INTRODUCTION
The EDA is asked to review and approve the attached architectural/site design of Scot Brenner's
proposed building to be built on the parcel of land located directly South of Louis Rudnicki's
Retail Center. Also attached is the site plan showing how they are positioning the building on the
lot. We have been in contact with Louis Rudnicki to show him what was proposed. He has
indicated that the changes that have been made related to his concerns are acceptable to him. See
attached email relating the conversation and follow through (changes) that were made to satisfy his
C concerns.
DISCUSSION
The Andover Station North Design Guidelines require the building to be reviewed by the Andover
EDA to determine whether the materials conform to the qualities the EDA has established for this
area. The materials that it will be built of integrate colored concrete block with other exterior
finish materials including glass, brick and EIFS to match the existing retail center. Staff feels that
the design and materials choices are in keeping with the design guidelines. Mr. Brenner plans to
build the 5,263 square foot structure this summer. The site plan shows the amount of parking is
adequate to meet their needs. They will have a shared driveway and parking access and
maintenance agreement with the adjacent owner.
ACTION REQUESTED
The EDA is asked to approve the architectural design and site plan for Scot Brenner (Blue Fin Pool
& Spa). The Andover Review Committee will review the final details of the site plans during the
Commercial Site Plan Review process.

You are reading the plans correctly. The high roof area on sheet A1 is shaped like and "L". The parapet on the
west and south sides will be as high as the high roof so as to hide the bulky appearance. The side walls of the
high roof are planned to match the existing parapet walls in color and material (stucco).
I have attached a preliminary floor plan for your reference.
I will make the adjustment to the island in the parking lot Please note that this will require relocating a light pole.

I sent the drawings to Louis Rudnicki and we just talked about some elements
0 that I need to get more info. on and also ofter some of my own critique on.
I tried to explain the high roof area on Drawing A 1 to Louis, and I think I read it
correctly, but he was concerned that the high roof was not covered very well by
the parapet on the west elevation drawing. I explained that the high roof only
is in the rear of the building (Where it is shaped like an "L" ) and that you
wouldn't hardly notice the high roof area because of how that is recessed. Am
I reading that correctly?
The south parapet wall should be the same height as the roof of the
mezzanine roof. All the walls of the mezzanine area should match the color
and look of the parapets so that they will look uniform and blend in. Is that
something we can agree will be done?
We will need to see the floor plan of the building to see how much is storage
and how much is retail space as well as see how it is laid out.
The parking area layout should be slighlty modified. Please make the curb
island that is in need of beinQ moved line up with the other curb Island that is .
being created next to Louis Rudnicki's center.

INTRODUCTION
As was discussed on May 6th and 20th the EDA is requested to review the attached drawings and
provide comment/direction on whether there is interest in making any changes to the allowable uses in
Andover Station North to allow auto oriented repair.
DISCUSSION
Based on previous EDA meetings input, Mr. Prater and his son have worked with City Staff to put
together a concept plan to show what they would like to do. See attached sketch of what could be
done to put Eddy's ALTRA repair facility on the lot that John Larkin was going to build on. They are
0 considering making an offer after John Larkin's time extension expires (July 15th). They are thinking
about purchasing part of the parcel and also writing an option on a portion of the remaining land.
Staff has explained that they would need to keep all vehicles needing repair in an enclosed area. In
response to that comment, they have indicated that they are considering putting a roof over the vehicle
storage area. If that would be the case, then the outside storage would be eliminated. The vision that
they have is an auto-services related mall. Including a retail parts store, car wash, sound system
installer, vehicle repair and body shop. They have indicated that they would be interested in
developing the entire auto mall and do it gradually. As they have more interest from other
entrepreneurs, they would continue to add onto the building.
ACTION REQUESTED
The EDA is asked to review Mr. Prater's request and determine if there is interest in making the
necessary changes in the allowable uses in Andover Station North to allow auto related repair facilities
in Andover Station North. Also, please consider the question Mr. Prater has, that ifMr. Larkin's time
expires and he doesn't have the MVP Sports Academy parcel financing arranged, would the EDA be
willing to sell a part ofthe parcel for an auto-services mall?

SUBJECT: Update Economic Development Activities

INTRODUCTION
This memo is provided as an update for all economic development activities related to Andover Station North:
Funeral Home (Thurston-DeShaw) - They're open for business.
Day Care Site (Griffen Business Holdings) - They are under construction and the walls are up.
Dry Cleaners Site (Golden Eagle II) - The EDA approved the site and architectural plans. They have applied for a
CUP related to dry cleaner processing and drive-thru and those go to Public Hearing at the Planning Commission on
June 24th. .
0 MVP Baseball (John Larkin) - A 90-day time extension was approved on April 15th. Less than one month remains
for them to finish the purchase.
Blue Fin Pool & Spa - The purchase agreement has been signed and they have paid the $5,000 down payment.
They are seeking architectural and site plan approval by the EDA this evening.
Moose & Co. Grin House - They purchased the property on April 1 st. The CUP for the on-sale liquor was approved
by the City Council on April 15th. They are working on a Commercial Site Plan application and have submitted for a
building permit.
Light Industrial Building (Dynamic Sealing Technologies) - The walls are up and the roof is on the 30,000 square
foot light industrial building. Their goal is to be fInished and occupy the building by late August. Work is moving
right along.
Office Development - Staff have begun marketing the site through the new MSP website. Staff will continue to
market the site and if any potential buyers surface we will bring forward any and all offers.
Kwik Trip Convenience Store/Car Wash - They have a signed letter of intent from Eddy's Auto Body to buy the
land. At the EDA meeting this evening more discussion will occur with the EDA on whether the uses list will be
modifIed or not.
Monument Sign - LeRoy Sign Company has started building the sign along Bunker Lake Blvd. and it will be done
by the end of June. See reverse side of this memo to see what the sign will look like with the fIrst three tenants
names on it.
