HomeMy WebLinkAboutOctober 16, 1997 u u C) CITY of ANDOVER Park and Recreation Commission Meeting - October 16, 1997 Minutes The Regular Meeting of the Andover Park and Recreation Commission was called to order by Chairman Dave O'Toole at 7:30 p.m., Thursday, October 16, 1997 at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Jim Lindahl, Tom Anderson,AI Grabowski, Brian Barringer, Dave Blackstad (arrived at 8:15 pm) Jeff Kieffer Todd Haas, Park Coordinator Commissioners Absent: Also Present: Approval of Minutes October 2,1997: Update of Donations/Cushman: second sentence should read "Mr. Haas explained that all of the associations have been contacted but none, other than Andover Athletic o Association, have........" Motion by Lindahl, seconded by Barringer to approve the minutes of October 2, 1997 as amended. Motion carried on a 5-yes, 2-absent (Blackstad, Kieffer) vote. 1998 Park Capital Improvement Budget, Discussion Chairman O'Toole explained that the City Council had previously eliminated all of the capital out of the 1998 budget, but due to a decision to put off buying one of the Public Works vehicles for two years the Park Commission now has $41,000. Commissioner Grabowski suggested that the Commission have some ranges of prices for the items they want to purchase. Chairman O'Toole noted that they will need to prioritize the things that they want to get done. He felt that the pathway going to the softball fields at Sunshine Park should be extended so people from the soccer fields can go directly to the parking lot. Mr. Haas stated that he would check with Dave Carlberg to see if there are any CDBG funds available. He also noted that there are funds available through the National Park Service to build trail systems, including benches. He will check into this program. Receive PeHtion/97-40/Hills of Bunker Lake 1-4 Additions/I'rail Improvements (j Mr. Haas reviewed the petition and suggested that the Park and Recreation Commission hold an informational meeting with the neighborhood to discuss the possibility of providing an ......j '.../ , Regular Park and Recreation Commission Meeting , j October 16, 1997 - Minutes Page 2 access to the Coon Creek trail system. He recommended that the meeting be held on November 6th at 7:30 PM. The Commission discussed the different ways to extend the trails. It was suggested that some sort of gate be installed at the entrances so that vehicles are not driven onto the trails. Mr. Haas felt that a bridge should be built across the creek which would cost about $20,000. A meeting with the neighborhood was scheduled for 7:30 p.m., Thursday, November 6th at City Hall. Mr. Haas will send notices to the people in the development informing them of the meeting. - Discuss Potential 1998 Trail Improvement Priorities Commissioner Grabowski noted that there is the missing link between City Hall, Andover elementary School, Oak View Middle School and the Hamilton property and would like to see that connected. He also stated that he would like to connect the west side of the city. ., / Commissioner Barringer asked where the connection would be from here to Kelsey Park Mr. Haas explained that there are several routes such as South Coon Creek Drive. Getting from Hanson Boulevard to Crosstown Boulevard could be accomplished by utilizing the 80 acres south of the landfill that the city is in the process of purchasing from the State of Minnesota. Chairman O'Toole questioned which intersections are being looked at for stop lights. Mr. Haas noted that the intersections of Andover Boulevard and Hanson Boulevard and Crosstown Boulevard and Hanson are the two most important. Chairman O'Toole felt that the stop light at Hanson and Crosstown should be the top priority because of the schools. Mr. Haas will check with the county to see where they have this intersection rated. Chairman's Report Commissioner Grabowski reported that at the ball tournament at Sunshine Park last weekend there was a lot of drinking in the parking lot, dugouts and stands. Pov's staff did a good job as well as the Sheriff's office and the people picked up after themselves. Chairman O'Toole also stated that he was at the tournament and it was a quiet crowd. He also noted that he spoke to Sheriff Podany regarding a community service officer who would patrol the parks, check the warming houses and balIfields. (Commissioner Blackstad arrived at this time: 8:15 pm) Chair- man O'Toole suggested that the Park Commission talk to the City Council about hiring a CSO ) for the parks.
