INTRODUCTION
This item is in regard to considering which parks should be irrigated as part of a
plan for potentially over the next 5 years or so.
DISCUSSIQN
Everyone on the Park Commission should have already received hard copy of
the Irrigation Well Feasibility Study that identifies the estimated well capacity,
well depth, targeted aquifer, estimated. construction cost and estimated
operations/ maintenance cost for each of the wells for each of the parks that is
being considered for irrigation. Based on discussion at last months joint meeting
between the City Council and City Council, the staff was requested to list the 5
highest priority parks to irrigate. Based on discussion with the Public Works
Parks Maintenance Department, the 5 parks that are recommended to be
considered is as follows:
. Wild Iris Park (park was reconstructed a few years ago)
. Andover Lions Park (relatively a newer park -mid 1990's)
. Rose Park (plans are to possibly reconstruct the park within the next few
years)
. Hawkridge Park (plans are to possibly reconstruct the park within the next
few years)
. Hills of Bunker Lake West Park (no plans at this point to reconstruct the
park)
Note: As you know, Sunshine Park is getting changed over to a separate well
yet this fall and should be operational yet this fall. Shadowbrook East Park will
. be most likely be getting a separate well next year to irrigate the park (currently
the park is being irrigated on municipal water).
Note: If you have misplaced the Irrigation Well Feasibility Study, please let me
know and I can get you a copy.

ACTION REQUESTED
The Park and Recreation Commission is requested to consider the priorities for
irrigating of parks so that these can be reviewed by the City Administrator and
the City Council so that a plan can be put into place to start irrigating some of the
facilities.

Issues list as of 9/2/08
COMPLETED PROJECTS-
. Oak Bluff Park - The playground equipment and restoration has now been installed. If you get a
chance, please stop by the site to take a look for yourself. The parks department crew did a
fantastic job.
ON-GOING PROJECTS -
. DeveloD Site Plans for all existing parks which indicates the facilities available. (On-Going).
. Andover Station North Ball Field Facility (DrODertv south of the old landfill) - There are some
items that still need to be done including getting the building sprinkled and the bathrooms which is a
must before the publiC can use the building. Jim Dickinson, City Administrator, has discussed the
funding with the City Council last month. Based on that discussion, the City Council has authorized
funding to help finish up the bathrooms and concession area. The city staff has been working with
the baseball association, as their still may be items that could be done by them. Otherwise the
public works personal may be doing a lot of the work over the winter months so that the building will
be open for spring baseball season.
. UDdate of Park Dedication ImDrovement Fund QuarterlY Reoort - Next quarterly report is due in
October.
. UDdate of Quarterly Sheriff's DeD8rtment ReDort on Park Patrol & Vandalism - Next quarterly
report is due in October.
. ComDrehensive Plan (Park & ODen SD8ce ChaDter) - Nothing new to report. The City Council
reviewed the final draft this past February 61n for all the various chapters of the plan including the
parkS chapter. The Planning Department has sent out the draft plan to the surrounding
communities and other governmental agencies for their review and comments. These various
agencies will have up to 6 months to review the plan.
. Sunshine Park Irriaation Well - The pump that is necessary to pump water from the well has been
sized. The City is waiting for delivery of this. Also electrical service still needs to be installed from
the building to the well. Any questions regarding this, feel free to contact Dave Berkowitz, City
Engineer, at 763-767-5133.

ON-HOLD PROJECTS - None at this time.
TASK FORCE UPDA TES -
. Skateboard Task Force - Hupp/Kowalewski
Commissioners Hupp and Kowalewski will lead the discussion and give an update as to where they are at
with the skate park and the donation situation. As a reminder, the equipment will be removed around
October 13th.
OTHER ITEMS OF INTEREST -
. Irrie:ation of City Parks - Item is on the agenda.

Subject: Add-on Item: Consider Installation of Security Light at Oak
Bluff Park

, INTRODUCTION
This item is in regard to considering a request from the Parks Maintenance
Department to install a security light at Oak Bluff Park.
DISCUSSION
Now that the new playground equipment has now been installed, a request is
being made for a security light due to some vandalism issues that have occurred
over the past few years at the park and already this spring some issues have
come up at the park.
BUDGET IMPACT
The only funding source available is the 2008 miscellaneous funds as identified
in the CIP. The estimated cost to install 1 security light is between $2500 and
$5000. If you wish, staff could obtain a direct estimate from Connexus Energy.
ACTION REQUESTED
The Park Commission is requested to consider request to install security lighting
for the existing south parking at Oak Bluff Park.

