INTRODUCTION
The plan to paint and rehabilitate Tower #2 is currently out for bids.
DISCUSSION
The project will consist of complete exterior painting including 3 City Logos, complete interior
wet recoating, interior dry spot repairs and minor structural modifications.
As part of the project, the work will be contained by a large containment material that will extend
from the ground to 20 feet above the top of the tower. The tower was not originally painted with
lead base paint so the containment is not required to be full. This allows the top to be left open
which is a cost savings of $20,000 to $25,000.
The cell phone towers will be removed during the project so that there is adequate working space
on the top of the tower. Temporary cell towers will be located north of the Water Treatment
Plant during the project.
The project will be bid with 3 different scenarios. The first option would be to do the work this
spring. The project would begin in mid March (weather dependent) and be completed by the
middle of May. This is the preferred option. The other two options are to do the work in the fall
or spring of 2009. By bidding the project this way it allows for flexibility depending on water
demand at that time. At the time the bids are received staff will have to determine if conditions
are right for option 1 or do we consider another options.

INTRODUCTION
The City's Capital Improvement Plan (CIP) currently identifies a 2 Million Gallon (MG) water
storage facility (clear well) to be constructed in 2009 to keep up with' the high water demand
throughout the City.
DISCUSSION
To ensure that the City can maintain adequate water service to the residents of Andover, the
water system requires continuous upgrades and improvements. The proposed 2 MG clear well
that is currently identified in the CIP to be constructed in 2009 is the next major improvement to
meet the high demands.
The clear well is proposed to be constructed west of the Water Treatment Plant on City property
as shown on the attached plan. Staff is currently working on fine-tuning the site plan so that the
location of this facility will fit in with future Public Works expansion and future plans of the City
owned property.
There are two main options to consider. The first option is to construct the facility completely
underground. This requires a large space to accommodate such a large structure. The other
option is to construct a large portion underground and the upper half of the tank above ground.
Pictures of this option are attached. Also attached is a site plan that shows the potential location
of the clear well.

INTRODUCTION
This item is an update as to the status of analyzing the unwarranted 3 way or 4 way
stop signs locations.
DISCUSSION
As you know, the Public Works Sign Department is currently doing traffic signing in
portions of the City to ensure the signs are the proper type and are in the proper
location and that signs meet reflectivity standards as required under the accordance of
the Minnesota Manual on Uniform Traffic Control (MMUTCD). Currently the sign
department is in the process of completing Zone 1 and is about half way complete with
Zone 2. Both of these zones are anticipated to be completed by this fall. Within both of
these zones there are a few 3 way or 4 way stop sign locations that do exist and will
need to be analyzed this upcoming summer to determine if the signing should be
modified to meet the MMUTCD. As a reminder, there are a number of locations
throughout the City where the City Council authorized installation of stop signs over the
years that do not or may not meet stop sign guidelines.
Attached is a page from the MMUTCD in regards to stop sign applications for your
review.
ACTION REQUIRED
This is for discuSsion. No action is necessary as this is an update as to the status of
analyzing the 3 way or 4 way stop sign locations.

INTRODUCTION
The Public Works Committee is requ~sted to consider Municipal State Aid Street (MSAS)
designations for 2008 and beyond and to also discuss removing MSA designations from County Roads
(CR) to optimize our future State Aid allocations,
DISCUSSION
As new local City streets are constructed, 20% of the total new mileage can be designated as Municipal
State Aid Streets. Currently the improved mileage total as of December 31, 2007 is 201.72 miles. This
mileage includes currently designated MSAS's, County Road Turnbacks, County Roads (CR) and local
City streets. Currently we have 41.75 miles of roadway designated as MSAS (assuming Andover
Boulevard remains MSAS).
MnDOT is pushing to turn back some trunk highways to the counties in Minnesota. Anoka County has
in turn expressed interest both formally and informally to staff to turn back several CR's to the City in
the not to distant future. This will ultimately increase the lane mileage of roadways owned and
maintained by the City, which requires additional funds for upkeep and maintenance.
Last year the City decided to designate Andover Boulevard (CR 16) from Hanson Boulevard to Prairie
Road as an MSAS. To designate a CR as MSAS, a resolution was needed from Anoka County, as they
are the owners of the roadway. Staff worked with the County on getting this resolution prepared. Staff
was under the impression that Anoka County was going to forward the final resolution to MnDOT to
finalize this designation. In late January 2008 MnDOT contacted staff and told us that they never
received the resolution for this designation, so it has not been formally recorded and will not be
formally recorded until the resolution is received. Subsequently, stafflooked deeper into the impacts
associated with designating a CR as MSAS.
Under the current MSA system, when a CR is turned back to the City, the City is able to designate the
entire turned back segment as an MSAS. This allows the City to have roadways designated as MSAS
over and above the 20% limitation imposed by State Statute. However, if the CR is already designated
as an MSAS when it is turned back to the City, it is not eligible for turnback status for purposes of state
aid funding, which results in a net loss of potential roadway miles (and funding) available to the City
for MSA designations. Each mile that is designated as MSAS generates on average $14,737 in State
Aid funding for the City per year. Maximizing the total mileage that can be designated will result in
the highest potential level of State Aid funding.

Based upon this information, staff is recommending that all MSAS designations on CR's be removed .I
(including the Andover Blvd designation that is in flux) and designations be proposed on the City
owned street system. The attached spreadsheet details the potential impacts to our State Aid allocation
of not revoking MSAS designations from CR'sand then having those routes turned back to the City.
The analysis will be discussed in detail during the Public Works Committee meeting so it is clearly
understood. Essentially what the analysis shows is over the next 50 years, assuming the current CR's
designated as MSAS are turned back to the City in the year 2023 (IS-year timeframe, could be sooner),
the City will lose out on $1.85 million in MSAS Funding. This analysis is in 2008 dollars and does not
consider inflation or time value of money.
As the City keeps growing and adding additional mileage, it is crucial to identify areas for potential
MSAS designations.. As our existing MSAS system continues growing, it becomes more difficult to
identify segments for MSAS designation that both make sense and also meet the requirements of the
State for MSAS designation. Based upon our current MSAS system and the 20% limitation, there is
0.32 miles available for designation at this time. If all CR segments designated as MSAS are revoked
as recommended by staff, we will have a total of3.91 miles that need to be designated. Proposed
designations need to be communicated to MnDOT by March 1,2008. Upon approval of the
designations from MnDOT, formal resolutions from the Council need to be submitted by May 1,2008.
Following are several segments that have been identified by staff as routes that should be considered
for designation both now if the MSAS designations are revoked from the County Roads, and also for
future designations as additional road mileage is constructed and our allowable 20% MSAS
designation total increases. During the meeting, staffwill discuss each segment and provide
justification for each (see table below and attached map). The segments are listed in the order staff
feels are most viable and will most easily be approved by MnDOT State Aid staff.
