WWW.CI.ANDOVER.MN.US To: Park and Recreation Commission cc: Todd Haas, Parks Coordinator From: Kameron Kytonen, Natural Resources Technician KK Subject: -~ Status of Oak Wilt in Parks Date: January 11,2008 INTRODUCTION Staff wanted to give an update on the presence and impact of oak wilt in our park systems, and discuss treatment and grant opportunities. Last summer, the City was the recipient of a $25,000 grant from the Minnesota DNR. These funds help property owners pay for treatments, including root graft disruption (vibratory plowing) and tree removal and disposal. DISCUSSION Shadowbrook East Park has had a fair share of oak wilt over the years. This past fall, the City partnered with a resident of Shadowbrook to contract for some oak wilt treatment. A company was hired to do some vibratory plowing to prevent the root transmission of the disease. In addition, some trees were removed that had died of oak wilt. Staff from the Parks Department removed the dead trees on City property. The City and the property owner benefited from grant funds to help pay for these treatments. Other parks that have had oak wilt treatments in the past include Timber Rivers, Prairie Knoll and Wild Iris. Currently, however, these parks are symptom free. Staff will continue to monitor the incidence of oak wilt in these parks. BUDGET IMP ACT The program operates in a fashion where the DNR funds pay for half of the cost of the treatments, which is capped at $500 for vibratory plowing and $500 for removals per property. The City pays for a quarter of the cost of vibratory plowing, which is capped at $250 per property. This comes out of the City's Forestry Fund. ACTION REQUESTED No action requested at this time. WWW.CI.ANDOVER.MN,US TO: Park and Recreation Commission FROM: Jim Dickinson, City Administrator SUBJECT~ S Update from Finance Department regarding Future City Budgets DATE: January 17, 2008 INTRODUCTION At the January 3rd Park and Recreation Commission meeting the Commission requested that the City Administrator address some particular issues related to future City budgets. I have summarized below a few of the topics discussed at the January 3rd meeting. DISCUSSION Wells for irrization TJarks: The current focus is on existing parks that are utilizing the municipal water system as the water source for irrigation. At the top of the list is Sunshine Park, since that is the top water user and most expensive to irrigate. Based on research staff has determined it is in the best interest of the City from an operational perspective to construct a well at Sunshine Park. The payback on the well investment is projected to be about a year and a half. Administration/Finance has recommended that where wells will be constructed in parks currently connected to municipal water, those new investments be made with operational funds as that is where the true return on that investment will be. These improvements will be considered as available funding permits. For new parks or new irrigation systems in existing parks, serving strictly a park and recreation function, AdministrationlFinance is recommending those be funded through the Park Improvement Fund as available funding permits. And while Staff is reviewing all existing parks for well construction, please keep in mind there are certain facilities such as Andover Station North, due to Minnesota Pollution Control Agency restrictions, where the City will not be able to utilize a dedicated well and those parks will need to remain connected to the municipal system. Also in certain instances, where the benefit of the irrigation may serve more than just the Park and Recreation function, staff will look at other funding streams to complement the Park Improvement funds to facilitate that improvement i.e. Hawkridge Park public safety benefit. Again this will be as available funding permits. Bonding for imvrovements: Relative to bonding for park improvements, I see this as problematic at this time absent an approved park referendum; the City will struggle with locating a new revenue stream to fund a new bond. The current city tax levy that is allocated to the Parks Improvement Fund is currently leveraged for the bonding that was done for the construction of the facilities at Andover Station North, and with the limited market value growth and limited development activity the City is experiencing, it would be very difficult to project a significant increase in that tax levy allocation in the near future. But with that said, tax levy allocation is a policy matter for the City Council to consider through the annual budget