I i I I I I I i i \ i ------- PARK AND RECREATION COMMISSION MEETING - SEPTEMBER 18, 2008 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Masloski on September 18, 2008, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Dan Masloski, Jeremy Boyer, Ted Butler, Bill Hupp, Tony Kowalewski, Vice Chair Jim Lindahl, and Peggy Scott. Commissioners Albsent: None. Also Present: Assistant Public Works Director, Todd Haas. RESIDENT FORUM There were no co:tnments at this time. Motion by Scott, ~econded by Lindahl, to close the resident forum. Motion carried on a 7-ayes, O-nays, O-~bsent vote. APPROVAL OF~INUTES , i There were no ch~ges. Motion by Butlerl seconded by Kowalewski, to approve the September 4, 2008 Park Commission miml1tes as presented. Motion carried on a 6-ayes, O-nays, I-present (Masloski) O-absent vote. DISCUSS IRRI~ATION OF PARKS/07-38, CONT. i Mr. Haas explaintd that there were three parks added to the list and feasibility study should be done ori each park. He thought they should review and rank the parks the Commission wants to do and then bring forward to the Council for approval. Chair Masloski asked if the feasibility study will be done in-house or contracted out. Mr. Haas indicated it would be done in-house to save money. Regular Andover Park & Recreation Commission Meeting Minutes - September 18, 2008 Page 2 Commissioner Hupp stated he stopped by the parks today and felt only one or two of these would be potentially useful for irrigation. He stated he went to Timber Trails Park and it virtually has one soccer field that looks really nice with lush grass growth. He also looked at Fox Meadows Park and they have a lot of area to put full size soccer fields and is all pretty well graded but very sandy. It is the type of park that would necessitate irrigation more so than Timber River Park. He stated he also looked at Hidden Creek North Park and is another good park he would suggest for irrigation. Commissioner Lindahl indicated Hidden Creek North Park was already irrigated on the city water system. Commissioner Hupp stated he also looked at Andover Lions Park and that has one small baseball field so he was thinking that instead of doing a feasibility study maybe they should run it by the Commission to see if any park would necessitate these kind of improvements. Chair Masloski stated they should see what the feasibility is on the projects before they start eliminating parks. Commissioner Butler stated he felt Wild Iris Park and Fox Meadows Park are good candidates because of the soccer fields. He thought if they were going to do the feasibility study first and then rank them works just as well. Motion by Lindalill, seconded by Butler, to have City Staff initiate the feasibility study. Motion carried o~ a 7-ayes, O-nays, O-absent vote. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items. The Commission 'reviewed the Skate Board Park and complaints that have been made regarding it. The:Commission thought the Skate Board Park was a good place for kids to be hanging out at land should remain open to them because there have not been many trouble items. The Commission also thought they should have more garbage cans for trash. CHAIR'S REP~T i Commissioner K~walewski stated there will be a fundraising event on October Sth. It is a Sk run/walk. He ~xplained what the fundraiser is for. Commissioner Butler stated he is on another Commission, Community Education Council, and this is where he discusses some of the park issues with other municipal park directors in the area and one of the things that came up at the beginning of the school year is that other cities are having the same kind of vandalism problems Andover is having in ----.------ ---- Regular Andover Park & Recreation Commission Meeting Minutes - September 18, 2008 Page 3 the parks. The Community Ed. Department in the School District won a couple of awards this year. He recognized the groups that won the awards. Commissioner Hupp stated Crooked Lake Landing looks really nice with the new pavilion and it lights up very well. He stated he also drove by Prairie Knoll Park and they are getting very good usage of those facilities with the vending area. He thought they should take a look at Prairie Knoll Park with the different associations for utilizing the park more. He also noted the high school hockey team is going to be sponsoring a tournament on September 19th. Consider Park Dedication Requirements/Cardinal Ridge 2nd Addition DATE: November 6, 2008 INTRODUCTION I I This item is to consider the park dedication requirements for the proposed preliminary plat for Cardinal Ridge 2nd Addition. DISCUSSION A copy of the prelirininary plat is in your side pocket of your packet. The location of the proposed development is between Cardinal Ridge and Woodland Crossing near the intersection of 1sih Lane and Linnet Street. The plat is proposed to be developed as a R-4 single-family residential development with standard size lots with municipal sanitary sewer and water. As you know, Woodland Crossing Park is located just to the east of this proposed plat and is easily within walking distance for those planning on moving into the new development. As you may recall, Woodland Crossing Park has a new shelter, basketball court and new playground equipment. ACTION REQUIREP The Park and Redreation Commission is to consider the Cardinal Ridge 2nd Addition preliminary plat and recommend direction as to the park dedication requirements to the City Council. DISCUSSION