(612) 755-5100 , PARK AND RECREATION COMMISSION - DECEMBER 1, 1994 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Torn Anderson on December 1, 1994, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Dave Erickson, Jim Lindahl, Dave O'Tooler Roger Paulson Jeff Kieffer Assistant City Engineer, Todd Haas Others Commissioner absent: Also present: APPROVAL OF MINUTES November 17, 1994: Correct as written. / '\ ,-.-J MOTION by O'Toole, Seconded by Lindahl, that the Minutes from November 17 be approved. Motion carried on a 5-Yes, 1-Absent (Kieffer) vote. CITY HALL PARK COMPLEX #1/IP94-1/LIGHTING The Commission explained the question is whether there is a need to light two softball fields at the City Hall Park Complex #1. It is not known whether there are enough funds to light the Field of Dreams fields without the passage of a bond. Mr. Haas also noted there are quite a few unknown Park Board costs with the Field of Dreams project because it has not yet been finalized. In any event, the decision is whether to spend approximately $60,000 to light two existing fields or hold that money for the Field of Dreams project. The proposed bond issue in the spring will include lighting the fields at the new complex. Commissioner O'Toole stated he was told by Kevin Starr, Parks Dpartment, that the fields in the next complex probably will not be ready to use this next season, as he wants to be sure the sod takes well before allowing them to be used. ~J Chuck Schmidt, Andover Baseball, and Al Grabowski, Andover Athletic Association, noted they would be able to play an additional eight games per week with two lighted fields at Complex #1, that is doubling their usage of those fields, which would help them tremendously. Both organizations have experienced a 10+ percent growth per year, plus they have lost the field behind the school. Mr. Grabowski stated he would not have had enough fields last year if Anoka would not have allowed him to use their fields. Both felt the investment to light the fields at Complex #1 would be money well spent. With increasing development in the City, the Commission also envisioned the organizations outgrowing even the Field of Dreams site, so lights will be needed on the Complex #1 fields as well. Plus these fields could be used as backups to the Field of Dreams fields. \. ) \.~ Regular Andover Park and Recreation Commission Meeting Minutes - December 1, 1994 Page 2 / (City Hall Park Complex #1/IP94-1/Lights, Continued) Mr. Haas advised the Commission should then recommend to the City Council proceeding with the lighting of two softball fields at the City Hall Complex #1 site, Fields 2 and 4, and recommend that Wunderlich- Malec Engineering, Inc. prepare the plans and specifications. MOTION by Erickson, Seconded by Paulson, to so move. Motion carried on as-Yes, 1-Absent (Kieffer) vote. USER FEES The Commission reviewed the user fees used by the Cities of Anoka, Blaine and Coon Rapids, noting Coon Rapids does not charge any fees for any of the youth leagues. Though there are few adult leagues in the City at this time, it was generally felt that the demand will increase once the Field of Dreams is completed. Ai Grabowski, Andover Athletic Association, advised that neither Ramsey nor Anoka charges youth. Both he and Chuck Schmidt, Andover Baseball, stated they would be willing to pay some small fee to cover the operating costs of lighting the ball fields. The tendency of the Commissioners was not to charge a fee to the youth organizations, though it was noted there will be an increased / cost to the City for lighted fields. Mr. Haas was asked to determine the cost per hour to light each field and have that information available for the next meeting. It was agreed to discuss a fee for softball/baseball youth further once those usage costs are known, and to continue the discussion of fees for usage of the ball fields until the next meeting. In discussing a fee for usage of the ice rinks, it was noted there are adult leagues scheduling time on them now. The City incurs costs for lighting the ice rinks and for warming house attendants. The Commission generally agreed with the fees set by Coon Rapids but did not wish to charge the youth organizations at this time. MOTION by Lindahl, Seconded by Paulson, to recommend to the City Council that we go with a season fee of $50 per team, per season, including practices and $10 additional per player non-resident fee on the winter rink sports except for youth. Motion carried on as-Yes, 1-Absent (Kieffer) vote. For special uses of the ice rinks, the Commission agreed to adopt a fee similar to Blaine's. MOTION by O'Toole, Seconded by Paulson, that for special uses of the ice rinks, a fee of $25 per day without lights and $12 per hour with lights be set for special use cases.
