Andover High School February 7, 2008 INT ODUCTION This item is in regard to considering an soccer/lacrosse tournament for the upcoming 200 soccer/lacrosse season as requested by the Andover High School. Note: The city taft has been waiting for the application to be forwarded to the city, as we were the und rstanding that we would receive the application prior to the packets being sent out. DIS USSION As ~u may not know, the boy's high school age lacrosse players have separated away fro the Andover Area Lacrosse Association and are currently being run by the And ver Lacrosse Boosters Club, This group of high school boys at this point Is not OffiCfllY a varsity sport since the Anoka Hennipen School District Board has not app oved it. With that said the Booster club (as far as we know) at this point has not bee~ able to receive approval to use the high school fields for the upcoming spong sea on, The request for the tournament/jamboree is requested to be on a Saturday in May 2008 for 2 larger fields at Prairie Knoll Park. We have been trying contact the Boo ter Club about the status of the application. If an application is received, it will be pres nted to the Commission at Thursday's night meeting, The representatives are awaf.e of the upcoming meeting and it is our understanding that someone will be there to represent the club. Not : Just so you know, the girl's high school lacrosse teams are still officially at this poin members of the Andover Area Lacrosse Association. Consider 2008 Application for Scheduled Use of Recreational FacilitieslMinnesota Thunder February 7,2008 INT ODUCTION This item is in regard to consider a request by the Minnesota Thunder to hold a soccer camp at Sun hine Park. DIS USSION Atta hed for your review is the application that has been submitted by the Minnesota Thunder to u e Sunshine Park June 9-13, 2008. There are a couple things that the Park Commission is goin to need to discuss when considering this application. First, should the guidelines requ rements be waived by the Park Commission and second, should there be a fee associated with he use of our facilities as the applicants are a profit organization and is not associated with any ndover youth soccer program although the area soccer associations will benefit from the cam s. Also there is one other issue that has been raised by the Public Works Park Maintenance Dep rtment and that is in regard to some concern to wear and tear of the soccer fields as they are Iready used every night of the week and on weekends and the fields do need some down time 0 that the fields do get some rest. If the Minnesota Thunder does receive approval to use the occer fields, it is recommended to rotate using the 3 fields at Sunshine Park every day to mini ize the wear and tear to the fields. ACTION REQUIRED The ark and Recreation Commission is requested to consider the Application for Scheduled Use f Recreational Facilities as requested by the Minnesota Thunder. Public Hearing/City Code Amendment/Section 8-4-1 Park and Recreation Areas Code/Glass in the City Parks or Park Facility or Recreation Area - Public Works DATE February 7, 2008 This it m is in regard to holding a public hearing to consider an amendment to the City code Sectio 8-4-1 (Park and Recreation Areas). know, the current language in City Code Section 8-4-1 does not address the issue with glass ark, which was discussed with the Park and Recreation Commission at their meeting of Janu 3,2008. The Commission did recommend that the code should be changed to the City Counc 1 at their regular meeting of January 15th. After review of the request by the City Council, it was de ermined to direct the Park and Recreation Commission to hold a public hearing to allow the reside ts to provide written or verbal comments about the proposed code amendments. From a maintenance and safety standpoi t, we feel there is no place for any glass containers in a park setting. Too many times the glass ends up roken and spread throughout the play area. Bottles have been thrown at play structures, signs, she lters d the concrete pads and walkways. We have more concrete in our parks now more than ever. And we e adding more each year. This seems to be a magnet for any type of glass container brought into the ea. It poses a hazard for anyone using the facility and is very hard to clean up. It gets buried in the woo chips and sand that we use for safety fall zones creating hidden dangers. I do not call any claims being brought towards the City on a problem with being cut from broken glass. W have had numerous calls brought to our attention of such problems and I have carried a kid to her horn from a park with a very deep cut on her foot. Not allowing glass in our Cities Parks and Trail systems eems like common sense. We may ot be able to enforce this code, but I feel it is a step in the right direction to be proactive with a known p oblem within Andover's Parks. Update of Irrigation Well at Sunshine Parkl08-12 February 7,2008 I TRODUCTION test well at Sunshine Park is proposed to move forward to determine if an ir igation well is a viable option to serve the park. ISCUSSION T e test well will determine if there are adverse impacts to surrounding wells in t e area including Andover Elementary's Irrigation Well, City Municipal Wells and P ivate Wells. If the test pumping rates do not impact the surrounding wells, the t st well will be used to irrigate the entire Sunshine Park complex. This will save a proximately $35,000 to $40,000 annually that is currently paid to the City's ater Utility from the Park Operations Budget. These funds can go back into p rk maintenance where there is a great need and future irrigation wells in other ity Parks. T e question was asked If the water supply to irrigate the park could remain on t e City's Municipal Water System by bypassing the treatment process by a d rect connection to the transmission line. The concerns with this would be the c st of the water would be required to be paid to the City's Water Utility since the c nnection would be to the City's Municipal Water System and due to cross c nnect and possible contamination the City does not allow direct water c nnection to transmission lines. Update of Prairie Knoll Park North Parking Lot Expansion/07-50 Da e: February 7, 2008 IN RODUCTION Th north parking lot at Prairie Knoll Park will be expanded this summer to add ad itional parking. DI CUSS ION La t fall the City Council directed