(612) 755-5100 PARK AND RECREATION COMMISSION - AUGUST 18, 1994 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Darrell DeLarco on August 18, 1994, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Dave Erickson, Jeff Kieffer, Dave O'Toole, Roger Paulson (arrived at 7:45 p.m. ) Jim Lindahl Parks Department Supervisor, Kevin Starr Assistant City Engineer, Todd Haas Others Commissioner absent: Also present: RESIDENT FORUM , '\ I / Ron Nelson, 1767 132nd Avenue NW, Coon Rapids - read a letter on behalf of the players of the 1994 Andover Blue Jays T-Ball team. On July 14, five-year-old Brian Sorenson, son of their coach, was killed in a car accident on their way home from vacation. Mr. Nelson shared his experience with the coach and little Brian throughout the season, noting Brian exemplified the qualities of playing hard and having fun. They are requesting the Park Board dedicate one of the ball fields to Brian and name it in his honor so that all children will be reminded of this model. The Park Board agreed with the proposal, and asked Mr. Starr to have a nice sign prepared. They also felt it would be appropriate to place an article in the newsletter about this dedication, with the dedication to be done with the family and the other members of the team. Al Grabowski, Andover Athletic Association, stated the Association is willing to contribute to the sign. Mr. Nelson also agreed to prepare a letter for the City's files on the request and the reasons for it. MOTION by Kieffer, Seconded by Anderson, to dedicate Field #4 to Brian Sorenson for his dedication and loyalty to the sports. Motion carried on a 6-Yes, 2-Absent (Lindahl, Paulson) vote. (Commissioner Paulson arrived at this time, 7:45 p.m.) APPROVAL OF MINUTES ,- '\ '-- / July 21, 1994: Correct as written. MOTION by Kieffer, Seconded by Erickson, to approve the Minutes as written for July 21, 1994. Motion carried on a 4-Yes, 2-Present (Anderson, Paulson), 1-Absent (Lindahl) vote. o o .0 I I Regular Andover Park and Recreation Commission Meeting Minutes - August 18, 1994 Page 2 PRESENTATION - MODEL OF CITY HALL PARK COMPLEX #2 Conunissioner 0' Toole reported the presentation was done at the City Council meeting this past Tuesday, August 16. The model will be used at various events to promote conununity involvement and for fundraising. Mr. Haas reported the bids for grading the park will be opened on September 9, and the Economic Development Authority is scheduled to approve them on September 12. The contractor will then have to begin work within ten days. The building site area will be done first so construction can begin on the building right away. FOX WOODS PARK DEDICATION Mr. Haas reported the developer understands the Conunission's position to order an appraisal on the property. He asked how the Conunission wants him to proceed after receiving the appraisal. The Conunission understood property has been selling for about $10,000 an acre in this area. They assumed the appraisal would also be in that range. o CHAIRMAN'S REPORT Hills of Bunker Lake 5th Ball Field - Mr. Haas explained the park will be graded, the top soil replaced and seeded. Constructing a ball field is one of the items being looked at for a park bond referendum, as well as the trail system along the railroad tracks to Coon Creek. The Conunission noted the discussion was to construct a baseball field at that location. Lighting Fields at City Hall Fields - Discussion was on whether bids should be taken again to light the ball fields at the City Hall site since it appears the fields at the Field of Dreams will not be used next year. Some felt it would be a good idea to light the fields, as they will always be used even with the addition of the Field of Dreams. Others questioned the wisdom of lighting these fields if the new complex will be lighted, that the park funds would be better used in the Field of Dreams project. Though there was no consensus on the lighting, it was agreed to rebid the project to get a cost estimate. MOTION by O'Toole, Seconded by Paulson, that we put out for bids on two ball fields at City Hall for lighting, Fields 2 and 4. Motion carried on a 6-Yes, l-Absent (Lindahl) vote. Guest Speaker on ADA Requirements - Mr. Starr asked if the Conunission would like to have someone come out to explain the ADA requirements that the City will need to meet by 1996. The Conunission agreed and asked that it be placed on the September I, 1994, agenda. o Field of Dreams Project Manager - Conunissioner O'Toole noted Laura Houwman of Houwman Design donated her time and architectural expertise to the design of the concession stand/storage building for the Field of Dreams. They need a project manager and have been unable to find one. ,", , ) '-- () () Regular Andover Park and Recreation Commission Meeting Minutes - August 18, 1994 Page 3 (Chairman's Report, Continued) It is a matter of coordinating the volunteer labor, donated materials, etc. Ms. Houwrnan has agreed to continue donating her architectural expertise, but has offered her services as project manager at about one- half of the cost, that is $45 per hour. Is the Commission interested? Mr. Haas stated he talked to the City Administrator about this, and he would like to give it further thought before making the commitment for a project manager. Chairperson DeLarco agreed, feeling the position should be made available to others as well, possibly placing an advertisement for it. The Commission agreed to wait for Staff input on the matter. Paved Path at Hills of Bunker Lake Park - Chairperson DeLarco noted the request of James Thacher, 14034 Drake Street, at the last meeting for a pathway to the park. Mr. Starr stated they will be putting in an ag lime path this fall and blacktop it in the spring. He also noted that four blacktop paths were put in last week. Bond Issue Items - Mr. Starr stated the Commission does have a list of items proposed for the bond issue that should be reviewed. The Commission asked for new copies of that list, with a discussion to begin at the September 1, 1994, meeting. C) Financial Updates - The Commission asked that they receive a copy of the current budget and park dedication fund at least every quarter. Mr. Haas agreed, stating he will see that they have one for their next meeting. MOTION by Anderson, Seconded by Kieffer, to adjourn. Motion carried on a 6-Yes, 1-Absent (Lindahl) vote.
