The supplement contains a letter from 4 Mr. Charles Peterson, President of Kottkes Bus Company, stating he is willing to participate in 5 the discussion regarding the frontage road reconstruction. 6 7 The frontage road reconstruction was discussed. 8 9 Direction from the EDA for staff to move forward exploring the options for the reconstruction 10 proj ect. 11 12 13 DISCUSS CHANGES IN ALLOWABLE USES & POTENTIAL SALE OF LAND TO EDDY 14 PRATER 15 16 Mr. Neumeister stated Mr. Prater is interested in relocating his autobody repair business to 17 Andover Station North and is requesting the EDA to discuss changing the allowable uses on the 18 Andover Station North design guidelines. 019 The EDA is open to the idea but would like more photographs of what the building would look 20 21 like. 22 23 24 OTHER BUSINESS 25 26 Motion by Jacobson, Seconded by Trude to schedule an EDA Meeting for 6:00 p.m., Tuesday, 27 May 20, 2008. WWW.CI.ANDOVER.MN.US TO: EDA President and Board CC: Jim Dickinson, Executive Director FROM: Will Neumeister, Director of Community evelopment vAr SUBJECT: Review Site and Elevation Drawings (Golden Eagle II) DATE: May 20, 2008 INTRODUCTION The EDA is asked to review and approve the attached architectural/site design of the proposed building for the drycleaners (Golden Eagle II) that is to be built on the parcel of land located north of Bruggeman's Townhomes. Also attached is the site plan showing how they will position their building on the lot. The buyer, Ms Laura Heppner, will be present at the meeting to hear comments on the building and site plans. 0 DISCUSSION The Andover Station North Design Guidelines require the building to be reviewed by the Andover EDA to determine whether the materials conform to the qualities the EDA has established for this area The materials that it will be built of integral colored concrete block with other exterior fInish materials including glass, brick and EIFS. Staff feels that the design and materials choices are in keeping with the design guidelines. Ms. Heppner plans to build 4,000 to 5,000 square feet of the building this summer, and the balance ofthe building will be built in future years as their space needs grow. We have calculated that the amount of parking is adequate to meet both the short and long term needs. They will have a shared driveway and parking access and maintenance agreement with the adjacent owner. ACTION REQUESTED The EDA is asked to approve the architectural design and site plan for the drycleaner (Golden Eagle II). The Andover Review Committee will review the details of the site plans during the Commercial Site Plan Review process. DISCUSSION Mr. Prater indicated that they would like to go before the EDA to explain that they would be willing to build a building of high quality like an ABRA shop. See attached photo of an ABRA facility in Elk River. They felt another architectural design would be better suited to their needs (see attached 0 drawing and photo of a new building located south of the new Menards in Coon Rapids) that is similar to what they would be willing to build). The also said that they would like to build a vehicle storage area walled off by a seven foot high colored break-off block wall to match the principal building. They would keep all vehicles needing repair in this enclosed area. Staff has informed the adjacent property owners about this request. The owner of Dynamic Sealing Technologies did not seem concerned as long as it was a clean and neat operation. The builder of the funeral home indicated that they would not like to see this use on that site. See attached email from Russ Karasch, who informed the owner (Daniel DeShaw) about the request. ACTION REQUESTED The EDA is asked to review Mr. Prater's request and determine if there is interest in changing the allowable uses in Andover Station North to allow auto related repair facilities in Andover Station North. My concern was the sod on the south property line and the sand that is blowing onto the new sod. I tried to rake about 4-5" of it off the sod a few weeks back, but th stretch is about 75 feet long. I would appreciate if you could send someone out from the City to remove this sand and also put up some type of fence in that area to prevent the sand from blowing back in the future. Thanks! Also, I talked to the DeShaws about them having an Open House at the funeral home. It may be the ~ weekend of May 31st. I will keep you informed. Finally, concerning your last e-mail, and this is just my opinion on the Auto body business, but I would be disappointed if this type of business was allowed to locate there since we were lead to believe the businesses out front on Jay Street would be more retail/professional in nature. Our goal was to get as close to Bunker Lake Blvd. as possible and now to have a body shop with probably fencing around the property, would devalue the type of business the funeral home is and also block it's visibility. They can say the business will be well kept, most new businesses are, but it's 5-10 years down the road that would be my concern. Again, I would not be in favor of this idea and will pass the information along to the DeShaws. '. WHEREAS, the EDA is the owner of real property in the City of Andover, Anoka County, Minnesota, legally described on Exhibit A; and WHEREAS, the EDA desires to submit said real property and all improvements on it (collectively called the "Property") to the provisions of these Design Standards; and WHEREAS, the EDA desires to declare and establish Design Standards which will benefit the Property for the purpose of facilitating development of the Property and for the purpose of protecting and preserving the value and desirability of the Property. THEREFORE, the EDA resolves that the Property, shall be owned, used, occupied and conveyed subject to the conditions and restrictions set forth in these Design Standards, guidelines to the development of all property in Andover Station North. SECTION 1 DEFINITIONS 0 1.01 "Andover Review Committee" (the "ARC") shall be the authority charged with project review and shall consist of representatives from the City of Andover Departments as defmed by City Ordinance. 