PARK AND RECREATION COMMISSION MEETING - AUGUST 7, 2008
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Chair Masloski on August 7, 2008, 7:30 p.m., at the Andover City Hall,
1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Chair Dan Masloski, Jeremy Boyer, Ted Butler, Bill Hupp,
Tony Kowalewski, Vice Chair Jim Lindahl, and Peggy
Scott.
Commissioners Absent: Peggy Scott.
Also Present: Assistant Public Works Director, Todd Haas.
RESIDENT FORUM
There were no comments at this time.
Motion by Hupp, seconded by Butler, to close the resident forum. Motion carried on a 6-
ayes,O-nays, I-absent (Scott) vote
APPROVAL OF MINUTES
There were no changes.
Motion by Lindahl, seconded by Kowalewski, to approve the July 17, 2008 Park
Commission minutes as presented. Motion carried on a 6-ayes, O-nays, I-absent (Scott)
vote.
SKATE PARK PRESENTATION/jID LAIR SKATE PARK REPRESENTATIVE
Chair Masloski introduced Mr. Mark Muller from 3rd Lair Skatepark. Mr. Mark Muller
and his partners of the company, made a short presentation to the Park Commission about
their company and the different types of options are available for skate parks.
Commissioner Hupp asked what tier equipment they use in other cities. He thought
Andover was limited to four-foot equipment. Mr. Muller indicated they work with
whatever equipment the City wants to use.

Mr. Muller reviewed with the Commission how they run their operations in other cities
along with what type of components could be used and the size of skate park the City
should start out with.
Mr.] Shaun Van Vark, resident of Andover, thought 3rd Lair ran a first class operation and
did la great job on giving the kids their freedom but also keep them in order. He thought
thiS! was a very quality organization.
Thd Commission continued to discuss with 3rd Lair representatives the type of skate park

Ch~r Masloski stated he would be interested to see what type of proposals 3rd Lair
wo~ld have to give them. The Commission concurred. Commissioner Hupp suggested
they show 3rd Lair the city's current proposed skate park plans to get input and show
thetjn what they were looking to build.

Co~issioner Hupp thought the main question they had from the last meeting was where
the ICouncil was headed with what the Commission was talking about regarding the Skate
Par~. He thought the Council still wanted a skate park even though it was pushed out two
yeats. He also understood they were on board with finding some type of budget that
renfwed their well plan for the parks where they would try to set up something to try to
putlback into the wells for the highest priority parks. He thought overall there was a very
godd discussion and he was pretty satisfied with the meeting.

Cobissioner Kowalewski thought if they were going to go forward with a proposal
frot 3rd Lair they needed to keep channels open to some of the other companies that
the have already gone to because there is competition out there between them all and he
thought they are willing to work with the prices. Chair Masloski believed the City was
tied to bid laws. Mr. Haas indicated they were.
Chair Masloski thought in dealing with discussion about the future use of the irrigation
and if they are planning on going in that direction they review it with the committee and
prioritize the fields that are important and if they are going to drill the wells on various
parks within Andover he did think that the youth program should get together and once
they have the wells built they start putting their money forward in possibly putting down
the sprinkler systems themselves. In order to get the irrigation in he thought it should
come out of the association's pockets.

REVIEW OUTSTANDING ITEMS
Mr. Haas reviewed outstanding items.
CHAIR'S REPORT
Commissioner Hupp showed photos of the security lights that were installed at Prairie
Knoll Park.
Commissioner Boyer asked if Terrace Park got everything cleaned up after the
vandalism. Mr. Haas indicated they took care of it.
Commissioner Lindahl stated 3rd Lair gave a good presentation and he looked forward to
seeing their information.
Commissioner Kowalewski stated August 11, 2008 is the first day for all fall activities.
He indicated they received the business listing from the City that he will go over with the
committee. He also thought 3rd Lair did a wonderful job. The Andover Husky cards will
be going out on Tuesday for the Andover Football Team. There are a lot of good
discounts and deals.
Chair Masloski reported stated that he has received a lot of feedback from people
regarding the condition of the portable toilets and he thought this needed to be looked at
and find a solution to them.
ADJOURNMENT
Motion by Lindahl, seconded by Kowalewski, to adjourn the meeting at 9:00 p.m.
