HomeMy WebLinkAboutMay 19, 1994 u () ~ to 1001q~ ~J ~ CITY of ANDOVER PARK AND RECREATION COMMISSION - MAY 19, 1994 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Darrell DeLarco on May 17, 1994, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Dave Erickson, Jim Lindahl, Dave O'Toole, Roger Paulson Jeff Kieffer Others Corr~issioner absent: Also present: RESIDENT FORUM o Richard Waqner, 1735 148th Lane - was concerned about the walkway from 148th to Andover Elementary School. He understood the Park and Recreation Commission is responsible for putting up fencing and tarring it. As it is now, many children use it every day to and from school, but they also walk across his yard and those of his neighbors. In the process, lighting, shrubs, etc., are being destroyed. When he purchased his lot, he was told by the seller that the City would be paving and fencing the walkway. The Assistant City Engineer, Todd Haas, is talking to Frank Stone, Public Works, about tarring; but he was told by Mr. Haas to corne to the Commission about the fencing. The Commission noted they are not responsible for that walkway. Generally they do not put up fencing around walkways, but they would be willing to pursue the tarring of the path with City Staff. It was also suggested the City Building Official be informed that the builder has mislead the people when selling the lots. Chairperson DeLarco stated he will call Mr. Haas and have him follow through on whatever the City can do to help. will Strootman, 4907 Merrvstone Lane - is a senior at Anoka Senior High. For his Social Studies project, they must do a project to better their community. He and his group are proposing to make a woodchip trail through the park ground along the river in Strootman Park, the park which was named after his father. He provided a sketch of the proposed trail. He chose the highest spots closest to the river so it will not get flooded. The path would be three to four feet wide, about 262 to 275 yards long. The consensus of the Commission was the proposal is a good idea. Chairperson DeLarco stated he will talk with Mr. Haas to be sure there is no problem and make arrangements for Staff to meet Mr. Strootman on site. :J APPROVAL OF MINUTES May 5, 1994: Correct as written. , \ ,-) , , , I \. Motion carried on a 5-Yes, I-Present (Lindahl), I-Absent (Kieffer) vote. RUM RIVER CENTRAL REGIONAL PARK DISCUSSION Jack Mauritz, speaking for the Anoka County Parks Department, explained he was hired to help the Department with their park planning. One of the first jobs is to look at the Rum River Central Regional Park and to revise the master plan. When the plan was first written in 1975, it included a considerable amount of land east of the river. That land has not been purchased; and the proposal is that because the park already consists of 425 acres in county ownership, that the additional property is not needed. It is felt the current acreage will adequately provide for all of the functions they want this park to provide. Mr. Mauritz then reviewed the proposal to construct family camping, some with electricity provided, bathroom and shower facilities, canoe camping, picnic areas, a substantial trail network, plus an access for boats and canoes. Anoka County has found that large group picnic areas are at a '\ premium and that more of these areas need to be provided. Also, there \j are few camp grounds in Anoka County; and those are full every weekend. The Commissioners agreed with the proposal as presented, including the deletion of the land east of the river. They also noted the City's regional park in that vicinity, Kelsey-Round Lake park, which will be developed as a natural-type park. Discussion was also that the Rum River is a natural canoeing river and that the park location is the central stopping point when canoeing from St. Francis to Anoka. It was suggested consideration be given to providing a shuttle service from Anoka for the canoeists. Mr. Mauritz stated he will come back to the Commission once the plan is rewritten, hopefully by the end of the summer. CHAIRMAN'S REPORT Anoka Football Booster Club - Chairperson DeLarco stated the Football Boosters will be cleaning parks and planting trees in Andover this Saturday, and Public Works will take care of the transportation. User Fees for Athletic Fields - The Commission agreed the discussion for user fees for the athletic fields should be placed on next agenda. They also asked that Mr. Haas and Mr. Starr be present for that discussion. \ , / Update on EDA Action Commissioner O'Toole noted the Economic Development Authority approved the project to grade the Field of Dreams area, using the excess dirt to correct the lots in the Andover Commercial Park and hauling the topsoil from the commercial lots to the Field of Dreams. Mayor McKelvey thought if the sprinkling system can be installed, the ball fields will be sodded rather than planted with seed. There are volunteers to install the sprinkler system. , , I . \. ,J " I Regular Park and Recreation Commission Meeting Minutes - May 19, 1994 Page 3 (Chairman's Report, Continued) Commissioner Paulson stated he would volunteer to get the trencher to install the lines. The Commission also felt the backstops should be installed, and permanent fencing should be put around the fields right away so the snowmobiles won't tear it up in the winter. Chairperson DeLarco suggested the Commission ask the City Council to request TKDA to layout what is needed from the irrigation and sprinkling system standpoint and a water source for the Field of Dreams site. MOTION by Paulson, Seconded by Lindahl, to so move. Motion carried on a 6-Yes, I-Absent (Kieffer) vote. MOTION by Anderson, Seconded by Paulson, to adjourn.
