Adjournment 0 ~ ()..4; C I T Y o F u..T"L, ~ 5- I S - ,)"1 0 NDOVE SPECIAL JOINT CITY COUNCILlPLANNING AND ZONING COMMISSION MEETING - APRIL 24, 2007 The Special Joint City Council/Planning & Zoning Commission Meeting was called to order by Mayor Gamache on April 24, 2007, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Councilmembers Present: Mayor Gamache, Councilmembers Don Jacobson, Julie Trude and Ken Orttel' Mike Knight (arrived at 7:03). Commissioners present: Chairperson Daninger, Commissioners Tim Kirchoff, Michael Casey, Valerie Holthus, Douglas Falk and Dennis Cleveland, Devon Walton (arrived at 7:15). Commissioners absent: None 0 Also present: City Administrator, Jim Dickinson City Planner, Courtney Bednarz City Engineer, Dave Berkowitz PRESENTATION/ANOKA COUNTY LAW ENFORCEMENT CENTER. Anoka County Sheriff Bruce Andersohn and the project architect, Mr. Dunwell of Buetow and Associates, made a presentation to the Andover City Council and Planning Commission updating them on their progress to date on the Law Enforcement Center facility design and layout. Mr. Dunwell gave a quick background on the comer of 133rd A venue and Hanson Boulevard, stating a number of sites were looked at, but this was the most advantageous. The site plan has a service road that will connect 133rd Avenue to Station Parkway, the new entrance to the campus, and will eventually connect to Bunker Lake Boulevard. Mr. Dunwell stated the included areas would be landscaped and preserved, effectively screening the working operational sides of the building from any public view. He stated they have approval from the Watershed District for a pipe that will go under Hanson Boulevard to the current storm sewer. He further stated for the first time in 150 years, the 0 entire Sheriff's Department will be housed together under one roof. Mr. Dunwell stated it would allow for future expansion through 2030. Mr. Dunwell stated the idea of the 135,000 square foot building is to provide a historical type feel with pilasters and red brick invoking an older fire or police department. Mayor Gamache asked if autopsies would be done there. Mr. Dunwell stated no, they would be done at the new facility in Ramsey. Commissioner Falk asked how many people it would entertain per shift. Mr. Dunwell stated about 225, allowing for two-thirds patrol staff. Commissioner Falk.asked about walking paths around the building. Sheriff Andersohn stated the parks would be accessible on the east side of the property. Mr. Dunwell stated once 133r is developed, they plan to link to the Bunker Hills trail system. Councilmember Trude thought staff would appreciate the stress relief of the walking trails. Sheriff Andersohn stated there would also be a full workout room inside the complex. Commissioner Holthus asked if the trails are already there. Mr. Dunwell stated they are planning to connect to them, but is unsure of the timeline. 0 Councilmember Jacobson asked if there are any plans for tree screening at Station Parkway and 133rd. Mr. Dunwell stated they would be planting some, but would like to keep as many trees as possible. Councilmember Jacobson would like staff to look at the landscaping plan. Councilmember Jacobson asked if coming from the north, would there be a left turn onto Station Parkway. Mr. Dunwell stated it's a service road for the campus only; the public would enter further down the road into the parking lot. Councilmember Jacobson asked what kind offence it would be. Mr. Dunwell stated along the front would be an estate type fence and encompassing the building would be an 8' fence with three strands of barbwire. Mayor Gamache asked why there would be a need for barbwire. Councilmember Jacobson thought it would look like a penetentiary facility. Sheriff Andersohn stated its common practice in public safety facilities. Councilmember Orttel suggested the trees would hide it. Councilmember Jacobson asked if there is another option, without the barbwire. Commissioner Holthus asked what type of fence the current patrol facility has. Sheriff Andersohn stated a three-strand barbwire. Councilmember Knight stated it's not really 0 noticeable. Councilmember Orttel stated they should do what's necessary for security. Mr. Dunwell stated both Deciduous and Coniferous. Commissioner Casey asked what type of signage they'd use on 133rd A venue. Mr. Dunwell stated a monument type sign. Councilmember Jacobson asked what the status would be for the existing patrol station. Sheriff Andersohn stated it would be utilized by the Highway Department. Councilmember Jacobson asked what the cost would be. Mr. Dunwell stated approximately $20 million. Mayor Gamache asked if the service road would connect with the existing road. Mr. Dunwell said internally, yes. Councilmember Trude requested having no left turns coming out of that entrance. Sheriff Andersohn stated it would be directed to the signal. Commissioner Kirchoff stated the road is in the process of being realigned and moved to the east. Councilmember Jacobson asked about the environmental components being built into building. Mr. Dunwell stated several items have been incorporated into the building, 0 some of which include: heat exhaust recovery systems; high efficiency motors on mechanical equipment; variable drive motors; various recycled materials within the building, including recycled carpeting, recycled paint, masonry, aluminum and steel; daylight light controls and storm