Consider 2008 Softball/Baseball Tournament Applications DATE: January 3, 2008 INTRODUCTION This item is in regard to considering the attached softball/baseball tournament application forms for the upcoming 2008 softball/baseball season as requested by the Andover Athletic Association. DISCUSSION The earliest the associations can submit is December 15th for the following summer. At this time, only the Andover Athletic Association has made application for tournaments for the upcoming season for the ball fields. Listed below are the Andover Athletic Association and dates of tournaments that have been requested. - May 31-June 1/AAAlAndover Spring Tournament/Fields 1-6 at Sunshine Park, Eveland Fields (north, middle & south fields) - June 20-22/AAA/End of Season Tournament/Fields 1-6 at Sunshine Park, Eveland Fields (north, middle & south fields) - July 25-27/AAAlSenior High Co-Ed End of Season Toumament/ Fields 1-4 at Sunshine Park & Field 7 at City Hall - August 2-3/AAAlField of Dreams Toumament/ Fields 1-6 at Sunshine Park, Eveland Fields (north, middle & south fields) Note: The Andover Family Fun Fest is scheduled for July 11 & 12. The City has not received any applications from Andover Baseball Association. They are aware that the applications were due. ACTION REQUIRED The Park & Recreation Commission is required to consider approving the attached tournament application forms from the Andover Athletic Association. It will be necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works Department will be necessary prior to any use. (] List any special instructions necessary for the Public Works Department so arrangements can be made prior to the tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.) All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation Commission at the first Thursday meeting in January. Any tournament application after that will be on a space available basis and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be assessed for applications made less than eight weeks prior to the tournament date, All fees must be submitted with the application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth Associations having first priority. A $500,00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00 (or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Supervisor. * If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A. The City Council has adopted the following refund policy: "Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled, neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City." A $500.00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the toumament date. Any equipment damaged or lost or any damage to City property by renter will be deducted fiom deposit fee. As you may recall, the City received a grant in 2007 for Crooked Lake Boat Landing reconstruction project as part of the Water Resource Cooperative Acquisition and Development Program. Consider City Code Amendment/Glass in the Parks DATE: January 3, 2008 INTRODUCTION This item is in regards to considering a City Code Amendment in regards to glass in the parks. DISCUSSION The Public Works Parks Department is having a lot of issues with users of the parks breaking glass and not properly disposing the glass in the garbage bins. The Parks Department and the City's Recycling Coordinator have tried using glass recycling bins to curb this but this was not very effective as individuals were throwing their non- recyclable garbage in the recycling bins and separating the recyclables from the non- recyclables was taking way too much time to do. Attached is the current city code regulating Parks and Recreation Areas. If the Park and Recreation Commission agree the Code should be amended. The new language should be added in Section 8-4-1 as follows: "Glass: No glass containers of any sort will allowed in any designated City park or park facility or recreation area that provides any kind of indoor or outdoor activities". ACTION REQUIRED The Park and Recreation Commission is requested to consider recommending the City Council new amendment to the City Code regarding glass in the parks. Respectfully submitted, ~~~ CHAPTER 4 PARKS AND RECREATION AREAS SECTION: 8-4-1 : Regulations 8-4-2: Violations; Penalties 8-4-1 : REGULATIONS: The use and occupancy of all city parks and recreation areas owned, rented and/or leased by and located in the city shall be subject to the follOwing regulations: A. Abusive Language; Noisy Conduct: Persons engaged in offensive, obscene or abusive language or boisterous and noisy conduct tending reasonably to arouse alarm, anger or resentment will not be allowed. B. Advertising, Selling And Solicitation: No advertising, unapproved selling or solicitation is allowed. An Exclusive Use Permit may be approved by the City Council and