Consider 2008 SoftbalVBaseball Tournament Application DATE: May 1 , 2008 INTRODUCTION This item is in regard to considering the attached softbalVbaseball tournament application forms for the upcoming 2008 softbalVbaseball season as requested by the St. Francis Fast Pitch. DISCUSSION The St. Francis Fast Pitch group has made application for a softball tournament in June. The tournament is the Suburban league Qualifier Tournament, which is identifie~ in bold below. Below are currently all the tournaments that have been scheduled along with this tournament. - May 31-June 1/AAA/Andover Spring Tou'rnament/Fields 1-6 at Sunshine Park, Eveland Fields (north, middle & south fields) - June 13-15/ ABA/MY AS National Qualifier 11 B & 10B/Fields 1-6 at Sunshine Park - June 20-22/AAA/End of Season Tournament/Fields 1-6 at Sunshine Park, Eveland Fields (north, middle & south fields) - June 27-29/St. Francis Fast Pitch! The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. . The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor. * If the tournament organization Is requesting a Non-Intoxicating Liquor license, it will be necessary to request Attachment A The City Council has adopted the fOllowing refund policy: aFees for tournaments shall be paid no later than eight weeks prior to the toumament date. If the tournament is cancelled, neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City.. If further information is needed, please contact the. Parks Coordinator at 755-5100. Application forms may be obtained from and returned to the City of Andover, Parks Coordinator, 1685 Crosstown Boulevard NW, Andover, MN 55304. * The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc. · During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed. * Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Counal for park security. The remaining shortfall continues to be supported by the general tax levy. Prairie Knoll Park building doesn't not receive any revenue and is currently costing the City about $2,000 for operational and maintenance needs annually. Ball Fields Facility building is currently under construction and once the bathrooms are completed and open for public use, it is planned to have the concessions area operational as . well. DISCUSSION With no budget remaining from the building phase to complete the concession area, funding is needed for the purchase of tables, shelving and equipment necessary to operate a concession starid. Approximately $15,000 is needed to purchase items necessary to operate a concession stand similar to what is at. Sunshine Park. See attached list. BUDGET rMP ACT It is proposed that any budget savings from the Crooked Lake Boat Landing and Strootman Park projects be used to purchase the necessary equipment (no more ~ $15,000) to adequately operate a concession stand at Andover Station North Ball Fields Facility. ACTION REOUIRED The Andover Parks and Recreation Commission is requested to approve the use of budget savings from the above mentioned park projects to fund the purchase of equipment ($15,000) for the Andover Station North Ball Fields Facility building concession area. Review Outstanding Items DATE: May 1, 2008 Issues list as of 4/29/08 COMPLETED PROJECTS- . Andover Station North Ball field Facility - The 3 new 5-row bleachers for the middle field have now been installed. The existing 10-row bleacher that has been sold will be removed from the facility within the next few days. . Strootman Park - The 2 new 5-row bleachers that were purchased have been installed at Shadowbrook East Park. The 2 existing bleachers that were at Shadowbrook East Park have been relocated (one has been relocated to Hidden Creek North Park and one has been relocated to Strootman Park for the newly rebuilt ball field). ON-GOING PROJECTS - . Develop Site Plans for all existing parks which indicates the facilities available. (On-Going). . Andover Station North Ball Field Facility (property south of the old landfill) - The plumbing has been completed and the concrete floor has been poured. As far as city staff knows, it is still a goal of ABA to have the bathroom available for use before the season starts. As far as the playground equipment, all the components for the equipment have been delivered to the city. The installation of the equipment and fencing will hopefully start soon. . Update of Park Dedication Improvement Fund Quarterly Report - Next quarterly report is due in July. . Update of Quarterly Sheriff's Department RepOrt on Park Patrol & Vandalism - Next quarterly report is due in July. . Woodland Crossina pa'rk - The playground equipment has been delivered. The structure is designed for 2-12 year olds and will be installed sometime this spring after Andover Station North playground equipment has been installed. . Comprehensive Plan (Park & Open Space Chapter) - Nothing new to report. The City Council reviewed the final draft this past February 6th for all the various chapters of the plan including the parks chapter. The Planning Department has sent out the draft plan to the surrounding communities and other governmental agencies for their review and comments. These various agencies will have up to 6 months to review the plan. Skateboard Task Force - Hupp/Kowalewski Commissioners Hupp and Kowalewski will lead the discussion and give an update as to where they are at with the skate park and the donation situation. Note: City Staff has received a couple calls recently since the last Andover Newsletter that came out about a week ago from residents indicating their displeasure with the City wanting to build a skate park. City staff did indicate that if they had concerns or comments that they should attend a Park Commission meeting express those concerns to the Park Commission members. OTHER ITEMS OF INTEREST - . Fox Meadows Park - The frisbee golf course has been closed now for about a week. But before the Public Works parks staff could remove all the baskets, 4 of them were stolen and reported to the Anoka County Sheriff's Department.
