(612) 755-5100 PARK AND RECREATION COMMISSION - SEPTEMBER 18, 1997 MINUTES A Regular Meeting of the Andover Park and Recreation Commission was called to order by Chairperson Dave O'Toole on September 18, 1997, 7:35 p.m., at The Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Tom Anderson, Dave Blackstad, Al Grabowski, Jim Lindahl (arrived at 7:38 p.m.) Brian Barringer, Jeff Kieffer Park Coordinator, Todd Haas Commissioners absent: Also present: APPROVAL OF MINUTES September 4, 1997: Correct as written. MOTION by Blackstad, Seconded by Anderson, approval as written. Motion carried on a 4-Yes, 1-Present (O'Toole), 2-Absent (Barringer, Kieffer) vote. UPDATE OF PARK DEDICATION FUNDS Mr. Haas stated the Finance Director was unable to provide the report on Park Dedication funds because of a conference. That update will be provided at the next meeting. The Commission asked Mr. Haas to check on the amount of funds earmarked for the development of the Hills of Bunker Lake 5th park that were donated by the Andover Lions Club. ERICKSON/HARRIS SKETCH PLAN Mr. Haas reviewed the sketch plan of the proposed development of about 20 acres into eight rural residential lots in Section 3. There are parks in the neighboring developments of Hawk Ridge East and Woodland Meadows. Because of the relatively close location of the two existing parks, the Commission leaned toward accepting cash in lieu of land for park dedication. HIDDEN CREEK NORTH PARK/WARMING HOUSE DISCUSSION CONTINUED Mr. Haas stated besides the $1,150 to rent and set up a trailer and the approximately $3,500 in wages for a warming house attendant, it is estimated to cost between $2,000 and $2,500 for the electrical to the building because the transformer is on the north side of Bunker Lake Boulevard. , " / , . ) '-.J Regular Andover Park and Recreation Commission Meeting Minutes - September 18, 1997 Page 2 , ./ (Hidden Creek North Park/Warming House Discussion, Continued) (Commissioner Lindahl arrived at this time, 7:38 p.m.) Mr. Haas also noted that another security light would cost about $300 to $400. The electrical work would come from park dedication. The rental of the warming house and the attendant would come from the General Fund. The Commission discussion noted the cost is considerably more than what was first estimated at the September 4 meeting. It was felt that unless the funds are available for the wages and the warming house, this project should not be done this year. Everyone agreed, however, that the rink probably would be heavily used and that it should be a high priority project in the budget for 1998. It was also suggested that the attendants at the various rinks keep track of the use, that is how many people use the rink, to determine which rinks are used and which are not. CHAIRMAN'S REPORT Park activities - Commissioner Grabowski reported the Parks Department planted about 30 trees, many at the Crooked Lake Boat Landing. They have had their last state softball tournament. He asked when the ,/ bituminous trail will be installed at Sunshine Park. Mr. Haas stated it should be done next Tuesday. GIS maps - The Commission suggested that the general use of the parks b2 listed in the legend on the City map which shows the park locations. Items such as picnic shelters, tot lot, softball or baseball fields, soccer fields, basketball or volleyboll court, etc., would be helpful information. Sa telli tes in the parks - Commissioner Grabowski felt the portable satellites should be removed when the athletic season ends, that there is no need to leave them out until the end of September. If they are needed by a specific group, that particular association should be paying the costs. Contact person from each association - Commissioner Grabowski suggested the Park and Recreation Commission have one person from each of the youth associations be a contact person to facilitate in communicating information to those groups. Park maps in the City's calendar - Commissioner Grabowski stated the Recycling Department is soliciting funding from businesses and organizations to fund the 1998 City of Andover calendar. He suggested the Park and Recreation Commission should contribute toward that project and request that maps be included in the calendar that show the location of parks and trails. Mr. Haas stated he would mention that to Ms. DeRyder in the Recycling Department. ) I '--_.J \ .. ) ,,~ Regular Andover Park and Recreation Commission Meeting Minutes - September 18, 1997 Page 3 (Chairman's Report, Continued) Ci ty Council actions - Chairperson 0' Toole updated the Commission on the discussions and actions of the City Council relating to park items at their September 16 meeting. Mow strips under the fencing - Mr. Haas reported the specifications do call for 16-inch wide mow strips under the fencing, which was also the specifications for the fields at Sunshine Park. Some cities are goin~ as wide as 24 inches. Commissioner Grabowski disputed the width of the mow strips at Sunshine Park. At the most he felt they were only 8 inches wide. Mr. Haas also reported the south parking lot of Sunshine park will be closed most of October because of the construction of the City well. MOTION by Anderson, Seconded by Blackstad, to adjourn.
