The goal of the P rk and Recreation Commission in scheduling is to allot the limited number of recreatonal facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis 'if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider 2009 Outdoor Recreation Application Round/09 -06 DATE: December 18, 2008 INTRODUCTION This item is in regard to considering DNR grant programs available for 2009 application round, Project 09 -016. DISCUSSION Attached is a memo dated November 12, 2008 from the Dep' rtment of Natural Resources regarding the 2009 Grant Application Round. The Park & Recreation Commission will need to review the grants programs that are available and recommend to the City Council 'if any of the grant programs should be applied for. At this point the only grant that the Commission could apply for is as follows: i • Fishing Pie`• Grant -The Park Commission has discuss th is in the past for possibility of having a fishing pier at Round Lake but Hound Lake is not managed by the MNDNR for fishing due to the lake being (relatively a shallow lake. Round Lake is more managed for waterfowl. Therefore receiving a grant will most likely not rank high on their priority list. The City staff has attached the DNR Financial Assistance Programs for the 2009 Application Round It appears that most of the grant program available are not applicable to the ci for potential park development. Note: The City Planner is aware of a couple of the grant programs that are available for the Open Space Commission to consider. RECOMMENDATION It will be necessary for the Park & Recreation Commission to make) a recommendation (if any) to the City Council regarding the grant program with the parks to be considered for application. Commissioners Hupp and Kowalewski will ilead the discussion. DISCUSSION 1 . As you know, . rious options for the construction of the skateboard park have been explored chver the past year. The option that is on the table and has been presented and Jecommended to the City Council by the Park Commission is to build a concret . skate park, which is similar to the skateboard park that was built a couple years ago in the City of Oakdale. The Skate Park Task Force is meeting before this meeting and will be reconsidering their options as to the type of park that should be built. So with that, the options that have been presented by the city staff to the Task Force to consid$r (in no particular order) are as follows: ! . Option ~: Continue to move forward with the recommendation that was made tq the City Council to construct a concrete skate park. As you may recall, $200,000 has been identified in the Capital Improvement Plan (CIP) fdr the year 2010 which is subject to receiving park dedication funds from new development projects. As you know, a concrete skate park is more expensive but it is more durable and does not require as much maintenance. . Option ;2: Reconsider the concrete park and consider a less expensive skate park equipment such as products from American Ramp Company which are durable but may require a little more maintenance. Keep in mind that their products do have pretty good warranty periods. But the advantage of having portable equipment is that if the skate boarders do get bored with the equipment, it can be replaced with other more desirable pieces of equipment. . Option ~: Reconsider the concrete skate park and wait to see enough donations can be made to construct a concrete pad and place a fence around the pad and relocate the existing equipment that the city currently H:\Engineering\Parl<s\Park & Rec Packet Information\ltems\2008\121808\item 7.doc owns to the new site. As additional funds become available, the city could purchase additional equipment for the park. . Option 4: Do nothing and wait to see if enough funds are received to do anything in 2009 or 2010. Note: Also the Task Force will most likely need to consider the possibility that at least 2 members of the Park Commission will not be coming back (Dan Masloski and Peggy Scott). It may that a recommendation to the Park Commission may need to wait until the new Parks Commissioners are appointed which will be the middle or end of January. This item is in regard to consider changes to the Guidelines for Field Usage by Youth Athletic Associations in regards to a damage deposit fee for cleanup of park after use by the associationS. DISCUSSION As may recall ~rom about a year ago, the Park Commission had recommended to the City Coun iI to consider including a section in the Guidelines to requiring a damage deposit escrow of $2500 prior to the use of the Andover facilities to protect the City's inveStment. As you may recall, the City has had damage to fences in the past with balls being hit against them for batting practice and there was a lot of litter being thrown around of which Public Works Parks Department does not have time to be cleaning up after the use of the facilities by the associations. The City Council did not approve the recommendation but did request the Public Works Parks Department to monitor the situation over the summer months to see if the association police themselves and help maintain the park from litter/debris. Now that the 2008 spring/summer/fall season is over, the Public Works Parks Department has indicated that there were still issues with litter/debris cleanup by the association players, members, and their fans. So with that, the Park Commission is requested to reconsider the request by Public Works and make a recommendation to the City Council to reconsider a change to the Guidelines to