(612) 755-5100 PARK AND RECREATION COMMISSION - NOVEMBER 21, 1996 MINUTES A Special Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jim Lindahl on November 21, 1996, 7:34 p.m., at the Oak view Middle School, 15400 Hanson Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson (arrived at 7:37 p.m.), Dave Blackstad, Ai Grabowski, Dave O'Toole Jeff Kieffer, Roger Paulson Park Coordinator, Todd Haas Commissioner absent: Also present: APPROVAL OF MINUTES November 7, 1996, Regular Meeting: November 13, 1996, special Meeting: Correct as written. Correct as written. MOTION by O'Toole, Seconded by Grabowski, to approve the Minutes from November 7. Motion carried on a 3-Yes (Lindahl, Grabowski, O'Toole), 1- Present (Blackstad), 3-Absent (Anderson, Kieffer, Paulson). o MOTION by Blackstad, Seconded by O'Toole, to approve the November 13 Minutes. Motion carried on a 3-Yes (Lindahl, Blackstad, O'Toole), 1- Present (Grabowski), 3-Absent (Anderson, Kieffer, Paulson). APPROVE 1996-1997 HOCKEY SCHEDULE Mr. Haas noted only one application was received. It was the Commission's recommendation that if other applications do come in, they have to come before them for approval following the same procedure as this applicant did. (Commissioner Anderson arrived at this time, 7:37 p.m.) MOTION by O'Toole, Seconded by Blackstad, to approve the hockey schedule as presented. Motion carried on as-Yes, 2-Absent (Kieffer, Paulson) vote. PUBLIC WORKS UPDATE Because Kevin Starr of the Parks Department was unable to attend the meeting, the Commission tabled this item. o TOURNAMENT APPLICATION DISCUSSION Mr. Haas aSked the Commission to recommend the fees to be charged for 1997 for Council action in December. The Commission made the following comments and recommendations: Park usage and fees: Fees will depend on whether or not the applicant would like the services of the City for field maintenance during the tournament. The Commission recommended the fee remain at $150 per field for a weekend tournament with no Staff. If maintenance is desired from the City, the fee would be $300 per field per weekend. The number of fields listed on the form also needs to be updated to include those now in Sunshine Park Deposit: It was agreed the deposit should be changed to $500 and $250 for non-profit organizations. Any cleanup that the Staff must do following the tournament would be deducted from the deposit based on an hourly rate. Also, a checklist should be prepared so the tournament organizers know what is expected. ~J Concern with lack of supervision: Discussion was on the problems with trash, drinking of alcoholic beverages and the use of metal spikes by the players when there is no supervision. A suggestion was to require a deputy or the Community Service Officer to be on site during the entire tournament, with the cost charged back to the tournament organizers. If the rules are violated, that organization could lose the right to use the fields for up to two years. Another suggestion was to have a supplemental page to the application form listing the rules, such as no alcohol or metal spikes allowed. Rental of equipment for tournament: The Commission felt the rental fees on the application are low. Mr. Haas stated he will discuss them with Mr. Starr to come up with a realistic figure. After further discussion, the Commission generally agreed to write into the application form the cost for having a deputy or a Community Service Officer on the premises during adult softball tournaments. Mr. Haas was asked to find out the cost for that requirement. The Commission suggested it maintain the schedule of requiring all tournament applications to be submitted by March 1. Deposits must be paid when the applications are approved and are not refundable within eight weeks of the tournament. Also, only the fields assigned may be used by the tournaments. They agreed to add a provision that the City should retain the right, at its discretion, to cancel, postpone or delay games due to field conditions. That would be the call of the park personnel on duty. Mr. Haas stated he will forward the recommendation for fees to the City Council. He will also revise the application form for the Commission to reconsider. Therefore, it will not have to be moved. The Commission suggested the alignment of the trail be such that it avoids the ditch and keeps it away from the school's entrance. Mr. Haas stated the thought is to use MSA funds for the trail and extend it from the middle school south to Andover Boulevard where it would connect with the proposed Coon Creek trail. No action was necessary. CHAIRPERSON'S REPORT Afternoon playground: Mr. Haas stated he will check with the Community School Coordinator about the possibility of providing a supervisor at the buildings for afternoon playground. Soccer needs: Mr. Haas stated he met with representatives of the North Metro Soccer Association. They would like the Commission to consider making two smaller soccer fields from the middle field at Sunshine Park where the younger participates would play across the field using portable goals. Their program is growing very fast, and the parents would like to have all of their children at the City Hall sites to be able to go from game to game. They will be coordinating their schedule with the Andover Invader Soccer Club. In addition, they asked that consideration be given to sprinkling some of the soccer fields. :) Park Board meetings: Mr. Haas announced the December 5, 1996, regular Park and Recreation Commission meeting has been cancelled. In addition, the county has invited the Commissioners to meet with the Park Boards from Burns, Oak Grove and Ramsey regarding the proposal for Rum River Central Park. MOTION by Anderson, Seconded by O'Toole, to adjourn. a 5-Yes, 2-Absent (Kieffer, Paulson) vote.