issued by the City Clerk for the selling of food, alcoholic or nonalcoholic beverages as established by City Council resQlution. C. Alcoholic Beverages: Consumption or possession of alcoholic beverages is not permitted unless a permit is obtained under Subsection B of this section. D. Fires 1 : It shall be unlawful to build or attempt to build a fire except in areas designated for such purpose. No person shall drop, throw, or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco, . '. -. paper or other flammable material. E. Firearms And Explosives: No firearms (as defined by city ordinance) 2 or explosives shall be present or used unless approved by the City Council. Authorized law enforcement officials shall be exempt from this regulation. F. Gambling: Gambling shall not be allowed. G. Golfing: No person shall be allowed to golf or practice golf. 1 See also title 7, chapter 3 of this code. 2 See subsection 5-4-1A of this code. H. Hours: City parks and recreation areas shall not be occupied or used, nor may any motor vehicles be parked therein, between eleven o'clock (11 :00) P.M. and six o'clock (6:00) A.M., except when participating in an activity for which a permit has been granted by the city. I. Operation Of Motor Vehicles: 1. No person shall ride or drive a vehicle at a rate of speed exceeding that posted in city parks or fifteen (15) miles per hour. 2. Drivers shall confine the operation of any motorized vehicle to roads, parking areas, or other areas specifically. designated as temporary parking areas by the City Council and/or their designated representatives. 3, It shall be unlawful for any self-propelled vehicle, including, but not limited to, "motor vehicles" as defined in Minnesota Statutes Chapter 169, other self-propelled vehicles, go-carts, and snowmobiles, to travel within city parks or recreation areas, except on established roadways, trails, or other areas designated for such purpose. Authorized emergency vehicles, city vehicles and wheelchairs for the handicapped or disabled are exempt from this regulation 1 . . J. Damage To Park Property: It shall be unlawful to mark, deface, disfigure, injure, tamper with or dispose of or remove any buildings, bridges, playground equipment, tables, benches, fireplaces, railings, paving or paving materials, public utilities or parts or appurtenances thereof, signs, notices (temporary or permanent), monuments, stakes, posts, equipment, facilities or park property or appurtenances, whatsoever, either real or personal. K. Pets And Animals: 1. Leashed Animals: All domestic animals (such as dogs, cats and similar animals) must be kept leashed 2 . 2. Prohibited Animals: a. (2) City Hall Park Complex #1. b. Horses shall not be allowed in any park area including the city trail system. 4. Hunting, Trapping, Tormenting: No person shall hunt, molest, harm, kill, trap, chase, tease or throw missiles at any animal. 5. Removal Or Possession Of Young Or Eggs: No person shall remove or have in possession the young of any wild animal or have the eggs or nest or young of any reptile, mammal or bird; exception to the foregoing is made in that snakes known to be poisonous, such as rattlesnakes, and/or otherwise hazardous to human safety, may be killed or removed. L. Play Areas: No person shall engage in racing or playing of any games that interfere with the general use of designated play areas. This shall be construed, but not be limited to, prohibiting the use of sleds, toboggans, or snowmobiles on any skating rinks, or other such conflicts of use. M. Protection Of Trees: It shall be unlawful to remove, cut or otherwise deface any tree or ground cover without consent from the Commission and written permission from the City Clerk. N. Posting Signs: It shall be unlawful to post any sign, placard, advertisement or inscription, or cause to be erected any sign, unless approved by the City Administrator or designee. O. Consider Request for Security Light/Hidden Creek North Park DATE: January 3, 2008 INTRODUCTION The Park and Recreation Commission is requested to consider adding an additional security light at Hidden Creek North Park as requested by an area resident. DISCUSSION Attached is a request from Patricia Grahek for your review. If you have not been to the park recently, currently there are two security lights, one light is located in the southeast corner of the existing parking lot and the other security light is located in the southwest corner of the free skating rink which was installed to help protect the playground equipment from being vandalized. In discussing this with Kevin Starr in Public Works Department, it sounds as if the free skating rink is not getting a lot of use, which was unexpected. Note: The Commission members are recommended to stop by the rink during one of the next couple evenings to get