require a damage deposit fee. Attached is the most current approved Guidelines for Field Usage by Youth Athletic Associations for your review. -- ACTION REQUIRED The Park and Recreation Commission is requested to consider the proposed changes to the Guidelines for Field Usage by Youth Athletic Associations in regards to a damage deposit fee for cleanup of park after use by the associations. Some items that everyone can participate in; Turn the field lights off when finished. Do not let the clocks do it. Only light the fields that are being used. We spent $ 13,482.00 to run the lights at Sunshine last year. Have your teams cleanup after themselves. Do not use the buildings as a catch all. Try to get the 1tators to do their part in picking up after themselves. Remove items 0 ! of the fields or turf. It yellows and kills the grass. Please get your field use schedules straight and well planned. We would like to set bases and move goals a~ few of times as possible. We need the game schedules, start up and finish dates to platl for some maintenance projects. Don't use the fenqing or backstops for batting practice or pepper drills. Stay off of the fie ds when they are wet or frost is still in the ground. Try and rest some fields if possible. Many are getting over used. Dogs are not allo ,ed at Sunshine or City Hall Park. Careful operation bfthe Cushman and drag. Follow the operating policies and pick the drag up between fi.elds. Do not drag over bases, pads and home plates. The City does not Ibuy line paint or chalk. We will no longer pay for storage pods. They are $ 75.00 per mfth with a delivery and take out charge of$ 200.00. We provide 10 po able bathrooms. An escrow account can be set up with the Finance Department if you need more units. They are $ 65.00 a month with once a week service. i If you see an issuJ or unsafe item developing out there, let us know as soon as possible. Guideline Statement A key goal of the ~ity of Andover's Parks & Recreation Commission's function is to, provide a rich vadety of recreational opportunities to residents in the most cost efficient manner possible. To achieve this goal, the City will emphasize a partnership with Andover's volunt~er organizations to plan, organize, and implement youth recreational programs both as a means of containing service costs and as a method of ensuring a community-based iprogram. ! 2. Procedures i i I The City may rec~gnize any number of associations based on the availability of resources and determinationiofthe benefit to the community by the Parks & Recreation Commission. i To qualify as a recbgnized City of Andover youth athletic association, the association must provide: i 2.1.1. U~s specified by sanctioning or governing bodies, youth sports progr (s) must be open to all residents (regardless of their school affilialtion). The programs shall be targeted to have a minimum of 51 % participation from Andover residents based on the previous year partic~pation in that association. The number of participants must obtained from the State organization for that particular association or sport or the president of the particular association must sign a affidavit as to the accuracy of the , number of participants last year from Andover. 2.1.2. Democratic procedures and elections that ensure input from the residents regarding the program and policies. The Parks Coordinator shall be provided a copy of the group's by-laws with the required field application. 2.1.3. All associations must provide verification that they have 50lc0 or equivalent non-profit status with the State of Minnesota. 2.1.4. Certificate of insurance, which also names the City of Andover as "Addi~ional Insured". Duplication of sport offering by associations is not encouraged. Example: If more than one recognized association offers the same level of competitiveness, this shall trigger the field allocation clause. The number of Andover residents within each of the associations will determine the percentage of fields that will be allocated to the particular association. 2.2. In return, qualifying associations will receive from the City priority use of City- owned facilities. This means that all required information/documentation must be provided by the association to the City of Andover before an application submitted by that association can be accepted for use of the City's facilities. Note: The Park and Recreation Commission has the authority to review the number of fields that are beinKrequested by the association. The final determination will be made by the Park and Recreation Commission based on need for the association. Acknowledgment lof the groups .as providers of their respective sport offerings. As part of this, the City does not offer programs in these areas, but refers resident to these organizations. 2.3. Youth atW.etic associations are valued partners to the City in providing organized recreational opportunities. Consequently, serious conflicts arising within or between associations and resident groups that threaten the quality of those recreational. opportunities are of concern to the City. I 2.4. Barring a legal imperative to the contrary, the City's role in resolving such conflicts i~ limited to encouraging the association board and party in conflict to work thro~gh the problem, according to existing by-laws, with staff representaltives providing facilitation and information, as needed. 3. The association will be discussing this at their November and December meeting. They will notify the city staff after the December meeting of their decision.
