PARK AND RECREATION COMMISSION MEETING - DECEMBER 6, 2007
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Vice Chair Lindahl on December 6, 2007, 7:10 p.m., at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Jeremy Boyer, Bill Hupp, Vice Chair Jim Lindahl, Peggy
Scott, and Tony Kowalewski
Commissioners Absent: Chair Dan Masloski and Ted Butler
Also Present: Assistant Public Works Director, Todd Haas

APPROVAL OF MINUTES
Motion by Boyer, seconded by Kowalewski, to approve the November 15, 2007 Park
Commission minutes as presented. Motion carried on a 4-ayes, O-nays, I-present (Scott),
2-absent (Butler and Masloski) vote.
UPDATE OF ANOKA COUNTY PARK SYSTEMlANOKA COUNTY PARK AND
RECREATION DEPARTMENT
John VonDelinde, Director of Parks and Recreation of Anoka County, gave a
presentation of the projects in the County. There were 16 regional parks with 3 million
visits annually. For Bunker Hills Regional Park, they are in Phase 8 to include
expansions to the campground, a veterans' peace garden, trails, and a lazy river ride for
the Wave Pool area. A new boat launch will be constructed at Peltier Lake, which is part
of the Rice Lake Chain of Lakes Regional Parks system. This will be funded as ajoint
effort between the MN DNR and Anoka County. cooperation were rebuilding the 17 mile
stretch canoeing to the Mississippi River. The county has acquireli land from the City of
St. Paul of about 1200 acres, and the County is now working with private landowners in
the adjacent areas to purchase their property to include as part of that regional park
0 system. The Environmental Land Trust was also a partner in this endeavor. There will
also be a new regional trail will be constructed along County Road 14 in conjunction with

0 the rebuild of this roadway which runs from Lino Lakes City Hall to County Road J. The
trail will provide access and a safer route to the Rice Lake Chain of Lakes Regional Park.
Mr. V onDelinde also mentioned to the Park Commission that the University of
Minnesota was providing technical assistance to the County with help from Mn/DOT, the
City of Circle Pines, and the City of Lino Lakes for the road reconstruction project. One
last thing that Mr. VonDelinde mentioned is that the county is researching the soils for
suitability and sustainability for a dog park and disc golf area at Bunker Hills Regional
Park. He complimented the City of Andover on its work on the new Community Center.
CONSIDER APPLICATION FOR SCHEDULE USE OF RECREATIONAL
FACILITIESIMEADOW CREEK CHURCH AND CONSTANCE FREE CHURCH
Mr. Haas stated that he has received an applications for the use of the hockey rinks from
Meadow Creek Church at Crooked Lake School fromlO:OO a.m. to 7:00 p.m. on
Saturday, January 12, 2008 and also received a request from Constance Free Church to
use Prairie Knoll Park on Wednesday, January 23,2007 for 6:30-9:30 p.m. Staff
requested that Constance Free Church move their time to 6:00-9:00 p.m. because the
parks closed at 9:00 p.m. Staff asked the Commission that the guidelines be waived
because they were only requesting a one time use. Both applications were for their youth
programs.
0 Motion by Kowalewski, seconded by Hupp, to approve the application for scheduled use
of Crooked Lake School fields for Meadow Creek Church and Constance Free Church,
also allowing to waiver the application process because of single use. Motion carried on a
5-ayes, O-nays, 2-absent (Butler and Masloski) vote.
UPDATE OF PARK COMPREHENSIVE PLAN AND PARK DEDICATION FEE/06-
46D, CONTINUED
Mr. Haas indicated that based on staff recommendations, the park dedication fee will
most likely be increased for new residents developments and decreased for new
commercial-industrial development to make it similar to the fees of other cities. Council
was expected to approve it at their next City Council Meeting. The city staff is still
evaluating the estimated cost to construct an outdoor hockey rink (2 at each park) at
Hawk Ridge Park and Rose Park. It appears the cost estimate that staffhas identified in
the proposed comprehensive plan (future improvements section) for both parks is in the
general ballpark. Staff is in the process of researching other cities that had recently built
outdoor facilities as to what it cost them to build an outdoor rink. The irrigation well
feasibility study that was recently completed and distributed to Park Commissioners will
be reviewed and discussed at a later date.
REVIEW OUTSTANDING ITEMS
0 Mr. Haas reviewed outstanding items. He met recently with the League of Minnesota
Cities Insurance Trust Company representative concerning the new playground

0 equipment that is to be installed at Andover Station North Ball Fields. Based on
discussions with the representative, they believed that a 10-foot fence on the east and a
portion along the north side would be adequate for protection for children using the
playground equipment. He stated that a hedge could be planted between the equipment
and the parking lot. A shorter fence on the west side of the adjacent to the playground
equipment will be installed to avoid children from going in the pond which is dry most of
the time.
Commissioner Hupp summarized the discussions and issues of the Skateboarding Task
Force. They received visits from Minnesota Wisconsin Playground and American Ramp
Company. Minnesota Wisconsin Playground's materials were concrete with a multi-
level design. The vendors were going to give a proposal with the elevations taken into
consideration. To save some money the City could pour concrete around the amenities.
American Ramp Company do use a skating surface material known as skatelite which
comes with a 5-year warranty and usually will have lifespan of 5-7 years. The Pro series
was middle of the road, made of steel and more amenities and costs about the same
amount of money. The steel skating surface does come with a 20-year warranty that
covered parts and labor. The youth that attended the task force meeting earlier in the
evening said the steel would be hotter and noisier, but was more smooth and versatile,
while the concrete was smooth and durable, but it was not hot. Commissioner
Kowalewski gave the web sites and indicated they were still looking for more input from

CHAIR'S REPORT
Commissioner Kowalewski indicated the winter sports were in full swing.
Commissioner Boyer inquired about a utilities easement at Prairie Knoll Park that may be
purchased by the gas company. Mr. Haas responded that any dollars received may be put
back into one of the parks.
Vice Chair Lindahl asked for a review of snowmobiling policy in parks. Mr. Haas
answered that there was evidence of people building ramps in one of the parks and that
anyone snowmobiling in the city parks is a violation of city code.
Vice Chair Lindahl requested that residents report violations. He also noted that there
would probably be no meeting December 20, 2007.
Mr. Haas stated that the proposed revised Guidelines to use the city facilities were
reviewed by the City Council recently. The City Council did approve Section relating to
the based on the percentage of Andover residents from lasts years fmal numbers, but the
City Council did not approve the revised section regarding association costs for damage
and clean-up of the parks.