Attached is letter dated October 6,2008 from Eric Letola of Andover High School with the request. As some of you may know, the City has ownership of the fields but also does have a joint powers agreement regarding the sharing of the fields. Basically the City is responsible for maintaining the 3 fields from June-August and the high school is responsible from September-May. Budaet I moact The estimated cost for the scoreboard, wiring and mounting the scoreboard is about $8000. The school is proposing the city pay half or $4000. If the Park Commission is wanting to move forward, this would have to be paid from the 2009 miscellaneous funds that are set aside each year for these types of projects. ACTION REQqESTED The Park and Recreation Commission are to consider the request of the Andover High School for purchase and installation of a scoreboard for the south field at Eveland Fields. I am writing with a request for assistance with a project we are at~empting to implement. In an effort to get "up to speed" both with what our baseball team already has, and many other softball teams in our conference have, we would like to be able to install a scoreboard for our varsity softball field. Specifically, I am asking 'if the city would make a contribution of approximately half of the cost of the project. The school would come up with the other half. One way of accomplishing this is to have the city pay the bill for the trenching of the electrical wiring and mounting of the scoreboard. This portion would total approximately $4000. The school would then be responsible to pay for the overall cost of the scoreboard with wireless control box, also approximately $4000. The assumption would be that the school team would have possession of the controller during the school year and their season. At the conclusion of their season, they would turn it over to the city for . use during the summer Jjnonths. The deputy made contact with the suspects who admitted throwing garbage from their vehicle. The two occupants were issued citations for littering. 08.14 1804 1810 Wild Iris 08194980 An anonymous caller reported 2 juvenile males and 2 juvenile females who had tipped over a satellite and garbage can at the park. The deputy made contact with the suspects who originally denied involvement and then admitted to doing the damage. The deputy made them right the satellite and pick up the garbage can and little. The regional system currently providing service to the City has adequate capacity to provide service to this area. However, the City has identified local capacity restrictions within its trunk system that provides service to this area, and service through the local system cannot be accommodated without significant costs to the community. As an alternative to serving this area through the existing southern connection point and requiring costly local improvements, this area could be provided service by the proposed Regional Water Reclamation Plant (WRP) in East Bethel. The Update should be revised to identify an area, consistent in size to the System Statement, for future urbanization and wastewater services to the proposed WRP in East Bethel. . The overall dertsity of future development within the City is projected at less than 3 units per acre. lfthe density of future growth is held to 3-5 units per acre the Council's interceptor system has adequate capacity to provide the needed service. Parks (Jan Youngquist 651-602-1029) The Update needs to make a distinction between local trails and regional trails and the approved master plan boundaries for Bunker Hills Regional Park identified on the maps in the City's Update. Minor changes to the comprehensive plan will ensure conformance to the Parks Policy Plan and enhance the clarity of the comprehensive plan, as recommended below: Regional Trails: The Proposed Regional Trails Plan Map (Figure 24) classifies both City and County trails as regional trails. ,In order to be considered a regional trail, it must be identified in the 2030 Regional Parks Policy Plan. The two regional trails in Andover are the Central Anoka County Regional Trail and the Rum River Regional Trail. The following revisions to the Update are recommended to clarify the regional trail~: . Figure 24 shOltld be renamed "Proposed Trails Plan" and the category for "Proposed Regional Trails" should ibe renamed "Proposed Trails." . Under the "Proposed Trails" and "Existing Trails" categories, the classification of "County" trails should b~ changed to "County/Regional" trails. . The Regional Parks and Trails Map (Figure 5.4) states that City designated regional trails are identified on Figure 25 of the Transportation Plan. The notation should be revised to indicate that local trails are identified on Figure 24 ofthe Transportation Plan. . The references to the "7tl1 A venue Regional Trail" should be changed to "Rum River Regional Trail" on page 54 of Chapter 5: Parks and Open Space Plan. . The Central Anoka County Regional Trail will connect Bunker Hills Regional Park to the planned MissiSsippi West Regional Park in Anoka and to the East Anoka County Regional Trail in Ham Lake. This description should be updated on page 54 of Chapter 5: Parks and Open Space Plan. Regional Parks: The boundaries of Bunker Hills Regional Park vary on maps within the City's Update. The Parks and Open Space Plan indicates that Bunker Hills is a regional park reserve. Bunker Hills is classified as a regional park, rather than a park reserve.
