CITY of ANDOVER PARK AND RECREATION COMMISSION - OCTOBER 21, 1993 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jeff Kieffer on October 21, 1993r 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Mike Auger, Darrell DeLarco, Jim Lindahl, Dave O'Toole, Roger Paulson None Assistant City Engineer, Todd Haas Park Department Supervisor, Kevin Starr Others Commissioners absent: Also present: APPROVAL OF MINUTES October 7, 1993: Page 1, Correct spelling of Tom Wherry. Motion carried on a 5-Yes, 2-Present (DeLarco, Kieffer) vote. TIMBER ESTATES SKETCH PLAN Bvron Westlund, Woodland Development - reviewed the sketch plan for the proposed Timber Estates, which consists of 120 acres to be developed into rural 2 1/2-acre lots. He proposed the park dedication be cash in lieu of land. The Commission agreed, seeing no need for an additional park in that area. CHAIRMAN'S REPORT o Park Dedication Funds Update - Mr. Starr noted the updated report of Park Dedication Funds which was given to the Commission. He stated all of the 1993 General Fund dollars for park improvements have been used. Any of the other improvements have been taken from Park Dedication. For the next meeting he will have a breakdown of Park Dedication funds spent this year. Mr. Starr also noted the list of parks where ice rinks will be maintained. Two rinks have been dropped and two others in different parks have been added. The Parks Department has one extra person on Staff this winter, so they should be able to do maintenance on the rinks and keep those parks plowed where there are any activities. ,~) '- ) Regular Andover Park and Recreation Commission Minutes - October 21, 1993 Page 2 i I (Chairman's Report, Continued) Paving of Park Parking Lots - Commissioner Lindahl suggested when the county is doing street projects near a park, that the City negotiate to have the parking lot of the park paved as well. He specifically referenced Fox Meadows where the county has recently realigned CoRd 58. Much of the expense for such projects is remobilization, a cost which can be greatly reduced if done in conjunction with another project. Staff was under the impression the Commission was not interested in using its funds to pave parking lots since they did not want to continue the paving of the road into the City Hall Park Complex from the recycling building. In discussion, the Commission noted in this case they did not feel that should be a Park Board expense; but they directed Staff to negotiate with the county if similar situations occur since it is likely the park parking lots will have to be paved eventually anyway. Iris Park Parking Lot - The Commission then noted the county is working near Iris Park. Mr. Haas stated he will bring the item to the Andover Review Committee as to whether that parking lot should be blacktopped or not. The Council would have to authorize the expenditure of money to do so. Commission discussion noted that it is a small parking lot, though there are cars there all of the time to park and ride. For now they did not see a problem with the park and ride, though they wanted to continually observe it to be sure it does not interfere with youth league games in the summer. , / Lights for City Hall Complex Fields - There was a brief discussion on the lighting of the ball fields as discussed at the October 7, 1993, meeting. It was noted that the additional glare that would be caused by the wooden poles because they are not as high would not be that much of a problem for softball. It would be more of a problem with baseball; however, the baseball could be scheduled to play during the daylight hours. It was then agreed that for approximately $15,000 to light each field using the donated wooden poles, four fields should be lit. Because there is a scheduling problem for both ball fields and soccer fields, it was agreed to light two softball and two soccer fields. It was further agreed it is too late in the aseason this year, so the lighting is to be done in the Spring of 1994, recognizing Council approval is required before proceeding. Fee for Use of Lighted Fields - There was also some discussion on the proposal to charge athletic associations a fee for the use of the lighted fields to cover the additional cost to the City. Mr. Starr felt that should also carryover to the hockey rinks. The Commission agreed. Commissioner Paulson agreed to research what other cities charge teams and/or organizations to use lighted fields. The Commission agreed to address this again over the winter. The Earmarking of Park Dedication Funds - The Commission noted the / various projects that will require funding from the Park Dedication Funds. After discussion, it was agreed the funds should be earmarked as follows, recognizing these are only general amounts: \_) (~ Regular Andover Park and Recreation Commission Minutes - October 21, 1993 Page 3 j (Chairman's Report, Continued) $50,000 - for grading of the proposed City Hall Park Complex No. 2. Though it was recognized the total cost may be more, the Commission noted approximately $20,000 of City funds have already been spent for the plans. With this, the City will have contributed about $70,000 to the project. They were in agreement with the Andover Recreational Development Association that the grading must be done to then take advantage of the volunteer efforts in the complex. $60,000 - $65,000 - for lighting of four fields at the existing City Hall Complex, two ball fields and two soccer fields. $25,000 - to upgrade existing parks as needed. $25,000 - as a contingency for unexpected items. J Topsoil for Dedicated Parks - The Commission noted the problem of establishing a decent turf in the parks is because of the lack of top soil. They questioned the ability to require the developer to provide that top soil before the City accepts the park. Mr. Haas stated that can only be negotiated with the developer if the park dedication is under 10 percent. The developer cannot be required to dedicated more than 10 percent of the value of the property. In all projects now, the grading plans call for salvage top soil, which in Andover is just sand. The Commission then thought they may have to pay to have the developer install good top soil in the park at the time of the development. It would be more costly, but it would provide more usable parks because the biggest complaint about the parks seems to be the turf. No specific decision was made on this issue this evening.
