Haas, Assistant Public Works Director SUBJECT: ~ Public Input/2009-2013 Parks Capital Improvement Plan DATE: June 19,2008 INTRODUCTION This item is in regard to having a public input session regarding the 2009-2013 Parks Capital Improvement Plan (CIP). DISCUSSION Attached is the proposed parks CIP and the most current projected fund balance sheet for your review that was prepared by the Finance Department. As indicated to the Commission at the last meeting, no projects are proposed for the year 2009 and the skate park has been moved to the year 2010. As indicated on the projected fund balanced sheet, a positive fund balance has been created for each of the years 2009- 2013. Note: As indicated, $25,000 has been budgeted in every year for miscellaneous items. Also included is a letter from Russ and Carol Schmeichel in regards to the development of Sophie's Park located in Sophie's South development, which is west of the railroad tracks and south of Crosstown Boulevard. City staff has suggested to the Schmeichel's that if they are interested in seeing the park developed sooner rather than later (2011) that they should attend the upcoming meeting to address the Commission as part of the public input process in regards to the proposed Parks CIP. BUDGET IMPACT Based on the proposed fund balance, which was prepared by the Finance Department, the fund balance for each of the years 2009-2013 reflects a positive fund balance. ACTION REQUIRED The Park & Recreation Commission is requested to consider recommending the 2009- 2013 Parks Capital Improvement Plan as proposed to the City Council. We purchased a home at 1146 152nd Ln NW in addition called Sophie's South. We have a couple of questions and concerns that we would like to bring to your attention. We will stop by City Hall the week of June 16th to discuss these issues with the appropriate person. Thank you for your consideration of these issues. We purchased a lot and built a home next to land that is designated to be a city ~ park. We would like to know what the plans are for the park and when it will be completed. There are many small children in the neighborhood that would benefit ~() ~. greatly from a park. The only egress from our development is onto Crosstown ~ which is a busy road and at timesrlifficult even for an adult to cross safely. Completion of the park would give the children in our neighborhood a safe place to play. We know that part of the concern when developing parks in a city involves maintenance and upkeep. If we could be of volunteer assistance in maintaining the park we would be more than willing to do so. Russ volunteered for the Jamestown Park and Recreation department where he built and maintained over 25 miles of mountain bike and running trails. He is a retired coach and physical education teacher with over 30 years of experience in the field of athletics, recreation and health education. 2. We are avid bikers and runners and have noticed how dangerous it is to run or bike on Crosstown between our neighborhood and Prairie. There is no shoulder on either side of Crosstown and often there is a runner or biker on both sides. In the mornings elementary age children are biking or walking on the road until they reach the bike path. In addition, the speed limit is such that traffic is moving at an unsafe speed with walkers, joggers, and bikers also trying to use the road. We would suggest that either the shoulders be widen or the traffic speed be reduced or both, in the interest of safety of the residents living in this area. 3. When we moved into our home we noticed a junk: pile of old appliances that apparently was bulldozed, behind the area that is to be the park, onto land that is not part of Sophie's South. It is not very noticeable from the road but is very visible from our dining room window. Of course, once the park is developed this would be a safety concern for young children. We contacted our builder and he indicated it was the responsibility of the developer. Who is responsible to have these old appliances removed? Date: June 19, 2008 INTRODUCTION This item is in regards to continue discussing the non-resident fee for the use of the City of Andover park facilities. DISCUSSION As you may recall, this item was tabled by the Commission from the last meeting to allow city staff to give a recommendation as to what the fee should be for non- residents. After discussion with Jim Dickinson, City Administrator, it is our opinion that since this is a policy question, the Commission really needs to determine their thoughts on what the recommended fee should be for non- residents. Please bring your last packet of June 5th which has all the in the back up information that was provided to each of the Commissioners that may help in making your recommendation. , ACTION REQUESTED The Park and Recreation Commission is requested to consider a non-resident fee for the use of the City of Andover park facilities. Update for Security Light at Crooked Lake Boat Landing, cont. Date: June 19, 2008 INTRODUCTION As you know, this item was tabled from the last meeting to allow city staff to discuss other possible funding sources to pay for the security light at the Crooked Lake Boat Landing. DISCUSSION Staff did have a discussion with Jim Dickinson, Finance Director, about other possible funding sources. At this point, there are no other available funding sources available, therefore the Commission will need to decide to use the 2008 park miscellaneous funds or not do anything at this point. Keep in mind that if the Commission does