PARK AND RECREATION COMMISSION MEETING - APRIL 2, 1998
MINUTES
The Regular Bi-MontWy Meeting of the Andover Park and Recreation Commission was called to
order by Chairperson Al Grabowski on April 2, 1998, 10:28 p.m. at the Andover City Hall, 1685
Crosstown Boulevard NW, Andover, Minnesota.

APPROVAL OF MINUTES
March 19, 1998: Correct as written.
Motion by B1ackstad, Seconded by O'Toole, to approve the Minutes as written. Motion carried on
a 4-Yes (Grabowski, Barringer, Blackstad, O'Toole), 2-Present (Kieffer, LindaW), I-Absent
(Anderson) vote.
PUBLIC WORKS UPDATE
Commissioner B1ackstad discussed the placing of bases at the four fields that will be used for baseball.
He also agreed that Andover Baseball will be responsible for the bases and the locked boxes. The
Commission agreed with the proposal but asked that a report be given at the first meeting in June to
update how it is going. Mr. Starr stated he will install the pegs for the bases at Strootman park,
Timber Rivers park, Hawk Ridge park and Pine Hills park.
The Commission then discussed the proposal of Staff to cut back on the amount of hours Public
Works employees will be present during weekend tournaments at the City HalVSunshine Park
complexes. Chairperson Grabowski expressed frustration that they will not be receiving the level of
service needed for the tournaments, and especially that the associations were not made aware of this
until now. Mr. Starr explained it cost about $550 for one day for 12 hours of service on those

weekends. He just doesn't have the funds in the budget to continue that level of service. They will

have the fields ready for paying for mornings, plus they will come back around noon to drag them
again. He also stated they need more than five minutes between games to groom the fields. For the
last three years he has been trying to get money for more personnel. It isn't just for tournaments, as
they do many things in the City on off hours. They would like to hire part-time people to work just
the tournaments, but there is a problem with the union.
Chairperson Grabowski asked Staff to come back with a plan to fix this for the residents. The rules
for the three state and national tournaments call for the fields to be groomed after every third game.
Either City Staff has to be provided, or possibly they would be able to find volunteers to groom the
fields; however, they would have to use the cushmon. Volunteers using that equipment should be
covered under the City's insurance. Chairperson Grabowski asked for an answer from Staff by the
next meeting.
UPDATE OF SUNSHINE PARK CONCESSIONS
J The Commission discussed the Concessions Contract for the 1998 season. C & H Distributing agrees
with the contract except for the provision that the concessionaire would be responsible for stocking
the restroom facilities. They would, however, be willing to negotiate for that responsibility.
Chairperson Grabowski noted someone is needed during the weekend tournaments to take care of
the restroom facilities and cleaning up at the end of each day. Staff noted the City already has a
cleaning contract, and the Concessions Building is included in that contract. They did not know if
that contract could be changed.
Chairperson Grabowski felt the service would be better if it were on Monday, Thursday, Saturday
or Monday, Wednesday and Saturday. Or reschedule the cleaning service to clean on weekends. The
preference of the Commission was to have C & H Distributing do it because they will be there every
day. Staff was asked to find out about the possibility of changing the existing cleaning contract.
Motion by O'Toole, Seconded by Blackstad, to recommend either separate the bid for the existing
contract to have the Concessions Building cleaned on a daily basis during the time the Concessions
Contract is in effect or to offer the responsibility to C & H Distributing. Motion carried on a 6- Yes,
I-Absent (Anderson) vote.

Softball application - Mr. Haas stated the City has received an application by the Christian Youth

Softball League to use two to four fields at either City Hall or Sunshine Park from 6 to 9 p.m. on
Sundays in June and July. The Commission generally approved the request with the conditions jhat
fields may not be available if the tournaments run late. The tournaments will have first choice to use
the fields.
(Commissioner Barringer left the meeting at this time, 11 :02 p.m.)
Staff was asked to contact the Christian Youth Softball League to let them know they may use. the
fields but they may be moved to other fields if the tournaments run late. They were also asked to
contact the concessionaire about the field use on those days.
Schedule hockey rinks for indoor soccer - Mr. Haas stated a team consisting of Andover players from
the Blaine Soccer Club has requested to schedule the hockey rink for practice during the month of
April. The Commission agreed with the request for April but asked that in the future the requests be
made by the Club, not the individual teams.
/ Motion by Blackstad, Seconded by Grabowski, to adjourn. Motion carried on a 5-Yes, 2-Absent
(Anderson, Barringer) vote.
The meeting adjourned at 11 :06 p.m.
