INTRODUCTION
This item is a supplemental. Attached for your consideration is a softbalVbaseball
tournament application form for the upcoming 2008 softbalVbaseball season as
requested by the Andover Baseball Association (ABA).
DISCUSSION
Listed below are the Andover Athletic Association and Andover Athletic Association and
the dates of tournaments that have been already approved by the Park Commission.
The new ABA tournament is shown in bold.
- - May 31-June 1/AAAlAndover Spring Tournament/Fields 1-6 at Sunshine Park,
Eveland Fields (north, middle & south fields)
- June 6-8/ABA/Andover Baseball Association Mid Season Tournament!

Note: If your organization schedules 2 fields and uses' additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty.
SPECIAL REQUEST SECTION Check the following boxes if applicable.
X If you need to use the Cushman, there will be a fee of $35.00 per day and $350 refundable damage deposit It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.
[] List any special instructions necessary for the Public Works Department so arrangements can be made prior to the
tournament (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by December 15. The application will be considered by the Pink & Recreation
Commission at the first Thursday meeting in Ja~uary. Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
Associations having first priority.
A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due elghtweeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor.
* If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the' Non-Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City.-
If further information is needed, please contact the Parks Coordinator at 755-5100. Application forms may be obtained from and
returned to the City of Andover, Parks Coordinator. 1685 Crosstown Boulevard NW, Andover, MN55304.
* The City reserves the right to cancel or delay usage of the fields due to weather, field conditions. etc.
· During the months of May & June. no more than three consecutive weekend tournaments in a row will be allowed.
· Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council for
park security.

DISCUSSION
Andover Baseball Association (ABA) had indicated to city staff a couple weeks ago that
..- they would be submitting an application for another tournament for early June
(apparently there was one tournament they thought they had submitted as part of the
previous submittals but didn't). To date the city staff has not received that application.

This item is in regard to consider approval of the 2008 spring/summer softball/baseball
schedule.
DISCUSSION
Attached for your review is the proposed 2008 softball/baseball schedule. The City has
received applications for use of the fields from the following groups:

INTRODUCTION
This item is in regard to consider approval of the 2008 spring/summer soccer/lacrosse
schedule.

Attached for your review are the proposed fields that will be available for 2008 soccer/lacrosse

the lacrosse high school boy's club. Note: According to our records from last year
(2007), the City did not receive established grievance procedures. Otherwise the By-
- Laws and the 501 C3 Status forms for both groups are available from City staff if you
would like to review them.

- .. At the time the packets were sent to the Commissioners, City staff still had not received an
. . agreeable schedule. We are hoping the three groups competing for the fields may have an

- - ,. agreeable schedule available at Thursday's meeting. If not, it is recommended to table the item
until the next meeting, which is scheduled in April. Note: Chairman Masloski has been or will be
talking to each of the groups to see if things can be worked out as to an agreeable schedule
hopefully before the Thursday's meeting.

maximum number of requests possible. Facility requests submitted by the due date with this

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. Facility requests submitted by the due date with this
completed form will be given the highest priority. Subsequent requests will be filled on a first-come,
first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to considering a joint meeting with North Metro Soccer
Association (NMSA) Board.
DISCUSSION
City staff is has been contacted by Mark Miller of NMSA about scheduling a joint
meeting with their board on April 1 ih. The meeting would begin immediately
follow the regular scheduled meeting of the Park and Recreation Commission.
NMSA will be providing city staff a list of items that they would like to discuss.
One of the topics will be short and long term plans for soccer field development
within the parks system.

ON-GOING PROJECTS -
DeveloD Site Plans for all existing parks which indicates the facilities available. (On-Going).
Andover Station North Park (DroDertv south of the old landfill) - The plumbing is currently being
installed. It is anticipated that the plumbing work will be done within the next week or so. As far as city staff
knows, it is still a goal of ABA to have the bathroom available for use before the season starts. As far as
the playground equipment, the larger components have been delivered to the city but the remaining pieces
(swampy, stallion, tilted sky runner and spring pod) are on order and should be delivered within the next few
weeks. City staff is working on receiving quotes from fence contractors over the next month. Also as you
may recall, we are planning to put up a short fence (probably around 5 feet in height) on the west side of
the playground equipment along the top of the pond to keep people out of the pond and also a fence along
the south side of the playground area adjacent to the trail to help keep people from going out on to the trail
and parking lot. In regards to the status of the 10-row bleacher for the middle field, the City staff has
approved a quote for the purchase of three 5-row bleachers, which includes the trade in value for the 10-
row bleacher to SAAFE (the company that sold the City the 10 row bleacher last year). The trade in value of
the 10-row bleacher is being used to help purchase two of the three 5-row bleachers. The Andover Baseball
Association is paying for the third 5-row bleacher. As you mayor may not know, the 10-row bleacher is little
too big for the area as it does not give much room since the concession stand is adjacent and right behind
the bleacher. We are also concern that individuals would be able to climb onto the roof of the building since
the bleacher sits to close to the building. The west field would remain having one 10-row bleacher and the
east field would remain with one 5-row bleacher.
UDdate of Park Dedication ImDrovement Fund Quarterly ReDort - Next quarterly report is due in April.
UDdate of Quarterly Sheriff's DeDartment ReDort on Park Patrol & Vandalism -Next quarterly report is
due in April.
Woodland Crossina Park - Now that the 2008 CIP for parks has been approved by the City Council, the
playground equipment has been ordered. The structure is designed for 2-12 year olds and will be installed
sometime this spring.
ComDrehensive Plan (Park & O~en SDace ChaDter) - Nothing new to report. The City Council reviewed
the final draft this past February 6 for all the various chapters of the plan including the parks chapter. The
Planning Department has sent out the draft plan to the surrounding communities and other governmental
agencies for their review and comments. These various agencies will have up to 6 months to review the
plan.
Strootman Park - This is where we are at with bleachers. One (1) bleacher is needed at Prairie Knoll Park
and we are still in need of one (1) bleacher at Hidden Creek North Park soccer field. Currently we have a 3

row and a 4 row at Shadowbrook East Park. One of the bleachers will be moved to Strootman Park and the
other bleacher will be moved to Hidden Creek North Park soccer field. Shadowbrook East Park will be
getting the two (2) new five (5) row bleachers (one for each ball field). We have obtained quotes and the
bleachers are on order and should be here later on this spring.

Skateboard Task Force - Hupp/Kowalewski
Item is on the agenda. Commissioners Hupp and Kowalewski will lead the discussion and give an update