development cycle. Conclusion: Administration/Finance understands the desire of the Park and Recreation Commission to facilitate park improvements in a timely fashion and while the current economy is not lending itself to a significant number of improvements; we are committed to working with the Park and Recreation Commission as available funding permits. ACTION REQUESTED Informational and no immediate action is necessary. L J:iEM -(0 DATE: January 3, 2008 TO: City of Andover, Parks Department FROM: Captain Tom Wells SUBJECT: Andover Park Activity Quarterly Report October 2007 - December 2007 - The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park activity for the 4th quarter, ending December 31, 2007. Due to reporting problems, I have also included some reports that were given to me after the 3rd quarter deadline. Upon arrival the juveniles were gone. 08.26 1143 1208 Prairie Knoll 07205231 A CSO was dispatched to a parking complaint of 500 cars in the park and numerous vehicles being illegally parked. Upon arrival she observed a couple hundred cars parked in the lot and on the road; none were illegally parking or blocking roadways. 09.08 1317 1326 Prairie Knoll 07216885 A caller reported many parking violations at the park. Upon arrival there were three vehicles parked in the grass against city ordinance. The deputy issued warning violations to illegally parked vehicles. 09.11 1930 1957 Prairie Knoll 07219935 A caller reported 30 cars parked in a no parking zone. Upon arrival the CSO began writing warning tickets. Within minutes all the cars had been moved by their owners. 09.24 0528 0528 Prairie Knoll 07231133 A caller reported a suspicious vehicle with six males in it. When the deputy arrived he could not locate the vehicle or the men. 09.25 1815 1823 Oak Bluff 07232043 A deputy was dispatched to a suspicious male sleeping under a tree. The deputy made contact with the male who stated he was homeless and wanted to sleep there tonight. He was advised that he could not. The deputy contacted the homeless shelter in Anoka and they were able to take him for the night. 09.28 1709 1709 Sunshine 07234411 A CSO was dispatched to a dog complaint. The pet owner did not clean up after the dog at the park. The dog owner could not be located but was identified so the CSO sent a letter to the owner (the phone number was no longer valid) outlining the park rules and consequences. 09.29 2118 2125 Hidden Creek East 07235577 A deputy was dispatched to a complaint of vehicle parked on the grass. They located the owner and told them to move it. They complied. 10.04 1654 1710 Wild Iris 07239759 A caller found a bike at the location. The CSO picked up the bike and brought it to the patrol station. 10.13 1141 1204 Prairie Knoll 07247558 A CSO was dispatched to a complaint of several vehicles parked in the grass and blocking the park signs. When she arrived she did not observe any vehicles illegally parked. 10.25 2113 2117 Shadowbrook 07258067 A deputy was dispatched to a complaint of juveniles playing basketball who were being loud. The deputy located the males and they were advised to turn down the music and leave the park at 2200 hours when it closed. 10.25 1734 1744 Chester Commons 07258710 A deputy was dispatched to a complaint of boys throwing a bike down the slide. When the deputy arrived, the boys were gone. 10.25 1941 1949 Prairie Knoll 07258818 A caller reported several illegally parked cars. Upon arrival, the cars were not there, 11.08 1637 1641 Northwoods East 07270654 A caller reported a suspicious vehicle at the park, The deputy made contact with the driver; he stated that he was not allowed to have his friends at his residence so he was there waiting for them. 11.09 1737 1749 Fox Meadow 07271541 A deputy was dispatched to a complaint of 4 wheelers in the park, Upon arrival they were gone. 12.04 1801 1818 Lund's North 07292212 A caller reported snowmobiles in the park. Upon arrival the deputy located the suspects while they were loading their sleds. He advised them that they can not ride in the city park and they agreed not to return. 12.06 1840 1841 Hawk Ridge 07293764 A deputy was dispatched to a snowmobile in the park. Upon arrival he was gone. 12.11 1434 1434 Lund's North 07297525 An Andover Parks employee reported finding damage at the park. It looked like someone had used large equipment to make snowmobile jumps. The amount of damage can not be assessed until the snow melts but the case was assigned to Investigator Knotz. 