Christian Youth Softball League DATE: April 17, 2008 INTRODUCTION This item is in regard to considering an application for scheduled use of recreation facilities to be included as part of the 2008 spring/summer softball/baseball schedule as requested by the Christian Youth Softball League, , DISCUSSION Attached for your review is the most current 2008 spring/summer softball/baseball schedule for your review that also includes the Christian Youth Softball League, The Christian Youth Softball League (CYSA), they have requested to use Hills of Bunker Lake West Park, Rose Park and Terrace Park on Sundays from 4:00 p.m, to dark from June until mid August. Approvect 1/20,0,0, Revised 112/0,2 fielduse,doc 2 - ---- APR 3 2008 4/4/2008 Dear City of Andover Parks and Recreation Commission, I am writing in regards to the Christian Youth Softball League's application for field use, to update you as to our status as listed in the Guidelines for Field Use sent to me my Todd Hass. The Christian Youth Softball League is open to all students graduating from 8th grade- graduating from 12th grade, regardless of school or church affiliation. If a student does not have a church team they would like to join with, they can be added to a team. As the co-coordinator of the Christian Youth Softball League, I have a list of the churches that had teams playing in the league last year. However, I am not given rosters for any of the participating churches, other than my own church's teams, so I do not have any statistics regarding the number of Andover residents involved in the League. All of the teams in the League are from the northern metro area. The League is a loose association of churches and therefore does not have any written bylaws, a League certification of non-profit status, or League proof of insurance. Each church would have these things that their own team will operate under. Please feel free to contact me for any further clarification that may be needed. Due to the timing of the report, I have also included some reports that were given to me after the 41fl quarter deadline. Date: Time: Arrival: Location: Case Number: 12.17 1404 1406 Kelsey 07302180 A resident reported snowmobiles in the park near the parking lot and Indian Hill. When the deputy arrived, he did not observe any snowmobiles. 12.26 0001 0001 Prairie Knoll 07309204 A resident reported juveniles disturbing in the park. Before the deputy arrived, he was canceled because the suspects had left the park. . 12.26 2214 2214 Oak Bluff 07309899 A parks employee reported juveniles harassing him while he was working on the outdoor ice rink. The deputy located the kids and advised them that the park closed at 2200 and that they needed to leave the area. 02.01 2026 2032 Shadowbrook East 08025066 A deputy was dispatched to the location on a report of four to six people fighting at the park. The juveniles began to run when they saw the deputy, but complied with his commands to stop. The deputy identified two people who were bleeding and another suspect who was also involved in the altercation. The parties involved did not want to press charges against one-another, however, being they were all juveniles, their parents were contacted. All parties cleared the park and were given warnings. 02.02 0002 0002 Prairie Knoll Park 0825217 On routine patrol a deputy observed a vehicle running in the parking lot after park closing time. When he made contact with the occupants of the vehicle they were both underage and they had been drinking. The two occupants received citations for Underage Consumption and both were released to their parents. 02.02 0954 0954 Terrace Park 08025568 A caller reported that sometime during the night, unknown people damaged some of the playground equipment at the park. 02.25 1653 1707 Wild Iris 08043236 A resident reported an unknown person cutting trees down in the park. The caller stated they could hear a chainsaw running. Review Outstanding Items DATE: April 17, 2008 Issues list as of 4/15/08 COMPLETED PROJECTS - None at this time. ON-GOING PROJECTS - DeveloD Site Plans for all existing parks which indicates the facilities available. (On-Going). Andover Station North Park (Drooertv south of the old landfill) - The plumbing has been completed and the concrete floor has been poured. As far as city staff knows, it is still a goal of ABA to have the bathroom available for use before the season starts. As far as the playground equipment, the larger components have been delivered to the city but the remaining pieces (swampy, stallion, tilted sky runner and spring pOd) are on order and should be delivered within the next couple weeks. In regards to the status of the bleachers for the middle field, the 3-five row bleachers have been delivered and are 95% completed. The 10-row bleacher has been disassembled and will be moved off site within the next week or so. UDdate of Park Dedication ImDrovement Fund Quarterlv ReDort - Item is on the agenda. Woodland Crossina Park - Now that the 2008 CIP for parks has been approved by the City Council, the playground equipment has been ordered and is expected to be delivered later on this week. The structure is designed for 2-12 year olds and will be installed sometime this spring after Andover Station North playground equipment has been installed. The City Council reviewed the final draft this past February 6 for all the various chapters of the plan including the parks chapter. The Planning Department has sent out the draft plan to the surrounding communities and other governmental agencies for their review and comments. These various agencies will have up to 6 months to review the plan. Strootman Park - This is where we are at with bleachers. One (1) bleacher is needed at Prairie Knoll Park and we are still in need of one (1) bleacher at Hidden Creek North Park soccer field. Currently we have a 3 row and a 4 row at Shadowbrook East Park. One of the bleachers will be moved to Strootman Park and the other bleacher will be moved to Hidden Creek North Park soccer field. Shadowbrook East Park will be getting the two (2) new five (5) row bleachers (one for each ball field). We have obtained quotes and the bleachers are on order and should be here later on this spring. DISCUSSION With no budget remaining from the building phase to complete the concession area, funding is needed for the purchase of tables, shelving and equipment necessary to operate a concession stand. Approximately $15,000 is needed to purchase items necessary to operate a concession stand similar to what is at Sunshine Park. See attached list. BUDGET IMPACT It is proposed that any budget savings from the Crooked Lake Boat Landing and Strootman Park projects be used to purchase the necessary equipment (no more than $15,000) to adequately operate a concession stand at Andover Station North Ball Fields Facility. ACTION REQUIRED The Andover Parks and Recreation Commission is requested to approve the use of budget savings from the above mentioned park projects to fund the purchase of equipment ($15,000) for the Andover Station North Ball Fields Facility building concession area.