an idea of what is being discussed. At this point, it is recommended to not install an additional security light at this time. If the Commission is interested in having an additional security light installed, the estimated cost will be somewhere from $5,000 to $7,500 and would have to be funded by the 2008 Miscellaneous Fund. The light would not be installed until spring after the frost is out of the ground. Discuss Irrigation Well Feasibility Study/O7-38 DATE: January 3, 2008 INTRODUCTION This item is in regards to the Irrigation Well Feasibility Study, Project #07-38, that was prepared this past October by SEH (engineering consultant that was hired by the City to prepare the study). DISCUSSION A copy of the study was provided to each of the Commissioners in their last packet of December 6, 2007. Please review the study. Note: If you have misplaced the study, let me know and we can get you another copy. At this point in talking with Jim Dickinson, City Administrator, it appears that the first thing that needs to be done is to construct a well at Sunshine Park. This will likely be funded by maintenance and operations but for the most part all other parks that do not have or are not connected to city water will be most likely have to be funded through park dedication funds. ACTION REQUIRED No action is necessary. Just keep in mind when preparing the Capital Improvement Plan (CIP) for parks each year, you may want to consider putting a new well in some of the parks if the Commission's goal is to try to irrigate some of the parks that have playing fields. Review Outstanding Items DATE: January 3, 2008 Issues list as of 12/31/07 COMPLETED PROJECTS ON-GOING PROJECTS Q D velop Site Plans for all existing parks which indicates the facilities available. (On-Going). Q Andover Station North Park (propertv south of the old landfill) - Construction of the building is still going on. To date the roof is on. Some of the doors have been hung and the plumbing permit has been issued but none of the plumbing work has started. At this point it doesn't appear the restrooms will ready for use in early spring of 2008. As far as the playground equipment, the city staff did meet with the League of Minnesota Cities Insurance Trust representative back on Wednesday, December 5, 2007. As discussed with the Commission at the last meeting on December 6th, the League has indicated that a 10 foot fence along the east side of the play equipment and also along the north side where abuts up to the ball field along the 3rd base side of the field. Also we are planning to put up a short fence (probably 5 feet in height) on the west side of the playground equipment along the top of the pond to keep people out of the pond. In regards to the status of the 10-row bleacher for the middle field, the City staff has been discussing with SAAFE (the company that sold the City the 10 row bleachers) about receiving a credit so that the City can purchase a couple 5-row bleachers. As you may or may not know, the 10-row bleacher is little too big for the area as it does not give much room since the concession stand is adjacent and right behind the bleacher. We are also concern that individuals would be able to climb onto the roof of the building since the bleacher sits to close to the building. The Andover Baseball Association has expressed interest in buying a third 5-row bleacher for the middle field so there would be a total of three 5-row bleachers for the middle field. The west field would remain having one1O-row bleacher and the east field would remain with one 5-row bleacher. Q Update of Park Dedication Improvement Fund Quarterlv Report - Next report will be due in January. Q Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next report will be due in January. Q Woodland Crossina Park - Now that the 2008 CIP for parks has been approved by the City Council, the playground equipment has been ordered. The structure is designed for 2-12 year olds. A copy of the layout is attached for your review. Q Comprehensive Plan (Park & Open Space Chapter) - Item is on the agenda. Q Strootman Park - Everything is completed. We are anticipating be purchasing a bleacher for the park as we do have some funds available that were not used in the reconstruction of the ball field. TASK FORCE UPDATES CJ Skateboard Task Force - Hupp/Kowaleski 0 The Task Force did meet before the last meeting, which was December 6th. Commissioners Hupp and Kowaleski did update the Commission as well later that evening during the regular Commission meeting. Another meeting is scheduled before the next regular Commission meeting with the Task Force. City staffis working with the vendors about pricing of some of the equipment the Task Force is interested in. Attached is the latest park layout that the Task Force has been working on.
