Adjournment G) :) o o o u ~ CITY of ANDOVER PARK AND RECREATION COMMISSION - JANUARY 20, 1994 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Darrell DeLarco on January 20, 1994, 7:30 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Dave Erickson, Jeff Kieffer, Jim Lindahl (arrived at 7:35 p.m.), Dave O'Toole, Roger Paulson Tom Anderson Park Department Supervisor, Kevin Starr Others Commissioners absent: Also present: APPROVAL OF MINUTES December 16, 1993: Correct as written. MOTION by O'Toole, Seconded by Kieffer, approval of the Minutes. Motion carried on a 4-Yes (Erickson, Kieffer, O'Toole, Paulson), 1-Present (DeLarco), 2-Absent (Anderson, Lindahl) vote. APPROVE APPLICATION/REVISED HOCKEY SCHEDULE Mr. Starr stated the St. Francis ice time at the Hawk Ridge Park. Anoka hockey organization to use Hockey Association is asking for more He is also expecting a call from an the Crooked Lake rink. The Commission discussion centered around the number of Andover youth in those leagues requesting ice and field time in Andover. Right now there is no problem with hockey, but it may be in the future; and it is a problem with fields for the summer sports. It was suggested the Commission look into charging a team usage fee to the sports leagues to use the fields, with a higher fee charged for non-resident teams. (Commissioner Lindahl arrived at this time; 7:35 p.m.) It was agreed to gather information during the coming year with the intent to institute a team usage fee for fields starting at the beginning of 1995. They asked that team rosters be provided from the various leagues, hockey, softball, baseball, soccer, for the Commission to determine the percent of non-resident players. Staff was also asked to poll other cities for their fee schedules. The intended use of the fees would be for the maintenance of the fields. MOTION by Kieffer, Seconded by O'Toole, to approve the scheduling of the St. Francis Hockey Association for the 1993-1994 season being Monday through Thursday at Hawk Ridge from 6 to 8 p.m. , \ \..j ~-.J Andover Park and Recreation Commission Meeting Minutes - January 20, 1994 Page 2 ) FOX WOODS SKETCH PLAN The Commission reviewed the sketch plan of the proposed Fox Woods plat being developed by Gorham Builders. It consists of 73 single-family urban lots and is located south of Oak Bluff. Because of the large park in Oak Bluff which would abut this plat, the Commission generally agreed to accept cash in lieu of land for park dedication. CITY HALL PARK COMPLEX, LIGHTING Commissioner O'Toole explained Craig Gallop, Musco Lighting, and Frank Stone, Public Works Superintendent, viewed the fields at the City Hall complex with regard to the lighting of the softball and soccer fields. Musco has quoted a price of $12,327 per field. The recommendation is that Ballfield 3 be lighted rather than Field 1 because of the power lines. Because the hope is to have the lights installed for the summer season, he asked what needs to be done next to continue the process. It takes 30 days from the order date to receive the fixtures. The intent is to use as much volunteer help as possible to reduce the cost. Mr. Gallop also recommended specifications be done for the size of wiring and layout to ensure the voltage drop is not greater than 3 percent throughout the system. ) MOTION by Kieffer, Seconded by Paulson, to investigate this to the amount not to exceed $25,000. Ask the Council for their approval; and to light one softball and one soccer field. DISCUSSION: It was suggested it may be more economical to do all four fields at one time. Commissioner O'Toole felt the spec sheet and wire sizing could be done by an electrical engineer for $1,000 to $1,500. After further discussion, it was agreed to bid two fields with an alternative for doing all four if that is what the Commission chooses after receiving the bids. Commissioner Kieffer Changed the Motion to: Go out for bids to include the lighting of one soccer field and one softball field with an alternate bid of lighting three ball fields and one soccer field. Also for us to not exceed $2,000 to get the specs drawn up, recommending that they be done by Wunderlick-Malec Engineering. Second Stands. Motion carried on a 6-Yes, 1-Absent (Anderson) vote. CHAIRPERSON'S REPORT Recognition of Past-Chaperson Jeff Kieffer - Chairperson DeLarco thanked Commissioner Kieffer for serving as Chair of the Commission for the past three years. The Commission also welcomed Dave Erickson as a new member. , \ ) Current Budget - Chairperson DeLarco asked that they be provided with an updated budget for the next meeting. '. J \ ,~ Andover Park and Recreation Commission Meeting Minutes - January 20, 1994 Page 3 (Chairperson's Report, Continued) Bridge over Coon Creek/Hills of Coon Creek Plat The Commission suggested that if the bridge across Coon Creek in the proposed Hills of Coon Creek plat is to be dedicated to the City, the Engineer or Public Works should inspect it first to see that it is in good condition and that the City is not incurring any liability. Otherwise the bridge should be removed before accepting the park land dedication. MOTION by Paulson, Seconded by Kieffer, to adjourn. Motion carried on a 6-Yes, 1-Absent (Anderson) vote.