staff to evaluate adding additional parking at the n01h side of Prairie Knoll Park. Attached for your information are a Site Plan and a CI ss V parking lot layout that would add approximately 41 additional parking spaces. Th cost to contract this work out is estimated to be between $35,000 to $40,000. It is pia ned to have Public Work staff construct the parking lot expansion for an estimated co t of $17,000. This cost will be for equipment rental and raw materials. The labor co t will be covered by the General Operating Budget. Review Outstanding Items DATE: February 7, 2008 Issues Ii t as of 2/5/08 COMPL TED PROJECTS - None at this time. ON-GO~ G PROJECTS - Site Plans for all existing parks which indicates the facilities available. (On-Going). Station North Park ro ert south of the old landfill - Nothing new to report. Construction of the buil ing is still going on. To date the roof is on. Some of the doors have been hung and the plumbing permit h s been issued but none of the plumbing work has started. At this point it doesn't appear the restroo s will ready for use in early spring of 2008 although the Andover Baseball Association President indicate to the Park Commission at the January 3rd meeting that they are entertaining the possibility of trying to do some of the work yet this winter including working on the restrooms by heating the building. As far as th playground equipment, the city staff did meet with the League of Minnesota Cities Insurance Trust re resentative back on Wednesday, December 5, 2007. As discussed with the Commission at the Decemb r 6th meeting, the League has indicated that a 10 foot fence along the east side of the play equipm nt and also along the north side where abuts up to the ball field along the 3rd base side of the field would b sufficient enough. City staff is working on a fencing plan for the playground area and on receiving quotes f om fence contractors over the next month. Also we are planning to put up a short fence (probably around feet in height) on the west side of the playground equipment along the top of the pond to keep people ut of the pond and also a fence along the south side of the playground area adjacent to the trail to help ke p people from going out on to the trail and parking lot. Also the rest of the playground equipment (swamp ,stallion, tilted sky runner and spring pod) is on order. As may recall these addition improvements to the pi yground area were budgeted in the 2008 CIP. In regards to the status of the 1 O-row bleacher for the mid Ie field, the City staff has approved a quote for the purchase of three 5-row bleachers, which includes the trade in value for the 10-row bleacher to SAAFE (the company that sold the City the 10 row bleache last year). The trade in value of the 10-row bleacher is being used to help purchase two of the three 5- ow bleachers. The Andover Baseball Association is paying for the third 5-row bleacher. As you may or may ot know, the 1 O-row bleacher is little too big for the area as it does not give much room since the concess on stand is adjacent and right behind the bleacher. We are also concern that individuals would be able to limb onto the roof of the building since the bleacher sits to close to the building. Woodla d Crossin Park - Now that the 2008 CIP for parks has been approved by the City Council, the playgro nd equipment has been ordered. The structure is designed for 2-12 year olds and will be installed someti e this spring. The Planning Commission held a p blic hearing this past January 22n for all the various chapters of the plan including the parks chapter. No one from the public spoke on the parks chapter. The City Council will be reviewing the final draft pia on February 6th. After the City Council reviews the final draft, the plan will be sent out to the surroun ing communities and other governmental agencies for their review and comments. These various agencie will have up to 6 months to review. Stroot an Park - Everything is completed. This is where we are at with bleachers. At this point 2 bleache s are still needed for a couple parks. One (1) bleacher is needed at Prairie Knoll Park and we are still in n ed of one (1) bleacher at Hidden Creek North Park soccer field. Currently we have a 3 row and a 4 row at S adowbrook East Park. One of the bleachers will be moved to Strootman Park and the other bleache will be moved to Hidden Creek North Park. Shadowbrook East Park will be getting the 2 new bleache s (one for each ball field). The estimated funding of the bleachers would be as follows: $6800 would b from the remaining unexpended funds that was budgeted for the reconstruction of Strootman Park and the emainder in the amount of $1200 would be funded from the 2008 miscellaneous funds. ON-HO D PROJECTS - None at this time. Skat bard Task Force - Hupp/Kowaleski The Tas Force did meet before the last meeting, which was January 17th. Commissioners Hupp and Kowale ki did update the rest of the Commission as well later that evening during the regular Commission meeting Another meeting is scheduled before the next regular Commission meeting with the Task Force this Thu sda~ at 6:15 pm. City staff did meet with Commissioners Hupp and Kowalewski last week (Janua 29t) to discuss the park and the options that are available if the park was constructed as a concret skate park, The City staff (Kevin Starr, Dave Berkowitz and Todd Haas) did recently tour the City of Oakd Ie's skate park, which was made of concrete manufactured from Spohn Ranch. We also met with their sta to talk about the park itself. Although the skate park was constructed last summer, the City of Oakdale is very happy with the Spohn Ranch product. Just so you know they had originally specified Solo concret products for their skate park during the bidding process but changed their mind a week before the bid ope ing to Spohn Ranch concrete products or approved equal. The City staff also recently had a phone convers tion with the City of Minneapolis Park and Recreation Department Maintenance Supervisor regardin the Solo equipment and the Spohn Ranch equipment, as they own both of each. In their opinion, they too highly recommend Spohn Ranch equipment over the Solo equipment. Attached is the layout of the City of akdale's skate park and also of the City of St. Croix Falls, Wisconsin skate park which is very nearly irrors what the Andover's skate park task force has been looking at doing at Sunshine Park.
