Subject: Item 4: Discuss Irrigation of Parks/O7-38

INTRODUCTION
This item is to continue discussing which parks should be irrigated as part of a
plan for over the next 5 years or so.
DISCUSSION
As you may recall from the last meeting, cit staff was requested to reconsider
removing Rose Park and Hawkridge Park due the possibility that each of them
could be reconstructed within the next few years and find a couple other potential
candidates that would make sense to do. So with that the parks that are
potential candidates based on the parks maintenance department
recommendation (in no particular order) is as follows:
. Wild Iris Park (currently has 1 ball field - the park was reconstructed a few
years ago)
. Andover Lions Park (currently has 1 ball field - relatively a newer park -
mid 1990's)
. Hills of Bunker Lake West Park (currently has 1 ball field - no plans at this
point to reconstruct the park)
. Timber Trails Park (currently has 1 ball field and one soccer field - there
are no plans at this point to reconstruct the park)
. Fox Meadows Park (currently being used as a soccer field-the field can be
used as one large field or a 2 smaller fields which has been done in the
past by the soccer associations)
. Oak Bluff Park (currently has 1 soccer field - there are no plans at this
point to reconstruct the park)
If the Park Commission agrees with the staffs recommendation, we would
request the Commission to make a motion to move forward with preparing a
feasibility study that will address the following items for each of the parks: the
cost of well, pumps, controls, electric service, irrigation system, etc.

ACTION REQUESTED
The Park and Recreation Commission is requested to consider the park priorities
that have been provided for irrigating of parks and make a motion recommending
that a feasibility study be prepared addressing the costs for improvements for
each of the parks.

COMPLETED PROJECTS-
ON-GOING PROJECTS -
. Develoo Site Plans for all existing parks which indicates the facilities available. (On-Going).
. Andover Station North Ball Field Facility (oroDertv south of the old landfill) - Things are
moving along. The indoor electrical work is going on as we speak and should be done soon. There
are some items that still need to be done including getting the building sprinkled, the concession
area done and the bathrooms completed. Again as a reminder, the publiC works personal may be
doing some of the other work over the winter months so that the building will be open for spring
baseball season.
. Uodate of Park Dedication Imorovement Fund Quarterlv Reoort.- Next quarterly report is due in
October.
. Uodate of Quarterlv Sheriff's DeDartment Reoort on Park Patrol & Vandalism - Next quarterly
report is due in October.
. Comorehensive Plan (Park & ODen Soace Chaoter) - This is where we are at with the
comprehensive plan. The 6-month period for the adjoining cities and other local governmental
agencies to review and make comments about the plan has expired. The city staff has reviewed the
comments from some of the those agencies but prior to making any suggested changes to the plan,
the comprehensive plan has been forwarded to the Metropolitan Council for their review and
comments. Once the city receives comments from Metro Council, if any comments regarding the
parks chapter of the comp plan are made, we will forward those comments to the Commission for
your review. Metro Council now has 120 days to make comments.
. Sunshine Park Irriaation Well- Well this is where we are at with the well. The electrical work is
just finishing up and there is a possibility that the well may start pumping to the irrigation lines by the
end of this week. Any questions regarding this, feel free to contact Dave Berkowitz, City Engineer, at
763-767-5133.
. Oak Bluff Park - The security light has been ordered with Connexus Energy. The cost of the light
is $2721.00. The light will be install within the next couple weeks

. Skateboard Task Force - Hupp/Kowalewski
Commissioners Hupp and Kowalewski will lead the discussion and give an update as to where they are at
with the skate park and the donation situation. As a reminder, the equipment will be removed around
October 13th.