12.22 1453 1503 Oak Bluff 07306746 A caller reported that someone had cut down a pine tree at the park. Review Outstanding Items DATE: January 17, 2008 Issues list as of 1/15/08 COMPLETED PROJECTS ON-GOING PROJECTS 0 Develop Site Plans for all existing parks which indicates the facilities available. (On-Going). 0 Andover Station North Park (property south of the old landfill) - Construction of the building is still going on. To date the roof is on. Some of the doors have been hung and the plumbing permit has been issued but none of the plumbing work has started. At this point it doesn't appear the restrooms will ready for use in early spring of 2008 although the Andover Baseball Association President indicated to the Park Commission at the last meeting that they are entertaining the possibility of trying to do some of the work yet this winter including working on the restrooms by heating the building. As far as the playground equipment, the city staff did meet with the League of Minnesota Cities Insurance Trust representative back on Wednesday, December 5, 2007. As discussed with the Commission at lasts month December 6th meeting, the League has indicated that a 10 foot fence along the east side of the play equipment and also along the north side where abuts up to the ball field along the Srd base side of the field would be sufficient enough. City staff is working on a fencing plan for the playground area and on receiving quotes from fence contractors over the next month. Also we are planning to put up a short fence (probably around 5 feet in height) on the west side of the playground equipment along the top of the pond to keep people out of the pond. Also the rest of the playground equipment (swampy, stallion, tilted sky runner and spring pod) is on order. As may recall these addition improvements to the playground area were budgeted in the 2008 CIP. In regards to the status of the 10-row bleacher for the middle field, the City staff has approved a quote for the purchase of three 5-row bleachers, which includes the trade in value for the 1 O-row bleacher to SAAFE (the company that sold the City the 10 row bleacher last year). The trade in value of the 10-row bleacher is being used to help purchase two of the three 5-row bleachers. The third 5-row bleacher is being paid for by the Andover Baseball Association. As you mayor may not know, the 10-row bleacher is little too big for the area as it does not give much room since the concession stand is adjacent and right behind the bleacher. We are also concern that individuals would be able to climb onto the roof of the building since the bleacher sits to close to the building. The west field would remain having one 10-row bleacher and the east field would remain with one 5-row bleacher. 0 Update of Park Dedication Improvement Fund Quarterly Report -Item is on the agenda. 0 Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism -Item is on the agenda. 0 Woodland Crossina Park - Now that the 2008 CIP for parks has been approved by the City Council, the playground equipment has been ordered. The structure is designed for 2-12 year olds and will be installed sometime this spring. 0 Comprehensive Plan (Park & O~en Space Chapter) - Nothing new to report. There is a public hearing being held on January 22n for all the various chapters of the plan including the parks chapter. H:\Engineering\Parks\Park & Rec Packet Information\ltems\2008\011708\item 8. DOC The City Council will be reviewing the final draft plan on February 6th. After the City Council reviews the final draft, the plan will be sent out to the surrounding communities and other governmental agencies for their review and comments which they will have up to 6 months to review. 0 Strootman Park - Everything is completed. Weare still anticipating purchasing a bleacher for the park as we do have some funds available that were not used in the reconstruction of the ball field. I will be meeting with the Parks Maintenance Department next week about this. ON HOLD .:. TASK FORCE UPDA TES 0 Skateboard Task Force - Hupp/Kowaleski 0 The Task Force did meet before the last meeting, which was January 3rd. Commissioners Hupp and Kowaleski did update the Commission as well later that evening during the regular Commission meeting. Another meeting is scheduled before the next regular Commission meeting with the Task Force this Thursday at 6: 15 pm. City staff is working with the vendors about pricing of some ofthe equipment the Task Force is interested in for both concrete skate ramps and for steel ramps. A copy of the latest park layout was handed out to the Commission at the last meeting. Please bring the layout with you to this meeting.
