The fact is to many people it would be more
appropriate to develop the area into 2 Ij2-acre parcels. She stated
this issue is not resolved, and residents are here tonight because they
still are opposed to the proposed rezoning and want to make their
feelings known. They want to maintain the quality of life many of them
established years ago. Many have large parcels of five acres or more
with horses, and they are concerned with providing some means of access
for their horses to get to the Bunker prairie Park.
Tonv Emmerich - asked if the issue before the Commission is a park
issue. Acting Chairperson DeLarco stated it is.

Mr. Emmerich - didn't feel the Park Board should get side tracked with
the EAW issue. Mr. Haas also recommended the Commission review the
proposed sketch plan of Crown pointe East. The issue of access for
horses to Bunker Prairie Park is more appropriate in the next agenda
item, that is the review of Crown pointe preliminary plat park
dedication.
The Commission agreed, and reviewed the sketch plan of Crown pointe
East.
Mr. Windschi tl stated they were following the park plan in the
Comprehensive Plan for the trail system in Crown Pointe, but the trail
did not continue to the east. Also, he didn't include any park land
dedication in Crown pointe East thinking the Commission would rather
have cash in lieu of land. He noted the Hills of Bunker Lake to the
south will have a substantial amount of park land, but he is willing to
do whatever the Commission asks, noting the proposal is to develop 108
urban lots.

In discussing the sketch plan, the Commission generally felt there is a
need for a tot lot in that area because of the large number of lots
being developed. They suggested a tot lot be located in the center of
the plat around Area 3.
There was also discussion on a trail system in that vicinity and on the
request for designating horse trails.
Ms. Shroeder - stated a tot lot does not address their issue. The
people in the neighborhood want a legal place where they are allowed to
ride their horses. Riding along prairie Road to the county park is
dangerous. Now they use the park in Barnes Rolling Oaks. This is the
time to plan for those trails to accommodate the residents who are here.
They would not only like a trail along the railroad tracks, but also a
means of getting from prairie Road west to the tracks, then south to the
county park.
The Commission had some concerns about the cost of developing horse
trails, about mixing horse trails with other uses (walking, biking), and
questioned the use factor as the number of people riding horses will
probably diminish as the population increases. They asked if the horse
riders would be able to use the railroad easement rather than have to
develop a separate trail along side of it. Also, right now the ordinance
bans horses within City parks.

Ms. Shroeder - stated the Park Commission now has an opportunity to
specifically provide for these residents by designating trails where
they can also ride horses. The trails could be for mixed uses, noting
that is being done in several places in Minnesota. She stated the
Commission can amend the ordinance to allow horses on designated trails
and again asked them to consider the request of the existing residents.

The Commission wanted more information on combining horse trails with
other uses before they could make a recommendation. They were not sure
they wanted horses in City parks.
Ms. Shroeder - stated the residents would like the Park Commission to
research it further and consider the existing residents, not just the
new ones that will be coming in. The Commission stated the trails can
be discussed again in the next agenda item, but they did not wish to
designate a trail within the proposed plat from prairie Road to the
railroad tracks. They then returned to the proposal for a tot lot
within the plat, suggesting either Area 3 or Area 15. The intent would
be a tot lot only, not ball fields. Any remaining park dedication would
be taken as cash in lieu of land.
Mr. Windschitl - stated he will review the development and propose
several options for a tot lot for the Commission to choose located in
the center with good access to it. He felt Area 3 would make a nice
park as it is wooded and easily accessible from all areas of the plat.
The Commission agreed to look at options that Mr. Windschitl will
propose.

REVIEW CROWN POINTE PRELIMINARY PLAT PARK DEDICATION
Jerrv Windschitl, Ashford Development - stated he has no problem with
the original proposal for park land. He has provided an additional
strip of land along the railroad tracks north to the street for a trail;
however, if the Park Commission does not want it, he is willing to
delete it as park land. That strip is very heavily wooded, and many
trees would have to be removed to construct a trail.
The Commission again discussed a trail system and concerns with the
proposal for a horse trail. A resident had talked to representatives of
Burlington Northern Railroad about riding horses in their easement. They
did not have a specific problem with the horses, but were concerned with
the four wheelers. They would not, however, give specific permission to
use that easement.
Pat Shroeder, 720 NW Andover Boulevard - again stated they are looking
for a dedicated trail for horses, not for permission to ride along the
railroad tracks. The City can do what the county does with horse tails,
put up fence posts with cable through it at the access points so a horse
can wind around but motor vehicles cannot. Those trails will be
designated as new plats come in. There are a lot of people who own and
board horses in that area.

Mr. Windschitl - felt the number of horse owners will diminish in that
area, especially since those south of Andover Boulevard and east of the
railroad tracks have recently requested to be in the MUSA. It could be
a question of how many people will be using the trails and the cost of
constructing them.
