WWW.CI.ANDOVER.MN.US PLANNING AND ZONING COMMISSION MEETING - OCTOBER 23,2007 The Regular Bi-Monthly Meeting of the Andover Planning and Zoning Commission was called to order by Chairperson Daninger on October 23,2007, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners present: Chairperson Daninger, Commissioners Tim Kirchoff, Michael Casey, Valerie Holthus, Devon Walton, Douglas Falk and Dennis Cleveland. Commissioners absent: There were none. Also present: City Plarmer, Courtney Bednarz Associate Plarmer, Chris Vrchota 0 Assistant City Engineer, Todd Haas Others APPROVAL OF MINUTES. September 25, 2007 Motion by Kirchoff, seconded by Casey, to approve the minutes as presented. Motion carried on a 7 -ayes, O-nays, O-absent vote. PUBLIC HEARING: CONDITIONAL USE PERMIT (07-12) FOR A DRIVE THROUGH AT A PROPOSED FINANCIAL INSTITUTION AT 2121 STATION PARKWAYNW. Mr. Vrchota noted the applicant is requesting a Conditional Use Permit to construct a drive-through for the new credit union plarmed on the site. Commissioner Kirchoff asked if the driveway off of Station Parkway allowed access to the liquor store. Mr. Vrchota indicated it would. Motion by Walton, seconded by Casey, to open the public hearing at 7:04 p.m. Motion 0 carried on a 7-ayes, O-nays, O-absent vote. Regular Andover Planning and Zoning Commission Meeting Minutes - October 23, 2007 0 Page 2 No one wished to address the Commission. Mr. Michael Kraft, HTG Architects, 9300 Hennepin Town Road, Eden Prairie, indicated he was representing Minnco Credit and could answer questions. Commissioner Walton asked if the front of the building will be facing north and if so, how will they dress up the south side to the townhomes so if does not look like the back of the building. Mr. Kraft stated there are actually faces on each side of the building. He stated the entry faces west, they have created a bay to the north so it has a face toward the street. He stated there will also be a face towards the townhomes. Commissioner Falk stated on the southeast area of the property, the green space, will there be some type of foliage to block the view of the townhomes for aesthetic purposes. Mr. Kraft indicated these will be low plantings to conceal cars but not to conceal the bank. Motion by Falk, seconded by Walton, to close the public hearing at 7:06 p.m. Motion carried on a 7-ayes, O-nays, O-absent vote. Motion by Walton, seconded by Kirchoff, to recommend to the City Council approval of 0 the proposed Conditional Use Permit subject to the conditions in the attached resolution. Motion carried on a 7 -ayes, O-nays, O-absent vote. Mr. Vrchota stated that this item would be before the Council at the November 6, 2007 City Council meeting. WORK SESSION . Second Review of Transportation Plan Update Mr. Bednarz reviewed the Transportation Plan with changes with the Commission. Mr. Todd Haas reviewed the pedestrian crossing changes with the Commission. Chairperson Daninger stated the crossing on Crosstown by the high school is a very difficult crossing and represents a bad crossing. He wondered why this was even put there. Mr. Haas stated at one time the school district was going to use the city fields at Sunshine Park but now most of their sport activities are on the high school grounds. He noted there is a crossing guard during school start and close times to help pedestrians cross the street. 0 Mr. Haas thought most of the comments from the Planning Commission seemed reasonable so they did make the changes to the plan. Regular Andover Planning and Zoning Commission Meeting Minutes - October 23, 2007 0 Page 3 Commissioner Holthus wondered how they could get flashing lights on the more dangerous pedestrian crossings. Mr. Haas stated that would be up to the County. Mr. Bednarz explained the next step in the process with the Commission. Commissioner Kirchoff wondered if the potential for bus commuter service and the Northstar line could be matched better. He wondered if there could be ways to encourage the Northstar service in the future. He thought they could provide some sort of service to get people to the Northstar stop in either Anoka or Coon Rapids. He wondered if this plan could be revised to address commuter service. Mr. Haas indicated they will discuss how to best address this in the plan. Commissioner Walton stated on page 72 he was looking at traffic calming and theoretical ways of slowing traffic down. He wondered if there was a piece in this regarding how speeds are determined along City streets. It was noted there was information regarding this on page 69. Chairperson Daninger wondered why a round about would not be listed as a traffic calming type of device. Mr. Haas stated the City is kind of exploring this as a device but they have not gotten to a point of implementing it. He noted they are looking at this type 0 of device for the intersection on Crosstown by the Fire Station. He stated they will consider those in the future. The Commission thought the changes looked good. OTHER BUSINESS Mr. Bednarz updated the Planning Commission on related items. ADJOURNMENT. Motion by Falk, seconded by Kirchoff, to adjourn the meeting at 7:45 p.m. Motion carried on a 7 -ayes, O-nays, O-absent vote.