water management. Councilmember Jacobson asked why solar heat wasn't considered. Mr. Dunwell stated there isn't a good payback on solar energy, stating Gray Water and Geothermal would also not work well. Councilmember Orttel asked what the time schedule is. Mr. Dunwell stated they plan to bid in August, start construction in September and occupancy early 2009. Chairperson Daninger asked for a list of Buetow's recent projects. He also asked if the EOC would be moving as well. Sheriff Andersohn stated dispatch would stay at the existing building, as well as the EOC. Mr. Dunwell stated they have designed the City of Anoka Police and Fire Departments and they designed the Anoka County Government Center. Councilmember Jacobson asked if the building is fully funded. Sheriff Andersohn stated it will be bonded through the County and it is their hope to get a grant from the State for the forensic lab. 0 Commissioner Walton asked at what point of construction the light be put on 133rd. Mr. Dunwell stated last, 133rd will need to get constructed first. Regular Andover Planning and Zoning Commission Meeting Minutes -April 24, 2007 0 Page 4 Commissioner Kirchoff asked when the ribbon cutting would be. Mr. Dunwell stated the fIrst quarter of2009. Mayor Gamache asked if the construction would affect what's happening on Hanson Boulevard. Sheriff Andersohn stated it stands on its own. Mr. Dunwell stated they are unaware of any, but there may be issues. Councilmember Trude complimented Mr. Dunwell on the natural light use, stating it would be very attractive. Sheriff Andersohn stated the goal of the building is to have a sense of history, dignity and strength. Mayor Gamache thanked Sheriff Andersohn and Mr. Dunwell for their presentation. COMPREHENSIVE PLAN UPDATE PROGRESS REPORT. City Planner Courtney Bednarz updated the City Council and Planning Commission on staff progress made on the draft of the Comprehensive Plan. Mr. Bednarz stated the goal 0 has been to clean up policies and format what is required by Met Council, stating it's staff's intent to have a draft submittal ready by the end of2007 or early 2008. He showed maps and graphs, detailing how the numbers were arrived at. They have also put together a proposed sewer staging plan taking the City from 2020 to 2030, proposing some redesignation from one to the next. Councilmember Trude asked if the dates for the proposed MUSA were changing, not the perimeter of the MUSA. Mr. Bednarz stated yes, the Rural Reserve would be a future Comprehensive Plan amendment. Councilmember Jacobson asked if they foresee any contention with Met CounciL Mr. Bednarz stated the biggest issue is density. Councilmember Trude suggested keeping the focus from density to population, in hopes of getting the Met Council to switch from density to accommodate people. Commissioner Kirchoff agreed. It was asked who would be paying for increased capacity of the sewer system. Councilmember Jacobson stated the City would. Councilmember Jacobson asked if they have the original written agreement. Mr. Bednarz stated they do. Councilmember Knight stated it doesn't mean it's valid. Mr. Bednarz stated they are also looking for help from Metro Cities. 0 Mayor Gamache asked if the density/population would show up under Coon Rapids' MUSA. Mr. Bednarz stated no, it would be adjusted. Regular Andover Planning and Zoning Commission Meeting Minutes - April 24, 2007 0 Page 5 Commissioner Kirchoff asked if the Highway Department gets municipal sewer and water. Mr. Berkowitz stated they get City water, they have their own septic. Mayor Gamache asked when it was last updated. Mr. Bednarz stated it was last approved in 2001. Mayor Gamache asked why the City didn't go that route. Mr. Bednarz stated they would be having some neighborhood meeting and council meetings, but the stage has been set with no radical changes. Mr. Dickinson stated the high school approval jump-started the process, now it's just a simple update. Commissioner Kirchoff asked about the estimated increases in urban vs. rural. Mr. Bednarz stated about 95% of the increase will be in the urban. Councilmember Knight stated that Met Council has backed off with some projections. Councilmember Jacobson stated it should show those changes. Mr. Dickinson stated new housing starts are in line with budget estimates. Councilmember Trude stated the projection of household size seems to be going down. Commissioner Walton stated it's slowing down dramatically and the lack of new housing starts concerns him. 0 Mr. Bednarz stated that in using the persons per household projection, it's higher than Met Council projected. Councilmember Orttel thought the census would show that also. Councilmember Trude stated that people are leaving larger homes to go into something smaller, suggesting it could be an arguing point with Met Council. Mayor Gamache asked what the process schedule would be. Mr. Bednarz stated several consultants are working on the water, sewer and transportation areas, stating once they have the information, it'll be brought back to Council with a firmer schedule. Mayor Gamache asked when the goal date is, and Mr. Bednarz stated the end of year. Councilmember Jacobson asked if the public meeting would be before or after. Mayor Gamache asked if the growth population is envisioning the timeframe for the Rural Reserve. Mr. Bednarz stated the Rural Reserve projection is by 2030. Mr. Berkowitz updated the City Council and