INT ODUCTION
Thi item is in regard to considering the attached softball/baseball tournament
application forms for the upcoming 2008 softball/baseball season as requested by the
And ver Athletic Association.
DIS USSION
The Andover Athletic Association has made application for another softball tournament
in ctober. The tournament is the Field of Screams Halloween Tournament, which is
iden ified in bold below. Below are the tournaments that have been scheduled along
with this tournament,

A $500,00 damag deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Anyequipm nt damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), I ss any money for damages, will be returned after inspection by the Public Works Parks Supervisor.
. If the tournamen organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council h s adopted the following refund policy:

· During the month of May & June, no more than three consecutive weekend tournaments in a row will be allowed.
· Any organization that applies for use of a recreational facility will be required to pay a fee as determined by the City Council
for park security,

5. Update of Schedule Use of Recreational Facilities/Minnesota Thunder
February 21, 2008
INT ODUCTION
This tern is an update in regards to the Minnesota Thunder to holding a soccer camp at Sunshine
Park.
DIS USSION
City taff is been contact with the representative of the Minnesota Thunder regarding the fee that
will e required to use the facilities. The Thunder representative have indicated that they will not
have problem with paying the fee of$75 per day for full days and paying half of the $75 for
half y use. It is also our understanding that the Thunder will be rescheduling the camp a week
later an requested. Weare still waiting for confirmation on this.

The P k and Recreation Commission is requested to consider the Application for Scheduled Use
of Re' eational Facilities as requested by the Minnesota Thunder.

D velo Site Plans for all existing parks which indicates the facilities available. (On-Going).
Andove Station North Park ro ert south of the old landfill - The city staff has recently been
contacte by the Andover Baseball Association (ABA). ABA is going to be start heating up the building and
start wo king on the plumbing and some of the other interior work that needs to be done. It is still a goal of
ABA to ave the bathroom available for use before the season starts. As far as the playground equipment,
the larg r components have been delivered to the city but the remaining pieces (swampy, stallion, tilted sky
runner a d spring pod) are on order and should be delivered within the next few weeks. City staff is
working n receiving quotes from fence contractors over the next month. Also as you may recall, we are
planning to put up a short fence (probably around 5 feet in height) on the west side of the playground
equipme t along the top of the pond to keep people out of the pond and also a fence along the south side
of the pi yground area adjacent to the trail to help keep people from going out on to the trail and parking
lot. In re ards to the status of the 1 O-row bleacher for the middle field, the City staff has approved a quote
for the p rchase of three 5-row bleachers, which includes the trade in value for the 10-row bleacher to
SAAFE (he company that sold the City the 10 row bleacher last year). The trade in value of the 10-row
bleacher is being used to help purchase two of the three 5-row bleachers. The Andover Baseball
Associati n is paying for the third 5-row bleacher. As you mayor may not know, the 1 O-row bleacher is little
too big for the area as it does not give much room since the concession stand is adjacent and right behind
the b1eac~er. We are also concem that Indl~dua~ would be able to cHmb onto the roof of the building since
the bleac er sits to close to the building. The west field would remain having one 10-row bleacher and the
east field would remain with one 5-row bleacher.

Woodlan Crossin Park - Now that the 2008 CIP for parks has been approved by the City Council, the
playground equipment has been ordered. The structure is designed for 2-12 year olds and will be installed
sometime this spring.
Com reh nsive Plan Park & 0 n S ace Cha ter - Nothing new to report. The City Council has
reviewed he final draft earlier this month (February 6 ) for all the various Chapters of the plan including the
parks cha ter. The Planning Department is in the process of sending out the draft plan to the surrounding
communit es and other governmental agencies for their review and comments. These various agencies will
have up t 6 months to review.

Stroot an Park - This is where we are at with bleachers. At this point 2 bleachers are still needed for a
couple arks. One (1) bleacher is needed at Prairie Knoll Park and we are still in need of one (1) bleacher
at Hidd n Creek North Park soccer field. Currently we have a 3 row and a 4 row at Shadowbrook East
Park. ne of the bleachers will be moved to Strootman Park and the other bleacher will be moved to
Hidden Creek North Park. Shadowbrook East Park will be getting the two (2) new five (5) row bleachers
(one fOr each ball field). Currently we are obtaining quotes from the bleacher venders and expect to receive
these b the end of the week. It is anticipated to cost about around $6500 for 2 new bleachers.

I TRODUCTION
his item is in regard to discussing the proposed skate park that is being
r commended by the Skate Park Task Force.
.ISCUSSION
ttached is the proposed layout of the skate park that is being recommended by
t e Task Force. Over the past 3 months the Task Force (Hupp and Kowalewski)
ave been meeting with staff and about four youth skate boarders as to the types
features that should be included in the park. There are a number of options as
t the type of materials that could be. The more popular skating surface materials.
:e skate lite, steel and concrete. After doing research on the types of materials
t I at are available which also includes talking with other municipalities, the most
durable and the most longer lasting material is concrete, Apparently there are
only two companies that build concrete ramps-Spohn Ranch and Solo. Between
~e two concrete companies. Spohn Ranch has been very well received. lbe
ity of Oakdale did purchase their ramps from Spohn Ranch last summer and
~s been very satisfied wllh their products. The Solo products in discussing this
ith the City of Minneapolis have not been a good product for them. Since the
010 products are not fully enclosed, there will be problems with debris blowing
under the features they can be somewhat of a maintenance issue. Also they
h ve had problems with the ramp lips curling up on them, which is concern for
t e skate boarders. Attached are some pros and cons regarding various products
f r your review.
s far as the skate lite surfaces, the product is warranted for only 5 years and
g nerally after 5-7 years the surfaces have to be replaced which can be relatively
e pensive to the City. The steel surfaces are much longer lasting but can be
n isy and with the black powdered coated painted surfaces they can get hot.