decide to move forward with a security light that the fee to do so will be higher since the credit for 1 free security light was applied to Prairie Knoll Park security lights. ACTION REQUESTED The Park Commission is requested to consider to move forward or not with the installation of a security light. Update of Funding of Irrigation Wells/07-38 DATE: June 19, 2008 INTRODUCTION This item is an update regarding the funding of irrigation wells. DISCUSSION Attached is an item that was presented to the Park and Recreation Commission back on January Srd, 2008. It is still the position of the City Administrator that new well improvements that do not have a well available or have not connected to the city water system will most likely have to be funded through park dedication funds. Note: this may be an item that the Commission may want to talk to the City Council at the joint meeting in July. ACTION REQUIRED No action is necessary. Just keep in mind when preparing the Capital Improvement Plan (CIP) for parks each year, you may want to consider putting a new well in some of the parks if the Commission's goal is to try to irrigate some of the parks that have playing fields. Discuss Irrigation Well Feasibility Study/O7-38 DATE: JanLJary 3, 2008 INTRODUCTION This item is in. regards to the Irrigation Well Feasibility Study, Project #07-38, that was prepared this past qctober by SEH (engineering consultant that was hired by the City to prepare the study). DISCUSSION A copy of the study was provided to each of the Commissioners in their last packet of December 6, 2007. Please review the study. Note: If you have misplaced the study, let me know and we can get you another copy. At this point in talking with Jim Dickinson, City Administrator, it appears that the first thing that needs to be done is to construct a well at Sunshine Park. This will likely be funded by maintenance and operations but for the most part all other parks that do not have or are not connected to city water will be most likely have to be funded through park dedication funds. ACTION REQUIRED No action is necessary. Public Works Director ~ SUBJECT: 8:, Review Outstanding Items DATE: June 19, 2008 Issues list as of 6/17/08 COMPLETED PROJECTS- . r ON-GOING PROJECTS - . Develoo Site Plans for all existing parks which indicates the facilities available. (On-Going). . Andover Station North Ball Field Facility (orooertv south of the old landfill) - There are some items that still need to be done including getting the building sprinkled and the bathrooms which is a must before the public can use the building. The city staff/building department did meet and it sounds as if it will very difficult to finish the lower level unless some funds are made available to the Andover Baseball Association. Jim Dickinson, City Administrator, will be discussing the status of completing at least the first floor of the new building and funding with the City Council in the very near future. The playground equipment area is now completed. If you get a chance, stop by the site to see for yourself how things are looking. . Uodate of Park Dedication Imorovement Fund QuarterlY Reoort - Next quarterly report is due in July. . Uodate of QuarterlY Sheriff's Deoartment Reoort on Park Patrol & Vandalism - Next quarterly report is due in July. . Woodland Crossina Park - The playground equipment has been delivered. The grade work is pretty much done and the equipment is going in this week. As you may recall, the structure is designed for 2-12 year olds. . Comorehensive Plan (Park & Ooen Soace Chaoter) - Nothing new to report. The City Council reviewed the final draft this past February 61n for all the various chapters of the plan including the parks chapter. The Planning Department has sent out the draft plan to the surrounding communities and other governmental agencies for their review and comments. These various agencies will have up to 6 months to review the plan. . Sunshine Park Irriaation Well - If you have not been by the park recently, the well driller has been to the park developing the well which is located on the west side of the ball fields just to the north of the existing west parking lot. They have recently been test pumping the well but we have not heard of the results to see if there were any effects on other existing wells in the area. If all goes well, the irrigation system will be connected to the new well in the very near future. Any questions regarding this, feel free to contact Dave Berkowitz, City Engineer, at 763-767-5133. Skateboard Task Force - Hupp/Kowalewski Commissioners Hupp and Kowalewski will lead the discussion and give an update as to where they are at with the skate park and the donation situation. The Commissioners will also give an update as to how the American Ramp Company skate park demonstration went which was planned for Tuesday night of this week. OTHER ITEMS OF INTEREST - . User fees -Item is on the agenda. . Uodate of City Council/Park Commission Joint Meetine: - Jim Dickinson, City Administrator, is talking with the City Council about having a joint meeting which most likely will be planned in mid July (most likely Tuesday, July 22nd which is a work shop for the City Council anyways). Two items that are most likely to be discussed with the City Council is the 2009-2013 Parks CIP and the consideration of the non-resident fee. If you would like to discuss other items with the Council, please let me know at the meeting. Note: If you have any items that you would like to add to the list, let me know at the meeting.