1.02 "Building Site" shall mean any lot or portion thereof, or two or more contiguous lots, or portions thereof, or a parcel of land upon which a commercial, retail, office or residential building or buildings and appurtenant structures may be erected, any part of which is subject to the terms of the Design Standards. 1.03 "EDA" shall mean the Andover Economic Development Authority (EDA). 1.04 "Improvements" shall mean all structures and other construction on a lot or parcel for a use permitted by the zoning ordinance of the City of Andover, including, but not limited to, buildings, outbuildings, parking areas, loading areas, outside platforms and docks, driveways, walkways, fences, lawns, landscaping, signs, retaining walls, screening walls, decks, poles, berms, swales and exterior lighting. I 1.05 "Lot" shall mean a portion of the Property identified as a lot on a subdivision ,plat prepared in accordance with Minnesota Statutes, Chapter 505, and filed for recording in the Anoka County Recorder's Office. 0 Andover Station North Design Standards March 20, 2007 -1~ 0 1.06 "Property" shall mean all of the real Property submitted to the provisions of these Design Standards, including all improvements located on the real Property now or in the future. The Property as of the date of the adoption of the Design Standards is legally described on Exhibit A. 1.07 "Permitted Uses" shall mean the permitted uses of the Property be limited to community commercial, office, entertainment, builder's showcase, office warehouse and residential as defined below. If there is a question as to whether or not a use meets the definition, the Economic Development Authority shall make that interpretation. 1.08 "Community Commercial" shall mean the establishments engaged in commercial operations including retail trade and services and hospitality industries. Indoor limited retail sales accessory to office\limited manufacturing uses . Scientific and Technology Industries . Indoor Showroom . Office/Showroom . Office and Administrative Facilities 1.12 "Entertainment Uses" shall mean establishments engaged in providing entertainment, these shall include the following: · Theatres . Restaurants · Health Club · Private Clubs, Lodges, Halls or Convention Centers · Indoor Commercial Recreation 0 1.13 "Residential Areas" shall be allowed on lots 4 & 5, block 1, Andover Station North. Exterior storage and sales · Manufacture, Storage or Sale of Explosives or similar dangerous products · Trucking Terminal · "Adult Uses" as regulated by City Ordinances ~ SECTION 2 ~ PROJECT DESIGN STANDARDS The purpose of the Andover Station North development is to provide for the orderly and integrated development of a high quality Commercial Center that includes a mix. of shops, offices, office/showroom, entertainment, housing, recreation, community facilities, and open space. The Andover Station North Design Standards are intended to encourage creative application of specific design principles to the Property. The goal of the design review process is to provide a framework for performance based communication, collaboration, negotiation and accommodation. The following are the primary categories of the Andover Station North Design 0 Standards: 2.01 Site Plan 2.02 Landscaping 2.03 Architecture 2.04 Parking 2.05 Lighting 2.06 Signage 2.07 Minimum Standards 2.08 Maintenance, Alterations, Construction, Noxious Activities, Temporary Structures 2.09 Residential Design Standards 2.01 Site Plan - Each site plan submitted within the Property shall be reviewed to be in substantial compliance with the following: A. Site Planning to Preserve Natural Assets-While the network of required streets is fixed, many site decisions remain for other streets and for buildings. B. Day Care Site (Gri.ffen Business Holdings) - They would like to close on the land sale on May 21 st and be under construction by May 22nd. Dry Cleaners Site (Golden Eagle II) - The purchase agreement has been signed and they have paid the $5,000 down payment. The site and architectural plans are before the EDA for formal approval tonight. 0 MVP Baseball (John Larkin) - A 90-day time extension was approved on April 15th. One month has already passed, but no word on approval from their new potential lender (Briclewell Bank). Blue Fin Pool & Spa - The purchase agreement has been signed and they have paid the $5,000 down payment. They are working on the architectural and site plans. Moose & Co. Grill House - They purchased the property on April 1 st. The CUP for the on-sale liquor was approved by the City Council on April 15t1i. They are working on a Commercial Site Plan application and have submitted for a building permit. Light Industrial Building (Dynamic Sealing Technologies) - The wall panels are going up for their 30,000 square foot light industrial building and they are putting utilities in. Office Development - Staff have begun marketing the site through the new MSP website. Staff will continue to market the site and if any potential buyers surface we will bring forward any and all offers. Kwik Trip Convenience Store/Car Wash - They have a signed letter of intent from Eddy's Auto Body to buy the land. At the EDA meeting this evening discussion will occur with the EDA on whether the uses list will be modified or not. Monument Sign - LeRoy Sign Company will start building the sign along Bunker Lake Blvd. in about two weeks.
