PARK AND RECREATION COMMISSION - JANUARY 19, 1995
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation
Commission was called to order by Chairperson Torn Anderson on January
19, 1995, 7:33 p.m., at the Andover City Hall, 1685 Crosstown Boulevard
NW, Andover, Minnesota.

APPROVAL OF MINUTES
January 5, 1995: Correct as written.
MOTION by O'Toole, Seconded by Grabowski, the Minutes from January 5 be
approved as written. Motion carried on a 4-Yes, 2-Present (Lindahl,
Paulson), I-Absent (Kieffer) vote.
SOCCER FIELD AND WELL DISCUSSION/PUBLIC WORKS
Mr. Haas explained with the proposed extension of the trunk sanitary
sewer and water lines to be constructed through the City Hall Park
Complex #1, the soccer field located directly north of the Public Works
Building will be unusable for this summer. Also, because the Public
Works Department has outgrown its space, it will be using that area of
the soccer field as storage after the utility construction is completed.
In addition, the City is looking at building Well #5 just north of that
soccer field. With the soccer fields that will be available in the new
complex in 1996 plus the number of soccer fields that were not used this
past summer, there should be enough fields for the Associations to use.
The Park and Recreation Commission thought that soccer field was
irrigated. If it is, they asked that those lines be salvaged to use at
another facility if possible. Mr. Haas agreed. He also pointed out the
intent is to keep the park road open in the evenings during the summer
so the softball fields can be used.
Commissioner O'Toole asked about the possibility of purchasing property
to the west for public works storage. The purchase of that land may be
about the price of constructing a new soccer field with irrigation. Mr.
Haas didn't know what will happen with the property to the west; but at
this time the preference is to keep all storage behind the existing
building. No Commission action was needed.

UPDATE ON PARK BOND/PROJECT IP94-28
Mr. Haas stated he will have cost figures available for the Commission's
consideration at the next meeting.
OTHER BUSINESS
Sprinkling System for Field of Dreams - Mr. Haas stated the sprinkling
system is being designed as an alternate bid to the ball fields and
soccer fields. Commissioner O'Toole suggested the entire park complex
be sprinkled, not just the fields. Otherwise the grass gets worn with
people walking between the fields. Mr. Haas stated the City Engineer is
working on those plans, and he will make that suggestion.
ISTEA Funding - Mr. Haas stated the City Engineer will make application
for that funding.
MOTION by Grabowski, Seconded by O'Toole, to adjourn. Motion carried on
a 6-Yes, I-Absent (Kieffer) vote.
