Adjournment n \;;,Y o u ~q3 ~J CJ\ CITY of ANDOVER PARK AND RECREATION COMMISSION - APRIL 15, 1993 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jeff Kieffer on April 15, 1993, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Mike Auger, Jim Lindahl, Roger Paulson Darrell DeLarco, David Woods Parks Department, Kevin Starr Others Commissioners absent: Also present: SOFTBALL/BASEBALL SCHEDULE o Chairperson Kieffer stated he talked with both Al Grabowski, Andover Athletic Association, and Chuck Schmidt, Andover Baseball Association, about the scheduling of the fields at City Hall. It has been agreed that Andover Baseball will use two of the fields on Monday and Wednesday, and two of the fields will be split between ABA and AAA. Tuesday and Thursday the fields will be used by the AAA. The Park Commission agreed, and the majority of the time was then spent in negotiations to schedule the fields to meet the needs of both organizations. Both organizations were concerned about the early start time on the City Hall fields on Mondays and wednesdays because Federal-Hoffman has them until 5:30 p.m., and often they run over time. The Commission noted they will inform Federal-Hoffman of the time constraints so they are aware they must leave the field as close to 5:30 as possible. If there is a problem, the Associations should contact the Park Commission. The following schedule was agreed to: Citv Hall Fields: o Monday/Wednesday Field 1: ABA - 5:45 p.m. to AAA - 7:15 p.m. to Field 2: AAA - 5:45 p.m. to ABA - 7:00 p.m. to Field 3: ABA - all evening Field 4: ABA - all evening * Beginning times for games on Fields 1 and 2 will start 15 minutes later starting 6/14/93. ** Until May 17, ABA may begin games on Fields 1 and 2 at any time as AAA does not begin games until then. 7:15 dark 7:00 dark p.m. p.m. Tuesday/Thursday Fields 1-4: AAA - all evening , '\ ,-_J u Andover Park and Recreation Commission Meeting Minutes - April 15, 1993 '\ Page 2 ~ (Softball/Baseball Schedule, Continued) ABA Fields: Monday/wednesday Hawk Ridge Strootman Hills of Bunker Lake Tuesday/Thursday Terrace Hidden Creek Rose prairie Knoll Hills of Bunker Lake Wild Iris Timber Trails AAA Fields: Monday/Wednesday Northwoods Hidden Creek Rose Terrace Tuesday/Thursday Northwoods Red Oaks Green Acres Additional AAA Practice Fields until Mav 17 - After Mav 17 they become free fields: . '\ ) Monday/Wednesday Green Acres Pine Hills Timber Trails Friday/Saturday/Sunday - all fields open to practice. Coaches will be told to limit practices to 1 1/2 hours. Curt Fenske, Anoka-Ramsev-Andover Fastpitch Association - stated they have about 70 girls in the program, one-third of them from Andover. They play every night whenever they can get fields. They would like one field one night a week in Andover. It was agreed to schedule the group for the following: wednesday Wild Iris Randv Discher, Constance Free Church - asked for a field for their adult men's league on Tuesdays at 7 o'clock. It was agreed to schedule the group for the following: Tuesday pine Hills " 13-vear-old Travelinq Baseball Association - The Commission agreed to schedule the following: / Tuesday Strootman, 5 p.m. to dark '. \ J ,~~ Andover Park and Recreation Commission Meeting Minutes - April 15, 1993 Page 3 / (Softball/Baseball Schedule, Continued) Mr. Grabowski and Mr. Schmidt requested the following tournament dates in addition to those approved on April 1, 1993: Andover Athletic Association fundraiser: June 26 and 27 Andover Athletic Association fundraiser: July 9, 10 and 11 Andover Baseball Association pre-season tournament: May 15 and 16 Andover Baseball Association year-end tournament: July 24 and 25 In addition, the Commission asked that Staff prepare a confirmation letter that can be given to the coaches of the teams indicating the field they are scheduled to play. Representatives of both Associations said they would pick up the letters for their coaches by next Thursday, April 22, 1993. Chairperson Kieffer asked for a motion to approve the tournaments requested by the Andover Athletic Association and the Andover Baseball Association. , ) MOTION by Paulson, Seconded by Anderson, to so move. Motion carried on a 5-Yes, 2-Absent (DeLarco, Woods) vote. Chairperson Kieffer asked for a motion to approve the scheduling of the fields for the regular season plus practice fields for the 1993 season. MOTION by Anderson, Seconded by Paulson, to so move. Motion carried on a 5-Yes, 2-Absent (DeLarco, Woods) vote. CHAIRMAN'S REPORT Mr. Starr stated the ground has been too wet to begin maintenance. He hoped to have more to report in two weeks, including a cost per field. The Commission agreed to meet on site at the Pleasant Oaks park at 7 p.m. on their next meeting date, May 6, 1993. Chairperson Kieffer asked when the trees will be available to plant. He told the 4-H Club working in Strootman Park that they could have about 100 trees to plant. Mr. Starr stated he will set them up, noting trees should be available for the April 24 Recycling Day. Chairperson Kieffer suggested the Staff have the Adopt-A-Park application printed on official City letterhead and allow individuals or groups to make application for that program. The Commission suggested an article be placed in the Andover Express. Commissioner Auger agreed to write that article. \ J The Commission requested updates on the Park Dedication fund. ) , , . MOTION by Anderson, Seconded by Paulson, to accept the Minutes as written. Motion carried on a 3-Yes, 2-Present (Auger, Lindquist), 2- Absent (DeLarco, Woods) vote. Mr. Starr introduced Tom Johnson, a new Public Works employee, whose time will be split between parks and streets. Dave O'Toole, Andover Recreational Development Association, asked if a public hearing is needed on the grading plans for the Field of Dreams, City Hall Park Complex #2. The Commission asked Staff to research whether one is needed and which Commission would hold it. Mr. Grabowski asked about the placing of satellites in the parks. Mr. Starr asked for the list of parks in which they will be located as agreed to by both the AAA and ABA. He assumed they would be in place \ during the months of May, June and July. , / MOTION by Anderson, Seconded by Paulson, to adjourn. Motion carried on a 5-Yes, 2-Absent (DeLarco, Woods) vote.
