HomeMy WebLinkAboutSeptember 7, 1995 o o o o o CITY of ANDOVER PARK AND RECREATION COMMISSION - SEPTEMBER 7, 1995 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Torn Anderson on September 7, 1995, 7:04 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Commissioners absent: Also present: APPROVAL OF MINUTES Dave Erickson, Al Grabowski, Jeff Kieffer, Dave O'Toole Jim Lindahl, Roger Paulson Park Coordinator, Todd Haa~ Others August 17, 1995, Regular Meeting: Correct as written. MOTION by Kieffer, Seconded by Grabowski, to approve the August 17 Minutes. Motion carried on a 5-Yes, 2-Absent (Lindahl, Paulson) vote. TERRACE PARK DISCUSSION Mr. Haas reported Staff has received a petition from the Woodland Terrace area property owners expressing concern with the exi~ting play equipment on the north and south parks. The equipment is set up for 5 to 12 year olds, and there are a number of younger children and day cares in the neighborhood. He met with Lisa Wanous regarding the type of equipment they would like to see. The equipment would corne to about $5,700 plus sand, timbers and installation. Lisa Wanous - stated within two blocks of their house there are 13 children under the age of five plus three day care facilities on one block. She felt it is a very unsafe park for younger children. The slide is 7 feet tall with no platform. There is nothing for the disabled child to do. There is only one swing that a child under two can use. On the north side there is no toddler swing or slide. Also, they would like to see a paved pathway from the north to the south parks. To walk around is about five blocks. It is a relatively short distance through the field, but it is difficult for small children and with a stroller. The Commission noted the cuts made in their capital budget for 1996. They have not yet had an opportunity to review the requests and prioritize them. It is too late to install new equipment yet this fall. For now, they asked the Parks Department to replace the rings with a toddler swing. It was also noted that it may be possible to do some improvements to meet ADA standards if they receive CDBG funding. \- o () Regular Andover Park and Recreation Commission Meeting Minutes - September 7, 1995 (,) Page 2 (Terrace Park Discussion, Continued) One gentleman was pleased to hear that, as he lives a short distance from the park and has a child with special needs. The child is unable to walk, and he would like to see something the child could do while playing with the others. Another person asked if it would be possible to have the slide on the north end replaced as an interim step. The Commission stated the Parks Department will look at that also. They suggested the residents call the City office in February or March to find out what decisions have been made on capital expenditures and park improvements for 1996. APPROVAL OF QUOTES/IP93-7/CITY HALL PARK COMPLEX #2/FENCING \, The Commission tabled the item at the suggestion of Staff. REVISE 1996 PARK CAPITAL IMPROVEMENT BUDGET C) The Commission expressed frustration and disappointment that the 1996 Park Capital budget was reduced to $25,000, which is $5,000 less than the 1995 budget. Even the 1995 budget was $30,000 less than what had been promised. They felt the time they spent working on the proposed budget was a futile effort and that very little can be done with such limited funds. Mr. Haas also pointed out the Park Board will be receiving an assessment for a street improvement project in Forest Meadows. The Commission thought park dedication funds should be used for park improvements, not to pave streets. Street paving should be budgeted in the General Fund. Besides the updating of park equipment such as Woodland Terrace discussed this evening, there is projected expenses for Kelsey-Round Lake park, the trail system, the completion of City Hall Park Complex #2, etc. After some discussion, the consensus was to have a joint meeting with the City Council to find out the Council'6 position on park development. They asked to be provided with updated reports on the parks budget and the park dedication fund account for review at the next meeting and that Staff schedule a joint meeting with the City Council for some time after that. OTHER BUSINESS () Paving of Hawk Ridge Park - Mr. Haas stated the streets are being blacktopped in Hawk Ridge. Is the Commission interested in paving the street to the park while the contractor is in the area? It is estimated to cost $10,000 to $12,000. Because of the budget situation, the Commission did not feel it could justify expending park dedication funds for blacktop. o u "\ j Regular Andover Park and Recreation Commission Meeting Minutes - September 7, 1995 Page 3 \. (Other Business, Continued) Completion of Sprinkling System at Field of Dreams Commissioner O'Toole asked if the installation of the sprinkling system will be completed before winter. He stated there is no black dirt in some areas, humps of dirt over the lines and zones around the fields that have not yet been put in. Mr. Haas stated he has talked to Mr. Erickson about it, who in turn will see that those items are completed. Public Hearing/Park Dedication for Lot Splits - Mr. Haas reported the Planning and Zoning Commission is holding a public hearing on September 12 on whether the park dedication fee for lot splits should be changed.