Planning Commission on the sewer and water plan. The goal is to bring all the reports together. He stated they are working with the consultants on the water system to include the Rural Reserve, which would require three new wells and a water treatment plant for ultimate development. Mr. Berkowitz 0 stated they would just be updating the transportation plan because there are no significant changes. Todd Haas will be detailing all the parks throughout the City to see which will need improvements, allowing the City to review the park dedication fee. Regular Andover Planning and Zoning Commission Meeting Minutes - April 24, 2007 0 Page 6 Mr. Berkowitz stated Mr. Bednarz received an A+ from the Highway Department on the data accuracy on the tables. Commissioner Falk asked how the park dedication is calculated. Mr. Dickinson stated it's ultimately calculated by a system where the existing doesn't necessarily pay for the new. Mr. Dickinson stated there is an extensive study currently being done. Commissioner Holthus asked if the park dedication and trail fees would change. Mr. Dickinson stated most likely, yes. Commissioner Holthus asked how much impact the sport associations affect the park dedicationfee. Commissioner Holthus asked about the Rural Residentiall AG Preserve land in regard to the reapplication process. Mr. Bednarz stated once enrolled, a Notice of Expiration starts the process. Councilmember Knight stated if it' s not put in motion, it will remain. Councilmember Trude asked about the Eveland property. Mr. Bednarz stated he has enrolled in the process. Mayor Gamache suggesting working with the farmers. 0 Councilmember Trude asked when the park study was done last. Mr. Bednarz stated five years ago. Mr. Dickinson stated the goal is to redo it in June or July. COUNCILlPLANNING & ZONING COMMISSION OPEN DISCUSSION Chairperson Daninger asked Council for guidance on the items they forward to Council. Chairperson Daninger asked if Council preferred having the Commission work through votes ending in a tie or would it be allowable to end the discussion in a tie status. Council stated it was acceptable. Chairperson Daninger asked if the Commission using the ordinances as their guide for recommendations was appropriate. Councilmember Jacobson stated they have to go by the ordinances. Commissioner Falk asked about a recent recommendation that was sent to Council and why the recommendation was reversed. Chairperson Daninger asked if there could be some type of cliff note stating why they overturned the Commission's recommendation. Chairperson Daninger asked if it is the Commission's duty to take the request and gather information to give staff direction. Councilmember Trude stated yes, it is an evolving 0 process. Regular Andover Planning and Zoning Commission Meeting Minutes - April 24, 2007 0 Page 7 Commissioner Kirchoff stated when the applicant presents the request; the process has only just started. Councilmember Trude stated some applicants don't come before Commission. Councilmember Jacobson and Councilmember Knight appreciated the professionalism of the Commission. Mayor Gamache stated he looks at the staff report and then the Planning Commission report to see how the application applies to the ordinance. Councilmember Orttel stated the Commission should provide the technical finding and sometimes it's a political decision. Councilmember Trude stated people sometimes feel frustrated after a public hearing is closed and would like to speak again, but they realize the public hearing has already closed. She suggested take cues from the audience on someone wanting to discuss an lssue more. Chairperson Daninger asked if it is appropriate to allow people to come forward after the hearing has closed. Councilmember Orttel suggested presenting the item fIrst and then open the public hearing. 0 Mayor Gamache stated starting with the applicant, then opening the public hearing, reminding the audience that the public hearing is still open would allow people to come up at any time. Chairperson Daninger stated he understood and they would explain the process to the audience and allow the hearing to remain open. He also asked if Council hear them with the new microphones. Councilmember Jacobson stated it makes all the difference in the world. Chairperson Daninger asked if the workshop format they are providing is what Council needed. Councilmember Jacobson stated yes. Councilmember Jacobson asked the seasoned veterans if training would be beneficial when getting a new member. Commissioner Falk stated he went to a seminar and it was helpful and perhaps coming to a meeting prior to starting. Councilmember Jacobson asked what Council could do to make it easier for them. Mayor Gamache suggested appointing the member earlier, maybe have staff start the process earlier. Chairperson Daninger reminded the Commission that there is no question that is too smalL 0 Regular Andover Planning and Zoning Commission Meeting Minutes - April 24, 2007 0 Page 8 Councilmember Trude asked if they are receiving enough information from staff in their packets. Chairperson Daninger stated the staff has been very responsive to their needs. OTHER BUSINESS Councilmember Jacobson suggested a modest pay increase for the Commission in the 2008 budget. ADJOURNMENT Motion by Councilmember Orttel, seconded by Councilmember Knight, to adjourn the meeting at 9:15 p.m. Motion carried on a 5-ayes, O-nays, O-absent vote.
