(612) 755-5100 PARK AND RECREATION COMMISSION - NOVEMBER 17, 1994 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Tom Anderson on November 17, 1994, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. commissioners present: Commissioner absent: Also present: Jim Lindahl, Jeff Kieffer, Dave O'Toole Dave Erickson, Roger Paulson Parks Department Supervisor, Kevin Starr Assistant City Engineer, Todd Haas . Others The Commission agreed to address Item 5, Approve 1994-1995 Hockey Schedule, before Item 4, Dave Harris Sketch Plan, because there were a number of people present for the hockey schedule. APPROVAL OF MINUTES ~J November 3, 1994: Correct as written. MOTION by Kieffer, Seconded by O'Toole, to approve the Minutes from November 3. Motion carried on a 4-Yes, 2-Absent (Erickson, Paulson) vote. APPROVE 1994-1995 HOCKEY SCHEDULE Mr. Haas reviewed the proposed 1994-1995 use of the hockey rinks at City Hallr Hawkridge and Crooked Lake School. One group did not indicate which evening they wanted nor which rink. A gentleman representing the men's boot hockey stated they would like Thursday evenings at City Hall. Mr. Haas agreed. He also noted there was one request for the use of a rink on Sunday, December 11, for broomball which has no conflict with other requests. Mr. Haas also noted the Commission had discussed a users fee for the use of the fields and rinks. He wanted the hockey groups to be aware that once the amount of the fee is determined, each group will be required to pay that fee. That discussion will be on the Commission's December 1 Agenda, and it is anticipated the various groups will be notified of the fee around the first of the year. In addition, each group must submit a team roster to the City. c) MOTION by Kieffer, Seconded by Lindahl, to approve the 1994-1995 Andover Hockey Rink Schedule with the addition of Thursday Night Men's Boot Hockey at City Hall. Motion carried on a 4-Yes, 2-Absent (Erickson, Paulson) vote. Mr. Starr announced they will begin making ice on the skating rinks the Sunday after Thanksgiving, anticipating the warming houses can be opened for the Christmas vacation. " ) .:) / Regular Andover Park and Recreation Commission Meeting Minutes - November 17, 1994 Page 2 DAVE HARRIS SKETCH PLAN In viewing the sketch plan of the proposed development of Dave Harris off University Avenue of approximately 70 acres, Mr. Haas pointed out the Comprehensive Plan does not call for any parks in that vicinity. The Ham Lake complex is about two miles to the east, and it is near Prairie Knoll park to the west. The Commission agreed there is no need for park land in that area and recommended cash be taken in lieu of land for park dedication. CITY HALL PARK COMPLEX Il/IP94-1/LIGHTING Commissioner 0' Toole reported the president of the Andover Athletic Association is unable to attend the meeting, but the group does want to see lights installed at Complex #1. Mr. Starr also noted a gentleman has inquired about the poles that the City has. He is willing to purchase all of them; however, if some will be used for lighting Complex #1, he would purchase the excess poles. Commissioner O'Toole thought it would require 12 poles to light two fields, and the City has about 26 of them. / MOTION by Kieffer, Seconded by Lindahl, to table this item until the next meeting and re-invite the athletic associations, giving them ample notice for the next meeting. Motion carried on a 4-Yes, 2-Absent (Erickson, Paulson) vote. OTHER BUSINESS Field usage fees - Commissioner Kieffer felt some issues to be addressed are the City's costs for maintenance of the various sports fields, whether different fees should be set for the different sports, and at what point will those fees be paid. Mr. Starr stated last winter he provided the Commission with information on what other cities charge. He will provide the Commission with that data again for the next meeting. Vandals in Fox Meadows Park - Mr. Starr reported there is a concern with vandals in the Fox Meadows Park. A neighbor sees young people in the park often and has called the police. There is no security light, but this neighbor does not want one because it would shine in his window. The neighbor would like a fence to prevent cars from corning into the park after hours. The Commission expressed concern over the vandals and the safety concerns with snowmobiles racing through the park when children are on the sliding hill. A suggestion was to install a security light that is directed toward the Torn Thumb area so it doesn't disturb the neighbors. Because it is late in the year, it was noted that no lighting could be installed this year; but it was suggested the item be reviewed in the spring. Trees - Mr. Starr stated he has access to some 15- to 18-foot blue spruce trees from the property being cleared for the new middle school, ) / ) Regular Andover Park and Recreation Commission Meeting Minutes - November 17, 1994 Page 3 (Other Business, Continued) plus he is able to use the county spade to move the smaller trees. However, he would like to hire a contractor to move the bigger evergreens to the Field of Dreams site. He has met with TKDA as to where the trees should be located and has found a contractor who will move them for $95 per tree. The problem is the limited time in which the trees can be moved because of the weather. The Commission appreciated the trees from the school district and the reasonable cost to move them. MOTION by Lindahl, Seconded by O'Toole, that we approve up to $3,000, not to exceed without further approval, for moving of trees, funds to come from Park Dedication. Motion carried on a 4- Yes, 2-Absent (Erickson, Paulson) vote. Field of Dreams update - Commissioner O'Toole stated the discussion of those who volunteered to sod the fields was to have a contest to name the field, as "Field of Dreams" was just a project name. The Commission felt it would be good community involvement to have the contest through the schools and businesses. Commissioner O'Toole stated the Andover Recreational Development Association will try to organize that contest. He also noted the sodding has been completed, but the quality of the sod was very poor. Both TKDA and the City Administrator are aware of the problems, and some dollars will be held back until those problems are resolved. Mr. Starr stated the fencing around the fields is almost completed, though the backstops will not be put in until next spring after the grass has rooted.
