(612) 755-5100 PARK AND RECREATION COMMISSION - AUGUST 28, 1996 MINUTES { A Special Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Jim Lindahl on August 28, 1996, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Dave Blackstad (arrived at 7:10 p.m.) Al Grabowski, Dave O'Toole, Roger Paulson (arrived at 7:07 p.m.) Jeff Kieffer Park Coordinator, Todd Haas Others Commissioner absent: Also present: A REVIEW OF BIDS/PROJECT IP96-8, MISCELLANEOUS PARK TRAILS and PRAIRIE KNOLL PARK DISCUSSION The Commission reviewed the bids received for the project, noting the low bid of W. B. Miller, Inc., with a base bid of $105,357.50 and an alternate bid of $48,285. Mr. Haas stated the project exceeds the estimated $72,000. He felt the City's estimate was low, plus the contractors are extremely busy this time of year. Commissioner Grabowski also felt the fact that the project completion date is this fall may also have affected the price. Mr. Haas noted the City has approximately $39,000 in funds that must be spent by the end of 1996. (Commissioners Blackstad and Paulson arrived at this time.) Mr. Haas then reviewed the trails and projects proposed in each park area. Discussion was on the Prairie Knoll park project, as that was the most costly and was also slated as the lowest priority by the Commission. It was noted that City Staff has already cleared a path between Sycamore and Palm Street. Elizabeth Jedson, 1475 Palm, stated since the price is high, would the Commission consider cutting it back to just the path with ag lime from Palm Street east to the park. That is what they wanted originally, but it was expanded at the last Commission meeting they attended. After further review, the Commission agreed that the Prairie Knoll project should be reduced to approximately 600 feet of an ag lime trail from Palm Street east to the park by the ballfield area. They estimated that portion of the project would cost less than $10,000. With that change, W. B. Miller, Inc., remained the low bidder, with the entire cost of the project estimated at $72,000. Mr. Haas stated he will talk to the contractor as to whether the reduction in the scope of the Prairie Knoll project will affect the per unit bid. With the $39,000 grant, approximately $33,000 would need to be taken from park dedication for the project. .' ) v u Special Andover Park and Recreation Commission Meeting Minutes - August 28, 1996 Page 2 -\ .. ,J (Review of Bids, Project 86-8, Miscellaneous Park Trails and Prairie Knoll Park Discussion, Continued) The Commission asked Mr. Haas to approach the school district about the possibility of sharing a portion of the cost for the trail connecting Sunshine Park with the school's trail. Residents present agreed with the proposal to scale back the trail to the Prairie Knoll park. There was some question about the culverts and drainage, as one culvert and ditch has been filled in. Mr. Haas stated that will be reviewed. Chairperson Lindahl asked for a motion to accept the bids and recommend acceptance of the low bid from W. B. Miller, Inc., with the changes made this evening to the prairie Knoll project. MOTION by Anderson, Seconded by Grabowski, to so move. Motion carried on a 6-Yes, l-Absent (Kieffer) vote.
